Questions and Answers #1
1)Q: On sheet E-601, the feed from the Utility Pad Mount Transformer and Panelboard HP1 both terminate at a Future Transfer Switch that is not being supplied with this scope of the project. Please clarify the intent of feeding Panel HP1 from the Pad Mount if the Transfer Switch is not being installed.
A: The Utility Pad Mount Transformer and Panelboard HP1 do not terminate at the Future
Transfer Switch. The intent is to leave the space shown on the one line and on sheet E-401/C1 clear for installation of the transfer switch in the future. The Utility Pad Mount Transformer feeds
Panelboard HP1 to provide power to the building.
2)Q: On sheet E-601 there is conduit and wire shown being fed from the future Generator per feeder schedule #1. Is the intent to just supply the conduit currently and not the wire? Please clarify.
A: Supply conduit and wire as noted in the solicitation documents.
3)Q: On sheet E-107 there are multiple fire alarm devices that are not shown anywhere on the legend as to what they are. Please provide a legend with the device symbols shown.
A: As code required minimum the D’s are smoke detectors. Contractor is responsible for providing and installing a compliant NFPA fire alarm system.
4)Q: In reviewing the specifications, there are no specifications for Fire Alarm or Security/CCTV (Div
28) in the set. Will these be included in the addendum? And will it specify which manufacturer we are to use for each system?
A: See attached specification sections. Fire alarm system shall be IP based addressable system per
E-107 that meets NFPA requirements and is a delegated design that requires approval from the
Fire Marshal. CCTV cameras are not part of project. Locations shown are for cable installation locations.
5)Q: Drawing I-601 shows SC-1 to be TBD. Please confirm which concrete sealer product is preferred.
A: Refer to specification section 033543 for Polished Concrete Finishing.
6)Q: Please confirm if joints are to be filled in the exposed concrete floor areas.
A: Refer to specification section 033543 for Polished Concrete Finishing.
7)Q: Where is Building 410-ITS? Sheet ES101B KeyNote 1 states the fiber cabling and coax is to be routed from Building 410-ITS to Building 440 Communication Room, but Sheet ES101A shows 3
Building 410’s, all of which are not ITS.
A: Sheet ES101B Sheet KeyNotes 1 Correction: Change “Building 410-ITS” to read “Building 410A
Information Systems”.
8)Q: What type of coax is correct? Spec 271000-3, 2.5 shows coax being RG-11 or RG-59, but sheet
ES101B KeyNote 1 states it’s an RG6 cable.
A: Coax cable identified on sheet ES101B is correct, RG6.
9)Q: Any specific requirements on the Cisco switches? (ie: 2 layer or 3 layer? 1G or 10G? Number of
SFP slots? Business or Enterprise grade?) Sheet E-401 KeyNote 10 says (4) Cisco 48-port switches, but no other detail pertaining to the switches.
A: Additional information for switches: 48 port Cisco switches with POE++802.3bt, redundant power supplies, a 4 port 1 Gig SFP network Module, a Cisco DNA license, and the latest IOS Base
OS.
10)Q: What color are the faceplates? Spec 271000-5, 2.9 (B) states high-impact plastic and to coordinate color with Section 262726, but that spec states they’re metal/stainless steel.
A: Faceplates shall be stainless steel.
11)Q: Can the following substitutions be made for products listed in the specifications:
• Fiber Optic cabling: Instead of Corning, can we substitute for Berk-Tek Inc?
• Fiber Optic cabling: Preference shows black, can we substitute for aqua instead of black then?
• Horizontal Copper cabling: Instead of CommScope, can we substitute for Berk-Tek? When pairing Berk-Tek and Leviton products, there’s a warranty that comes with it as well.
A: Substitution requests are not reviewed prior to contract award. All products must meet specification requirements.
12)Q: Will a geotechnical report be provided?
A: Geotechnical report will be provided upon award.
13)Q: Please confirm that there are no permits required on behalf of BLM or the contractor.
A: Building permits are not required for BLM, however coordination with utility providers is responsibility of contractor. Refer to answers for questions 14 and 30 as well.
14)Q: Please confirm that an inspection by the State Fire Marshall is required for Fire/Life/Safety.
A: Fire Alarm and Fire Sprinkler designs must receive approval from the Fire Marshal.
15)Q: Please provide further clarification on the demolition and retrofit of the perimeter sensor wire running through fence line.
A: This question does not reference a specific specification section or drawing. The existing intrusion detection system that runs along the NIFC perimeter fence shall not be demolished. See sheet C-104 note on plan near callout for Sheet Keynote 2.
16)Q: Will any other of the access gates be able to be used during construction to facilitate construction traffic, i.e. Concrete and aggregate trucks.
A: The NIFC campus main access gate is the only access to and from the construction site that will be used for this project.
17)Q: For bid submission, will acknowledgement of amendments on the SF1442 be sufficient or will the contractor need to include a signed SF30 for each amendment? Please clarify.
A: Acknowledgement of the amendments on the SF1442 (section 19) is sufficient. Please make sure all amendments and dates are listed.
18)Q: Please indicate on an arial view map the areas of the campus that will require a government escort.
A: Government escort will only be provided during the installation of the temporary security fence noted on sheet C-104. The security fence shall be installed prior to the removal of existing fence noted on the same sheet. The AOA side of the fence shown on the plans requires government escort.
19)Q: Please confirm that government escorts will be provided as needed per the contractor’s schedule.
A: See answer to questions 18 above. Contractor shall coordinate 2 days in advance of escort need.
20)Q: At the site visit the COR discussed the limitations and expectations of the AOA perimeter fencing near the airfield. Not everyone was in hearing distance of those conversations. Please elaborate on what was discussed and explain the expectation for the AOA fencing.
A: See answer to question 18 above.
21)Q: What FOD control requirements will the contractor need to follow?
A: The AOA side is an active ramp; contractor shall follow typical airport FOD control. Refer to specification section 017300 for additional information.
22)Q: At the site visit it was stated that the BLM Boise District Office is the end user. It was also stated at the site visit that a representative from the Boise District Office would be walking through the site periodically as the project progresses to voice their opinion.
• What involvement will the Boise District Office have in this project?
• Will the contractor need to coordinate with them in any way?
A: The question stated is inaccurate. The Boise District personnel will on occasion walk through the site with the project COR. All communications to the contractor will be provided through the project Contracting Officer and the Contracting Officer’s Representative. The contractor shall not coordinate with the Boise District Personnel.
23)Q: Please identify an acceptable location to place a temporary field office for the duration of the project.
A: Staging and temporary field office location will be coordinated with contractor after award.

27)Q: Grooved Pipe: Spec section 2.4.A.4 – “Wet system sprinkler piping above ground with grooved fittings for sizes 2.5” and larger shall be roll grooved schedule 10”. Will schedule 10 roll grooved piping for sizes smaller than 2.5” (1.25” – 2”) be acceptable?
A: Refer to specification section 2.4.A.2 for piping of smaller sizes.
28)Q: What is the scope for areas near the building in the highlighted areas below?
A: This question is unclear. Please refer to full set of solicitation documents for work required for construction of this solicitation. Concrete, grading, fencing, etc. are shown in the solicitation documents.
29)Q: In the plans there are multiple sheet notes that end with “by others.” Please confirm that “by others” means not part of this contract.
A: Sheet C-116 notes that contain “By Others” are all part of this solicitation. The transformer will be set by Idaho Power Co. Sheet ES101B general sheet notes indicate transformer by others, the transformer is provided and set by Idaho power Co. for this solicitation. Sheet ES101B general sheet note indicates generator is by others, the generator is future, therefore the providing and setting the generator is not in this solicitation. Sheet E-601 indicates the future service entrance transfer switch is by others, as this is future to serve the future generator, it is not part of this contract. Installation of conduit and feeder between the future generator and future transfer switch are part of this solicitation. Contractor shall coordinate with all subcontractors and utility providers.
30)Q: Specification section 15 00 00 paragraph 1.4 E. references a storm water permit for discharges. Are there any permits required that would need to be procured outside of the BLM jurisdiction?
A: Contractor shall follow the State of ID DEQ requirements as the federal government has delegated the authority to the state level.
31)Q: Please provide a site map demonstrating the contractor’s available laydown and staging area.
A: Laydown and staging area shall be coordinated after award.
32)Q: Will the government consider reducing the 15% requirement for prime contractor’s self-performance requirements.
A: According to FAR 52.219-14(e), “By submission of an offer and execution of a contract, the
Contractor agrees that in performance of a contract assigned a North American Industry
Classification System (NAICS) code for –
(3) General construction, it will not pay more than 85 percent of the amount paid by the
Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded;”
33)Q: The specifications do not seem to include Division 28 Electronic Safety and Security. This scope of work is identified on the bid form as bid item 18 – Electronic Safety & Security. Specifications for this scope are needed in order to provide a cost for this line item.
A: Division 28 Electronic Safety and Security is provided (Att13) with Amendment 1.
