DIVISION 1 - GENERAL REQUIREMENTS

SECTION 01 00 00 – GENERAL REQUIREMENTS

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Drawings and general provisions of the Contract, including General and Supplementary Conditions, apply to this Section.

1.2 SUMMARY OF WORK

A. A Summary of Work document has been created for each radio facility included in this Specification Package.

B. See Section 01 11 00 – Summary of Work for details.

1.3 TECHNICAL INFORMATION TO BE SUBMITTED WITH PROPOSAL

A. Name, address, experience, and license number of structural (tower) engineer B. Name, address, experience, and license number of civil/mechanical/electrical engineer C. Proposed Project schedule D. Itemized Bid Forms for each facility

1.4 PROJECT MANAGEMENT AND COORDINATION

A. Pre-Construction Conference:

1. The Government will schedule a pre-construction conference and organizational meeting at the Project facility or other convenient location after award. The Government will conduct the meeting to review responsibilities and personnel assignments.

2. Attendees: The Government, and their Consultants, The Construction Contractor and its Superintendent, Subcontractors, Manufacturers, Suppliers, and other concerned parties shall each be represented at the conference by persons familiar with and authorized to conclude matters relating to the Work.

3. Agenda: Discuss items of significance that could affect progress.

4. The Construction Contractor shall submit a work schedule and a value schedule at this time.

B. Pre-Installation Conferences:

1. Conduct a pre-installation conference at the facility before each construction activity that requires coordination with other construction. The Installer and representatives of Manufacturers and Fabricators involved in or affected by the installation, and its coordination or integration with other materials and installations that have preceded or will follow, shall attend the meeting. The Construction Contractor shall advise the Contracting Officer of scheduled meeting dates.

a. Review the progress of other construction activities and preparations for the particular activity under consideration at each pre-installation conference.

b. Record significant discussions, agreements, and disagreements of each conference, along with the approved schedule. Promptly distribute the record of the meeting to everyone concerned, including the Contracting Officer.

c. Do not proceed if the conference cannot be successfully concluded. Initiate whatever actions are necessary to resolve impediments to performance of Work and reconvene the conference at the earliest feasible date.

C. Coordination Meetings:

1. Conduct Project coordination meetings at regularly scheduled times convenient for all parties involved. Project coordination meetings are in addition to specific meetings held for other purposes, such as regular progress meetings and special pre-installation meetings.

2. Request representation at each meeting by every party currently involved in coordination or planning for the construction activities involved.

D. Progress Meetings:

1. Conduct progress meetings at regularly scheduled intervals. Notify the Contracting Officer of scheduled meeting dates. Coordinate dates of meetings with preparation of the payment request.

2. Attendees: In addition to representatives of the Government, each Subcontractor, Supplier, or other entity concerned with current progress or involved in planning, coordination or performance of future activities shall be represented at these meetings by persons familiar with the Project and authorized to conclude matters relating to progress.

1.5 SUBMITTAL PROCEDURES

A. Where required, The Construction Contractor shall contact the local jurisdictional building department to determine what submittals are required to obtain permits.

B. The Construction Contractor shall contact the Contracting Officer to determine what submittals are required.

C. Submittal Procedures:

1. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.

2. Transmit each submittal to the Contracting Officer sufficiently in advance of performance of related construction activities to avoid delay.

a. Processing: Allow sufficient review time so that installation will not be delayed as a result of the time required to process submittals, including time for re-submittals.

1) Allow 15 calendar days for initial review. Allow additional time if processing must be delayed permitting coordination with subsequent submittals. The Contracting Officer will promptly advise The Construction Contractor when a submittal being processed must be delayed for coordination.

D. No later than 15 calendar days prior to structural foundation excavations, The Construction Contractor’s Architectural Engineering Firm (A&E Firm) shall deliver signed and sealed copies of all required structure and foundation design documentation.

1. Three copies shall be provided to the Government.

2. The documentation shall be delivered to the Government Contracting Officer or Contracting

Officer’s Technical Representative.

3. Two copies shall be provided to the Installation Contractor

E. The Construction Contractor’s Construction Schedule:

1. Bar-Chart Schedule: Prepare a fully developed, horizontal bar- chart type construction schedule.

F. Shop Drawings:

1. Submit newly prepared information, drawn to accurate scale. Highlight, encircle, or otherwise indicate deviations from the Contract Documents. Do not reproduce Contract Documents or copy standard information as the basis of Shop Drawings. Standard information prepared without specific reference to the Project is not considered Shop Drawings.

2. Shop Drawings include fabrication and installation drawings, setting diagrams, schedules, patterns, templates, and similar drawings.

G. Product Data:

1. Collect Product Data into a single submittal for each element of construction or system.

Product Data includes printed information such as Manufacturer’s installation instructions, Remediation Specifications 01 00 00 - 6 General Requirements 1/9/2024 catalog cuts, standard color charts, roughing-in diagrams and templates, standard wiring diagrams and performance curves. Where Product Data must be specially prepared because standard printed data is not suitable for use, submit as “Shop Drawings.”

a. Mark each copy to show applicable choices and options. Where printed Product Data includes information on several products, some of which are not required, mark copies to indicate the applicable information.

b. Final Submittals: Submit the following number of copies:

1) For Government; 2 copies.

2) For O&M Manuals; 2 copies when required.

3) In addition to the quantities listed above, include the number required by The

Construction Contractor, Subcontractor(s) and/or Material Supplier(s).

c. Distribution: Furnish copies of final submittal to Installers, Subcontractors, Suppliers, Manufacturers, Fabricators, and others required for performance of construction activities. Show distribution on transmittal forms.

H. Government’s Action:

1. Except for submittals for record, information, or similar purposes, where action and return is required or requested, the Contracting Officer will review each submittal, mark to indicate action taken, and return promptly.

I. Inspections:

1. It is the responsibility of The Construction Contractor to apply for the necessary building permits and pay the required fees.

2. The Construction Contractor shall coordinate and schedule the required inspections.

3. Stop work orders, fines, or assessments issued by a regulating governmental agency are the responsibility of the Installation Contractor and shall not be considered as a reason for schedule extension.

4. The Construction Contractor shall advise the Government of scheduled inspections. The Government may require the Installation Contractor to advise them of certain activities, such as, but not limited to, completion of excavation, open holes, or trenches before back-filling, or concrete pouring, and arrival of certain equipment. The Government will specify when notification is required as part of the Purchase Contract.

5. The Construction Contractor shall hire a qualified Third-Party Inspector to inspect the Work specified under this Contract in accordance with Paragraph 3.5 of this Section and Section 01 45 23 – Third-party Testing and Inspecting.

J. Fabrication:

1. All fabrication, erection, and identification of structural steel shall conform to AISC specifications.

2. Under no circumstances shall “dissimilar metal” be used in contact with one another.

3. Hot-dipped galvanizing of tubular sections shall be inside and outside per standards and methods listed elsewhere in this Specification. Welding processes and welding operators shall perform in accordance with AWS “Standard Qualification Procedures.” Materials shall be properly marked and match-marked for field assembly.

4. The Construction Contractor shall be able to document the source of all structural material and processes.

K. Finishes:

1. All steel members and fasteners shall be galvanized (zinc coated) in accordance with standards referenced in Sections included in this Specification Package. Under no circumstances shall any coating on any metal member or fastener be cathodic relative to the base material. Repair of damaged galvanizing may be done by using a spray or brush application of an approved zinc rich paint, in accordance with paint manufactures recommended application methods.

L. Connections and Locking Devices:

1. No field welding shall be permitted unless specifically approved in writing.

2. All steel members shall be connected using galvanized structural hardware (bolts, nuts, and lock washers) unless otherwise approved or provided by the assembly.

3. The Construction Contractor shall provide all connection hardware.

1.6 REFERENCE STANDARDS AND DEFINITIONS

A. Specification Format and Content Explanation:

1. Specification Format: These Specifications are organized into Divisions and Sections based on the Construction Specifications Institute’s 50-Division format and MasterFormat™ numbering system.

2. Specification Content: This Specification Package uses certain conventions in the use of language and the intended meaning of certain terms, words, and phrases when used in particular situations or circumstances. These conventions are explained as follows:

a. Abbreviated Language: Language used in Specifications and other Contract Documents is the abbreviated type. Words and meanings shall be interpreted as appropriate. Words that are implied, but not stated, shall be interpreted as the sense required. Singular words will be interpreted as plural and plural words interpreted as singular where applicable and the context of the Contract Documents so indicates.

b. Imperative and streamlined language is used in the Specification Sections. Requirements expressed in the imperative mood are to be performed by The Construction Contractor.

At certain locations in the text, for clarity, subjective language is used to describe responsibilities that must be fulfilled indirectly by The Construction Contractor, or by others when so noted.

1) The words “shall be” shall be included by inference wherever a colon (:) is used within a sentence or phrase.

B. Industry Standards:

1. Applicability of Standards: Except where the Contract Documents include more stringent requirements, applicable construction industry standards have the same force and effect as if bound or copied directly into the Contract Documents to the extent referenced. Such standards are made a part of the Contract Documents by reference.

2. Publication Dates: Comply with the standard in effect as of the date of the Contract Documents.

3. Conflicting Requirements: Where compliance with two or more standards is specified, and the standards establish different or conflicting requirements, refer requirements that are different to the Contracting Officer for a decision before proceeding.

a. Minimum Quantity or Quality Levels: The quantity or quality level shown or specified shall be the minimum provided or performed. The actual installation may comply exactly with the minimum quantity or quality specified, or it may exceed the minimum within reasonable limits. In complying with these requirements, indicated numeric values are minimum or maximum, as appropriate for the context of the requirements. Refer uncertainties to the Contracting Officer for a decision before proceeding.

4. Copies of Standards: Each entity engaged in construction on the Project is required to be familiar with industry standards applicable to that entity’s construction activity. Copies of applicable standards are not bound with the Contract Documents.

a. Where copies of standards are needed for performance of a required construction activity, The Construction Contractor shall obtain copies directly from the publication source.

5. Abbreviations and Names: Trade association names and titles of general standards are frequently abbreviated. Where such acronyms or abbreviations are used in the Specifications or other Contract Documents, they mean the recognized name of the trade association, standards generating organization, authority having jurisdiction, or other entity applicable to

Remediation Specifications 01 00 00 - 8 General Requirements 1/9/2024 the context of the text provision. Refer to the “Encyclopedia of Associations,” published by Gale Research Co., available in most libraries.

C. Governing Regulations/Authorities:

1. The Construction Contractor shall contact authorities having jurisdiction where necessary to obtain information and decisions having a bearing on the Work.

2. The Work shall be performed in compliance with accepted standards as described in

Specification Sections included with this Solicitation as amended and adopted by BLM.

a. Where required, Work shall be performed in compliance with applicable City, County, and

State Codes.

b. In the occurrence of conflicting codes and or standards, the most stringent shall apply, unless otherwise specifically required by the Government’s engineer.

3. BLM has not adopted the Motorola R-56 Guidelines in their entirety. DOI DD 2009-008 has specific instructions addressing how to implement certain requirements that deviate from the R-56 Guidelines. Those requirements are reflected in the Sections included with this Specification Package.

4. The Work shall be performed in compliance with all Occupational Safety and Health Administration (OSHA) requirements.

5. The Work shall be performed in compliance with Prevailing Labor Laws and Wage Rates.

D. Submittals:

1. Permits, Licenses, and Certificates: For the Government’s records, submit copies of permits, licenses, certifications, inspection reports, releases, jurisdictional settlements, notices, receipts for fee payments, judgments, and similar documents, correspondence, and records established in conjunction with compliance with standards and regulations bearing upon performance of the Work.

1.7 TEMPORARY FACILITIES

A. Quality Assurance:

1. Electric Service: Comply with NECA, NEMA, and UL standards and regulations for temporary electric service. Install service to comply with NFPA 70.

2. Standards: Comply with NFPA 241 “Standard for Safeguarding Construction, Alterations, and

Demolition Operations,” ANSI A10 Series standards for “Safety Requirements for Construction and Demolition,” and NECA Electrical Design Library “Temporary Electrical Facilities.”

3. Comply with AASHTO Manual on Uniform Traffic Control Devices (MUTCD), Part VI.

B. Regulatory Requirements:

1. Regulations: Comply with industry standards and applicable laws and regulations of authorities having jurisdiction.

C. Project Conditions:

1. Explosives: Use will not be permitted.

D. Sanitary Facilities:

1. Provide temporary toilets, wash facilities, and drinking water for use by construction personnel.

2. Comply with authorities having jurisdiction for type, number, location, operation, and maintenance of fixtures and facilities.

E. Security and Protection Facilities Installation:

1. Environmental Protection: Provide protection, operate temporary facilities, and conduct construction in ways and by methods that comply with environmental regulations and that minimize air, waterway, and subsoil contamination, pollution, or other undesirable effects.

2. Temporary Erosion and Sedimentation Control: Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to adjacent properties and walkways, according to requirements of authorities having jurisdiction.

3. Storm water Control: Comply with authorities having jurisdiction. Provide barriers in and around excavations and sub grade construction to prevent flooding by runoff of storm water from heavy rains.

F. Water Pollution Control:

1. The Construction Contractor Water Pollution Violations: If noncompliance should occur, report noncompliance to Contracting Officer immediately (orally), with specific information submitted in writing within two calendar days. Consistent violations of applicable Federal, State, or local laws, orders, regulations, or Water Quality Standards may result in Contracting Officer stopping facility activity until compliance is ensured. The Construction Contractor shall not be entitled to extensions of time, claims for damage, or additional compensation by reason of such work stoppages. Corrective measures required to bring activities into compliance shall be at Contractor’s expense.

2. Storm Water Discharge Permit Associated with Construction Facility:

a. Notice of Intent: the Government and Contractor shall sign Notice of Intent (NOI) to obtain coverage under Construction General Permit to control storm water discharges from construction facility as required under Section 402 of Clean Water Act (Public Law 92-500, as amended).

3. Pollution Controls: Control pollutants by use of sediment and erosion controls, wastewater and storm water management controls, construction facility management practices, and other controls including State and local control requirements.

a. Sediment and Erosion Controls: Establish methods for controlling sediment and erosion which address vegetative practices, structural control, silt fences, straw dikes, sediment controls, and operator controls as appropriate. Institute storm water management measures as required, including velocity dissipaters, and solid waste controls which address controls for building materials and offsite tracking of sediment.

b. Wastewater and Storm Water Management Controls: Use methods of dewatering, unwatering, excavating, or stockpiling earth and rock materials which include prevention measures to control silting and erosion, and which will intercept and settle runoff of sediment-laden waters. Prevent wastewater from general construction activities such as drain water collection, aggregate processing concrete batching, drilling grouting, or other construction operations, from entering flowing or dry watercourses without use of approved turbidity control methods. Divert storm water runoff from upslope areas away from disturbed areas.

c. Construction Site Management: Perform construction activities by methods that will prevent entrance, or accidental spillage, of solid matter, contaminants, debris, or other pollutants or wastes into streams, flowing or dry watercourses, lakes, wetlands, reservoirs, or underground water sources. Such pollutants and wastes include refuse, garbage, cement, sanitary waste, industrial waste, hazardous materials, radioactive substances, oil and other petroleum products, aggregate processing tailings, mineral salts, and thermal pollution.

G. Landscape Preservation:

1. Preservation: Preserve natural landscape and protect existing vegetation not authorized to be removed. Conduct operations to prevent injury to natural surroundings in vicinity of Work.

Move crews and equipment within rights-of-way and over routes provided for access to Work in manner to prevent damage to grazing land, crops, or property.

2. Damaged Vegetation: Repair or treat injured vegetation; replace trees or shrubs as directed by Contracting Officer.

PART 2 - MATERIALS

2.1 PRODUCT REQUIREMENTS

A. Quality Assurance:

1. Source Limitations: To the fullest extent possible, provide products of the same kind, from a single source.

B. Product Delivery, Storage, and Handling:

1. Deliver, store, and handle products using means and methods that will prevent damage, deterioration, and loss, including theft. Comply with Manufacturer’s written instructions.

2. The Construction Contractor shall be solely responsible for the safety and secure storage of materials and equipment.

C. Product Selection:

1. General Product Requirements: Provide products that comply with the Contract Documents, which are undamaged and, unless otherwise indicated, that are new at time of installation.

a. Standard Products: If available, and unless custom products or nonstandard options are specified, provide standard products of types that have been produced and used successfully in similar situations on other projects.

2. Unless otherwise specified in this Contract and with written approval of the Government, all equipment, material, and associated articles to be used shall be new.

a. Unless otherwise specifically indicated, reference to any equipment, material, article, or patented process, by trade name, make or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition and the Installation Contractor may, subject to the approval of the Government, use any equipment, material, article, or process which is equivalent to that named.

b. The Government shall be the sole judge of the quality and suitability of any proposed alternative equipment, material, article, or process. The burden of proving the quality and suitability of an alternative shall be upon the Installation Contractor. Any information required by the Government in judging alternatives, shall be supplied by the Installation Contractor at no expense to the Government.

c. Where the use of an alternative material or process involved in a redesign or changes to the Work, the cost and time required to affect such approved changes by the Government shall be reimbursed by the Installation Contractor.

D. Installation of Products:

1. Comply with Manufacturer’s instructions and recommendations for installation of products in the applications indicated. Anchor each product securely in place, accurately located and aligned with other Work.

a. Clean exposed surfaces and protect as necessary to ensure freedom from damage and deterioration at time of Substantial Completion.

PART 3 - EXECUTION

3.1 EXECUTION REQUIREMENTS

A. Examination:

1. Existing Conditions: The existence and location of facility improvements, utilities, and other construction indicated as existing are not guaranteed. Before beginning work, investigate and verify the existence and location of mechanical and electrical systems and other construction affecting the Work.

2. Existing Utilities: The existence and location of underground and other utilities and construction indicated as existing are not guaranteed. Before beginning facility work, investigate and verify the existence and location of underground utilities and other construction affecting the Work.

3. Acceptance of Conditions: Examine substrates, areas, and conditions, with Installer or Applicator present where indicated, for compliance with requirements for installation tolerances and other conditions affecting performance. Record observations.

B. Preparation:

1. Existing Utility Information: Furnish information to Contracting Officer that is necessary to adjust, move, or relocate existing utility structures, utility poles, lines, services, or other utility appurtenances located in or affected by construction. Coordinate with authorities having jurisdiction.

2. Field Measurements: Take field measurements as required to fit the Work properly. Recheck measurements before installing each product. Where portions of the Work are indicated to fit to other construction, verify dimensions of other construction by field measurements before fabrication. Coordinate fabrication schedule with construction progress to avoid delaying the Work.

3. Review of Contract Documents and Field Conditions: Immediately on discovery of the need for clarification of the Contract Documents, submit a request for information to Contracting Officer. Include a detailed description of problem encountered, together with recommendations for changing the Contract Documents.

C. Construction Layout:

1. Verification: Before proceeding to lay out the Work, verify layout information shown on

Drawings, in relation to the property survey and existing benchmarks. If discrepancies are discovered, notify Contracting Officer promptly.

2. Facility Improvements: Locate and lay out facility improvements, including grading, fill and surface course, and utility slopes.

D. Installation:

1. General: Locate the Work and components of the Work accurately, in correct alignment and elevation, as indicated.

2. Comply with Manufacturer’s written instructions and recommendations for installing products in applications indicated.

3. Install products at the time and under conditions that will ensure the best possible results.

4. Maintain conditions required for product performance until Substantial Completion.

5. Conduct construction operations so no part of the Work is subjected to damaging operations or loading in excess of that expected during normal conditions of occupancy.

6. Tools and Equipment: Do not use tools or equipment that produce harmful noise levels.

7. Templates: Obtain and distribute to the parties’ involved templates for work specified to be factory prepared and field installed. Check Shop Drawings of other work to confirm that adequate provisions are made for locating and installing products to comply with indicated requirements.

8. Anchors and Fasteners: Provide anchors and fasteners as required to anchor each component securely in place, accurately located and aligned with other portions of the Work.

9. Joints: Make joints of uniform width. Where joint locations in exposed Work are not indicated, arrange joints for the best visual effect. Fit exposed connections together to form hairline joints.

10. Hazardous Materials: Use products, cleaners, and installation materials that are not considered hazardous.

11. Utility Connections: Provide utility connections and pay fees, as required for power.

12. The Construction Contractor shall take precautions not to needlessly disrupt existing facility ground cover.

13. The Construction Contractor shall take precautions to prevent soil erosion from water or wind during construction.

14. The Construction Contractor shall import to the facility only clean material from a known source and provide documentation of sources and quantities.

15. The Construction Contractor shall provide a plan for the removal of excess facility material.

Onsite and off-site methods shall be considered.

16. The Construction Contractor shall leave the facility free from work generated debris, ruts, hazards, and materials used during the Work.

17. A final facility inspection is required before final acceptance.

E. Progress Cleaning:

1. General: Clean Project Facility and Work areas daily, including common areas. Coordinate progress cleaning for joint-use areas where more than one Installer has worked.

a. Enforce requirements.

b. Dispose of materials lawfully.

2. Facility: Maintain Project facility free of waste materials and debris.

3. Installed Work: Keep installed Work clean. Clean installed surfaces according to written instructions of Manufacturer or Fabricator of product installed, using only cleaning materials specifically recommended. If specific cleaning materials are not recommended, use cleaning materials that are not hazardous to health or property and that will not damage exposed surfaces.

4. Waste Disposal: Burying or burning waste materials on facility will not be permitted. Washing waste materials down sewers or into waterways will not be permitted.

5. Environmental Considerations: Excavate areas of fuel or oil spills occurring during Work to depth of 12 inches beyond contaminated material and remove from the Work location.

Observe prescribed measures to prevent water pollution to nearby water resources.

F. Protection of Installed Construction:

1. Provide final protection and maintain conditions that ensure installed Work is without damage or deterioration at time of Substantial Completion.

G. Correction of Work:

1. Repair or remove and replace defective construction. Do not initiate repair of damage to new or existing construction and equipment resulting from construction procedures, prior to notification of Contracting Officer. Restore damaged substrates and finishes.

3.2 CONTRACTOR RESPONSIBILITIES

A. Unless specifically stated, The Construction Contractor shall be responsible for:

1. Discovery and compliance with all applicable codes, ordinances, and standards not explicitly provided by the Government. Where there is inconsistency between codes, the strictest shall apply.

2. Coordination and notifications for required inspections

3. Coordination and notification to underground locators and/or similar organizations

4. Coordination for Delivery and Safe storage of materials

5. Attending meetings as necessary

B. Schedule a Pre-Installation Meeting:

1. Arrange and schedule pre-installation conference prior to beginning any work on the communications facility.

2. Agenda: Clarify questions in writing related to work to be performed, scheduling, coordination, etc. with the Government’s Project Manager or Engineer.

3. All individuals, who will be in an on-site supervisory capacity, shall be required to attend the pre-installation conference. This includes Project Managers, Site Supervisor, and Lead Installers.

C. Prepare and submit weekly progress reports. Progress report must include:

1. Updated time schedule with estimated time of completion. This must be provided in Microsoft

Project format, also showing the time baseline.

2. Work performed in the last week.

3. Work planned for upcoming week.

4. Percentage complete of work performed.

5. Identify potential risks that can impact scope and/or time schedule.

D. Workmanship and Unauthorized Work

1. All work under this agreement shall be performed in a skillful and workmanlike manner. The

Construction Contractor is required to remove any employee that the Contracting Officer (CO) deems incompetent, careless, or otherwise objectionable.

2. Any work performed beyond the scope of the Contract or done without the written authorization of the Government shall be deemed unauthorized. If required by the Government, unauthorized work shall be remedied, removed, or replaced by the Installation Contractor at the Installation Contractor’s expense. The Government may assess or deduct the cost of redressing any engineering charges from the amount owed the Installation Contractor.

E. It is the responsibility of the Installation Contractor to apply for the necessary building permits and pay the required fees.

1. The Construction Contractor shall coordinate and schedule the required inspections.

2. Stop work orders, fines, or assessments issued by a regulating governmental agency are the responsibility of the Installation Contractor and shall not be considered as a reason for schedule extension.

F. The Construction Contractor shall advise the Government of scheduled inspections. The Government may require the Installation Contractor to advise them of certain activities, such as, but not limited to completing of excavation, open holes, or trenches before back-filling or concrete pouring, and arrival of certain equipment. The Government will specify when notification is required as part of the Purchase Contract.

G. Where work on towers or other communications structures is required, The Construction Contractor shall comply with the following:

1. ANSI/ASSP A10.48 – Criteria for Safety Practices with the Construction, Demolition, Modification and Maintenance of Communications Structures.

2. TIA-322 – Standard for Installation, Alteration & Maintenance of Antenna Supporting

Structures and Antennas.

3. ANSI/ASSE Z359 – Fall Protection Code

4. OSHA 29 CFR 1926, Subpart M – Fall Protection, §1926.500

3.3 CIVIL DEVELOPMENT

A. Facility Work

1. The Construction Contractor shall take precautions not to needlessly disrupt existing facility ground cover.

2. The Construction Contractor shall take precautions to prevent soil erosion from water or wind during construction.

3. The Construction Contractor shall import to the facility only clean material from a known source and provide documentation of sources and quantities.

4. The Construction Contractor shall provide a plan for the removal of excess facility material.

Only off-site methods will be considered.

5. The Construction Contractor shall leave the facility free from work generated debris, ruts, hazards, and materials used during the Work.

3.4 FINAL ACCEPTANCE & PROOF OF PERFORMANCE

A. Operational Performance Tests

1. Following final installation of all components, performance and operational tests shall be performed by the Installation Contractor to verify proper operation of all subsystems and

Remediation Specifications 01 00 00 - 14 General Requirements 1/9/2024 equipment features. The Government will witness operational performance testing prior to final acceptance, and successful passage of the performance tests shall be a condition of final acceptance and final payment.

2. The Construction Contractor shall submit a preliminary test plan detailing the procedures to be followed, the equipment to be used, and the pass/fail criteria to be used to verify equipment performance.

3. Performance tests shall be completed on the following equipment and systems at a minimum:

a. New electrical panels

b. Surge protection devices

c. Common grounding system

B. The Construction Contractor shall verify that all materials and equipment is delivered and installed in accordance with best industry accepted standard practices and sections included in this Specification Package.

1. The Construction Contractor shall demonstrate that all equipment meets specifications.

2. The Construction Contractor shall demonstrate that all functions and features are operational.

C. The Construction Contractor shall provide pre-construction design drawings to the Government and Third-Party Inspector prior to construction in accordance with Paragraph 1.4 of this Section.

1. The Construction Contractor shall coordinate with the Government and the Third-Party

Inspector to review and approve the final Facility Development Plans and Installation/Construction Drawings.

2. The Third-Party Inspector shall review design drawings and provide recommended changes to the design to ensure compliance with Standards and Specifications outlined in this Solicitation.

D. During construction, The Construction Contractor shall provide photographs of all below grade, encased, or otherwise concealed grounding systems to a Third-Party Inspector in accordance with Paragraph 3.2, Section 01 45 23 - Third-Party Testing and Inspecting Services.

3.5 THIRD-PARTY INSPECTION REQUIREMENTS

A. The Construction Contractor shall provide three Third-Party Inspector candidates as detailed in Paragraph 1.4, Section 01 45 23 - Third-Party Testing and Inspecting Services.

1. A qualified Third-Party Inspector shall be selected by the Government and hired by The

Construction Contractor to inspect the Work at the intervals specified under this Contract in accordance with Part 3, Section 01 45 23 - Third-Party Testing and Inspecting Services.

2. The Government can provide The Construction Contractor with a list of pre-qualified Third- Party Companies.

3. The Government shall choose the Third-Party Inspector from the list provided.

B. The Construction Contractor shall provide pre-construction design drawings to a Third-Party

Inspector in accordance with Paragraph 3.2 B, Section 01 45 23 - Third-Party Testing and Inspecting Services.

1. The Third-Party Inspector shall review design drawings provided by The Construction

Contractor prior to the start of construction to ensure compliance with the requirements included in Sections of this Specification Package, general industry standards and best practices, and other local, State or Federal codes and standards in accordance with Paragraph 3.3, Section 01 45 23 - Third-Party Testing and Inspecting Services.

C. The Construction Contractor shall provide photographs of all below grade, encased, or otherwise concealed grounding systems to a Third-Party Inspector during construction in accordance with Paragraph 3.2, Section 01 45 23 - Third-Party Testing and Inspecting Services.

1. The Third-Party Inspector shall review photographs of all below grade, encased, or otherwise concealed grounding systems provided by The Construction Contractor during construction in accordance with Paragraph 3.3 B, Section 01 45 23 - Third-Party Testing and Inspecting Services.

2. The Third-Party Inspector shall complete the relevant photo inspection table for the facility type in accordance with Table 4.1, Section 01 45 23 - Third-Party Testing and Inspecting Services.

3. The Construction Contractor shall not backfill, encase, or otherwise conceal inspection items prior to review and approval of the Third-Party inspector.

D. The Construction Contractor shall notify the Government and the Third-Party inspector of the planned construction completion date three weeks in advance to allow adequate time for the Third-Party Inspector to make travel arrangements.

1. The Construction Contractor shall submit Red Line Drawings and all approved submittal documents electronically to the Third-Party inspector a minimum of two weeks prior to the on-site inspection.

a. Red Line Drawings shall show actual installation versus approved design.

b. Submittal documents shall show all government approved change orders.

2 The Third-Party Inspector shall perform an on-site inspection of the radio facility after construction work is complete in accordance with Paragraph 3.3 C, Section 01 45 23 - Third- Party Testing and Inspecting Services.

3. The Third-Party Inspector shall verify the completed construction of the facility is in conformance and compliant with the original facility design, comparing the redlined drawings with field observations and Contractor supplied photographs.

a. Attachment 4.7 B, Section 01 45 23 - Third-Party Testing and Inspecting Services shall be used as the basis of the inspection.

3. The Third-Party Inspector shall complete the DOI Radio Communication Site Inspection

Checklist providing notes describing each identified deficiency. Field measurements and tests results will also be noted on the checklist.

4. The Third-Party Inspector shall verify the final ground resistance to earth in accordance with Paragraphs 3.3 and 3.4, Section 01 45 23 - Third-Party Testing and Inspecting Services.

5. The Third-Party Inspector shall complete the Fall-of-Potential Ground Resistance Field Report as required in Paragraph 4.3, Section 01 45 23 - Third-Party Testing and Inspecting Services.

E. The Third-Party Inspector shall provide a punch-list report describing each identified deficiency.

1. The punch-list report shall be provided to the Contracting Officer and to The Construction

Contractor in electronic format.

2. The report shall include a summary of punch list items with references to the Specification

Section(s), down to the subparagraph level, and photos of each deficiency.

3. Field measurements and tests results will also be noted on the punch-list.

4. Each punch list item must have a corrective action that would comply with the Contract requirements.

5. An example of the Punch-List report is provided as Attachment 4.7 B, Section 01 45 23 -

Third-Party Testing and Inspecting Services.

BILLINGS FIRE STATION – SUMMARY OF WORK (SOW)

PART 1: GENERAL

1.1 PROJECT OVERVIEW

A. The Bureau of Land Management (Government) is seeking proposals for remediation of an existing communications facility named Billings Fire Station in Billings, MT. The facility is located near the airport at Latitude 45°48'21.24"N, Longitude 108°31'18.07"W.

B. The Project consists of furnishing labor, equipment, supplies, and materials to remediate an existing radio communications facility to include the following:

1. Perform facility development activity as defined in Paragraph 3.4

a. Facility Work

2. Provide and install external grounding system components as defined in Paragraph 3.14.1

3. Provide and install internal grounding components as defined in Paragraph 3.15.1.

4. Ground radio equipment rack as defined in Paragraph 3.16

1.2 FACILITY DESCRIPTION

A. The facility has a 6-foot 10-inch wide, 11-foot 8-inch long, 9-foot high communications room. The communications room is equipped with a subsystem ground bus bar bonded to a master ground bus bar installed in the electrical room. The radio is connected to a roof-mounted antenna.

1.3 GOVERNMENT RESPONSIBILITIES

A. The Government has provided drawings of the proposed work for the radio communications facility. The drawings provide a detailed overview of the radio facility layout to include the location of existing infrastructure, radio equipment, grounding systems, and electrical systems. The following drawings are included with this Solicitation:

1.4 CONTRACTOR RESPONSIBILITIES

A. The Construction Contractor shall be responsible for the construction and remediation of a compliant radio communications facility in accordance with details provided in this Summary of Work, relevant Sections referenced and incorporated in this Specification Package, and applicable City, County, State, and Federal Codes and Regulations.

1.5 THIRD-PARTY INSPECTION REQUIREMENTS

A. The Construction Contractor shall provide three (3) Third-Party Inspector candidates as detailed in Paragraph 1.4, Section 01 45 23 - Third-Party Testing and Inspecting Services.

1. A qualified Third-Party Inspector shall be selected by the Government and hired by The

Construction Contractor to inspect the Work at the intervals specified under this Contract in accordance with Part 3, Section 01 45 23 - Third-Party Testing and Inspecting Services.

2. The Government can provide The Construction Contractor with a list of pre-qualified Third- Party Companies.

B. The Third-Party Inspector shall perform a physical inspection of the facility for conformity to these specifications and to the standards of good engineering practice.

1.6 RELATED DOCUMENTS

A. General provisions of the Contract, including General and Supplementary Conditions apply to this Section.

B. Government and Contractor provided drawings and design plans.

C. Applicable Specification Divisions and Sections included with this Solicitation.

1.7 APPLICABLE SPECIFICATIONS, CODES, AND STANDARDS

A. The Work shall be performed in compliance with applicable codes, and accepted standards as described in Specification Sections included with this Solicitation as amended and adopted by

BLM.

1. In the occurrence of conflicting codes and or standards, the most stringent shall apply, unless otherwise specifically required by the Government’s engineer.

2. BLM has not adopted the Motorola R-56 Guidelines in their entirety. DOI DD 2009-008 has specific instructions addressing how to implement certain requirements that deviate from the R-56 Guidelines. Those requirements are reflected in the Sections included with this Specification Package.

B. The Work shall be performed in compliance with applicable City, County, and State, building and environmental Codes where required.

1. In the occurrence of conflicting codes and or standards, the most stringent shall apply, unless otherwise specifically required by the Government’s engineer.

C. The Work shall be performed in compliance with Occupational Safety and Health Administration

(OSHA) laws and regulations.

D. The Work shall be performed in compliance with Prevailing Labor Laws and Wage Rates.

PART 2: PRODUCTS

2.1 GENERAL

A. All products shall comply with Paragraph 2.1, Section 01 00 00 – General Requirements and in accordance with applicable Sections contained in this Solicitation.

2.2 OWNERSHIP OF DRAWINGS, DOCUMENTS, AND SPECIFICATIONS

A. All drawings and documents submitted by The Construction Contractor to the Government shall become the property of the Government.

B. Proprietary information provided by The Construction Contractor shall be clearly labeled.

2.3 RADIO FACILITY DESIGNS

A. The Government has provided detailed layout drawings of the proposed work with this Solicitation as described in Paragraph 1.3 A of this Summary of Work.

2.4 KEYNOTES
