About this file
This is Amendment 0001 to solicitation 140L0625Q0006 issued by the Bureau of Land Management (BLM) IT-NOC office in Denver for LOTIC AIM services in Alaska. The amendment establishes December 18, 2024 as the deadline for final questions and provides responses to vendor questions about historical cost data, equipment pricing, travel scenarios, and site adjustments.
In the responses, BLM clarifies that they cannot share individual historical pricing data due to FAR restrictions on proprietary information, equipment pricing and profit margins must be determined by each vendor, and vendors are expected to provide their own expertise regarding Alaska travel scenarios. The amendment also confirms that contractors will need flexibility due to Alaska's unpredictable weather conditions and must return the following year to complete any unfinished areas. The period of performance is January 1, 2025 to December 31, 2029.

Contracting Officer Response
1. Share Detailed Historical Cost Data: Including historical data on past site costs (e.g., average cost per sampling point or per hitch) might help vendors align their proposals with more realistic benchmarks. This would also reduce the chances of inflated pricing.
IAW the Federal Acquisition Regulation (FAR) the individual pricing is proprietary data thus not allowable for release: we are only allowed to provide total contract cost.
2. Standardize Equipment Pricing: The requirement to include specialized equipment costs is

Equipment pricing is up to each individual vendor and as such they must determine what they intend to quote as a price i.e., profit margin
3. Travel Scenarios: It might be helpful to outline detailed assumptions for travel costs
(e.g., specific routes, expected fuel costs, or access to free lodging). This could lead to more standardized submissions and minimize contingency-based pricing.
The government requires the vendor to provide its expertise to the government regarding Alaska travel scenarios; the government will not do the contractors work
4. Clear Definitions for Adjustments: The flexibility to modify sampling sites is crucial, but it could also introduce variability in quotes. Adding some specifics about how and when these adjustments might occur could help vendors plan more accurately.
The RFQ clearly states that if an area is not completed then the contractor will return to the area the following year¿Alaska is a large state with unpredictable weather conditions so any contractor will require flexibility
