About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Bureau of Land Management (BLM) New Mexico State Office in Santa Fe. The amendment addresses solicitation 140L1726Q0043 dated August 10, 2026, and provides corrections and clarifications based on contractor questions.

The solicitation is for heating, refrigeration, and air-conditioning maintenance services under NAICS Code 238220, classified as a Total Small Business Set-Aside under FAR 19.502-2(a). The contract type is Firm-Fixed-Price (FFP) per FAR 16.202, utilizing FAR Part 13 (Simplified Acquisition) and FAR Part 12 (Commercial Services) procurement authority. The applicable wage determination is SCLS WD 2015-5435 Revision 30 (dated 05/13/2026) for Montezuma County, Colorado, with the labor classification of Heating, Refrigeration & Air Conditioning Mechanic. The correct business size standard is $19.0 million in average annual receipts. Quotes are due Monday, August 17, 2026 at 10:00 AM ET, submitted via email to Deronda_Chevanes@ios.doi.gov and Paul_Grant@ios.doi.gov. The period of performance is 30 calendar days from award, with an expected award date of August 31, 2026, and performance running through September 30, 2026. The amendment includes responses to nine contractor questions clarifying component specifications (genuine OEM York components required), circuit designations, scope of work for diagnostic services, and line item numbering conventions, along with a detailed chiller inspection report documenting system findings and recommended corrective actions for two separate refrigeration circuits.

2Q. Section A.8 and Section E.2 incorporate

SCLS Wage Determination 2015-5415, Revision 26, dated 07/08/2025. The wage determination actually attached to the solicitation is WD

2015-5435, Revision 29, dated 12/03/2025. Which wage determination applies to this acquisition?

2A. Revised 5/13/2026 ¿ WD 2015-5435

3Q. The SF-1449 cover page states a size standard of $19.0 million under NAICS 238220, while Sections A.1 and G state $22.0 million.

Which size standard applies?

3A. The correct business size is $19.0 million.

4Q. The Continuation Sheet identifies the line items as 00010, 00020, and 00030, while Section

C and Section A.3 identify them as 0001, 0002, and 0003. Would the Government please confirm which numbering should be used on the SF-1449 and the Price Schedule?

4A. 00010 = 0001, 00020 = 0002, and 00030 =

5Q. Will responses to questions be issued as an amendment posted to SAM.gov, and will the quotation due date be adjusted?

5A. The responses will be posted on SAM.gov ¿

No, there is no plan to extend the due date at this time.

6Q. PWS Section 2.6 states that the listed work is the result of a previous troubleshooting effort. Would the Government please provide the service notes, diagnostic findings, or contractor report from that effort? Prospective offerors and their technicians are being asked to install a specified list of components without the underlying basis for the diagnosis, and access to those findings would materially improve pricing accuracy.

6A. Answer: Yes, please see chiller inspection report below.

(C) pressure transducers, temperature sensors, and liquid line filter drier cores, or are functionally equivalent components acceptable?

This question has a significant effect on the price of CLIN 0001.

7A. Answer: Yes. Pursuant to existing equipment manufacturer specifications and system compatibility requirements, genuine OEM York components are required.

8Q. PWS Section 2.3 states that System 1

(Circuit 1) is displaying low suction pressure.

However, PWS Section 2.4.2 assigns the refrigerant recovery, filter drier core replacement, triple evacuation, and recharge to

System 2 (Circuit 2) only. Would the Government please confirm that this assignment is correct as written, or advise whether the circuit designations should be reversed?

8A. Answer: Yes, the PWS is written correctly.

Please review the attached report; review section labeled ¿Additional Notes¿ and

¿recommendation¿ for additional guidance

9Q. Would the Government please confirm the scope and intent of CLIN 0003? Section C.1 and

PWS Section 2.6 describe the deliverable as troubleshooting, a written assessment of findings, recommended corrective repairs, and a cost estimate for additional work. We read this as a diagnostic and reporting deliverable rather than a guarantee that the chiller will be restored to operation within the not-to-exceed amount, with any additional corrective repairs handled by separate authorization. Please confirm.

9A. Answer: Correct. CLIN 0003 is a diagnostic, assessment, and reporting deliverable only.

Any additional corrective repairs identified in the resulting report will be addressed separately by the Government.

Chiller Inspection Report

System 1 (Circuit 1):

o The unit operates normally under warmer ambient conditions but trips on low suction/low charge alarms during colder weather.

(C) o No signs of leaks or oil staining were observed on coils, headers, or service valves.

o Based on these findings, the most probable cause is drifting sensors, particularly the suction pressure transducer and liquid line temperature sensor. To eliminate nuisance alarms and stabilize control logic, I recommend replacing both pressure transducers (suction and discharge) as well as the suction and liquid line temperature sensors.

o While current behavior points more strongly toward sensor error, a weak or failing compressor could also present as low suction.

At this time there is not enough evidence to confirm compressor failure. After sensor replacement, compressor performance should be monitored, and replacement considered if abnormal suction conditions continue.

System 2 (Circuit 2):

o The sight glass was observed flashing with large bubbles when one compressor staged off, which indicates borderline refrigerant charge or a possible restriction at the liquid line filter-drier.

o When both compressors run, the sight glass clears, suggesting the charge is close but not holding a consistent liquid column under reduced load.

o Recommended corrective action is to replace the liquid line filter-drier cores, pull a deep vacuum, and recharge to factory nameplate specification. After recharging, sensors should be verified and replaced if readings remain inconsistent.

Additional Notes:

o Both systems show low suction alarms in history, though the root cause differs (sensors on System 1 vs refrigerant/drier issue on

System 2).

o Running System 2 alone places extra strain on that circuit and reduces system redundancy.

Once corrective actions are completed, both systems should share the load to extend equipment life and maintain efficiency.

After reviewing System 1 and System 2 with the crew on site, the consensus is to begin with the less expensive corrective path. For System

1, that means replacing the suction and discharge pressure transducers along with the suction and liquid line temperature sensors.

These components are the most likely cause of the low charge/low suction alarms observed in cooler weather. If, after replacement, System 1 continues to show abnormal suction readings, the next step would be to evaluate compressor health and consider replacement at that point.

For System 2, the plan is to replace the liquid line filter-drier cores, perform a deep triple evacuation, and recharge to the factory-specified charge weight. Sensor accuracy will be re-verified after recharge.
