About this file
This document is a Questions and Answers (Q&A) addendum for the Little Robber Detention Dam Reconstruction project, issued by the United States Department of the Interior Bureau of Land Management. The document contains 12 technical questions from potential contractors and corresponding government responses covering critical project details such as site accessibility, borrow source materials, seepage conditions, and equipment specifications. Key insights include confirmation that the site is publicly accessible, no liquidated damages will be applied, permits will not be provided by the government, and the reservoir water elevation was 6487.5 feet during initial surveys. Notably, the government consistently places responsibility on contractors for designing critical systems like dewatering, and allows alternative manufacturers for specific equipment (like the Palmer-Bowlus flume) if they can be deemed "approved equals" through a formal submittal process.

N/A
Q1: Is the site accessible to contractors for viewing outside of the site visit? Are there any restricted access?
A1: The site is open to the public.
N/A
Q2: Are there any Liquidated Damages?
A2: No; the FAR 52.211-12 Liquidated Damages-Construction clause is not included in this solicitation.
N/A
Q3: Can you provide all government obtained permits prior to bid date?
A3: Permits will not be provided.
N/A
Q4: Does the government have historical reservoir water elevations available?
A4: No, according to the SLRA, the dam only receives yearly inspections. No records of typical reservoir cycles are available.
N/A
Q5: Can was the water level of the reservoir when the borings and test pits were obtained?
A5: The reservoir water elevation was 6487.5 feet at the time of the control survey, which was a few weeks prior to the soil borings/test pits.
N/A
Q6: Is there enough material in the borrow source to complete the project?
A6: Yes
N/A
Q7: Does the borrow source materials meet the specifications? If not, how many
CY of import borrow should contractors expect to buy and haul to site?
A7: The borrow materials may require screening, blending, and processing to meet the project specifications. No import material is expected.
N/A
Q8: Can the government provide the exact source, location, and quantity of the dam’s seepage?
A8: Seepage is anticipated to be traveling through the existing embankment and foundation soils. The source is the reservoir. Quantity measurements are unavailable.
N/A
Q9: Can you provide a flow rate of the seepage in order to design a dewatering system around?
A9: The design of the dewatering system is the responsibility of the contactor.
N/A Q10: What flows (gpm/) should the dewatering systems be capable of handling?
A10: The design of the dewatering system is the responsibility of the

Q11: Can the government be providing Piezometers to measure the subsurface water and verify that the subsurface water is 2 feet below the foundation limits prior to excavation? If not, how many piezometers and how deep should they be?
A11: The design of the dewatering system is the responsibility of the contactor.
N/A
Q12: Are you allowing other manufactures than listed Plasti-Fab and Tualatin to quote the Palmer-Bowlus flume?
A12: Other manufactures products will be allowed if they are deemed, “approved equal” through the submittal process. “Approved equals” would need to meet all the requirement specified in Section 02610 2.03 A.
