Tulageak Test Well #1 and Surface Remediation National Petroleum Reserve - Alaska

Questions and Answers #1

1)Q: Please provide minimum qualification requirements for the key personnel required under this contract: Project Manager, Site Superintendent, Senior Petroleum Engineer, and Project Chemist/Environmental Scientist.

A: Note key personnel include Qualified Environmental Professional see REV SF1449 CONT PAGES (page 12); and REV SOW Section 2.3 (page 6). All revisions are in red.

2)Q: Due to the high costs expected to be associated with logistics, access, and camp set up and management would the BLM consider changing the NAICS code to a construction class to allow for a higher percentage of subcontracted work?

A: No.

3)Q: Would the agency consider allowing the relevant past performance history and experience from predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement?

A: No.

4)Q: Statement of Work, 3.1 Precondition Items: Will the Right-of-Way fee be waived for this BLM project?

A: Yes.

5)Q: Factor 5: Past Performance states, “The offeror shall complete the included Past Performance Questionnaire for up to three (3) complete projects performed by the prime contractor within the last (7) seven years that are proposed to be similar scope, magnitude of effort, and complexities,” and “Offerors must use the provided Past Performance Questionnaires.” Will the BLM consider allowing Contractors to submit existing PPQs? We ask because some of our clients have had to complete PPQs for the same projects several times over the past two years.

A: No.

6)Q: Statement of Work 3.10, Accommodations: This section references living accommodations and provisions for up to two government personnel during winter field activities. Will a summer 2024 (post surface cleanup/remediation and well plug and abandonment) site inspection be required? If so, how many government personnel will participate in this visit, and what support (commercial transportation, charter transportation, billeting, etc.) will be provided? This information is necessary for approach and pricing.

A: A summer 2024 post plugging, and remediation site visit is required. The Government will conduct its own inspection for summer 2024, no accommodations need to be provided by contractor for BLM summer 2024.

7)Q: Should resumes be provided for Key Personnel? If yes, are there page limits for the resume? And do they count in the 35-page limit for Factors 1 through 4?

A: Resumes for key personnel are required and limited to 2 pages per resume. They are in addition to the 35-page limit for Factors1-4.

8)Q: For project experience in Volume II Factor 3 can we use projects that are substantially complete?

A: Yes.

9)Q: Part D – Solicitation Provisions: Page 20 of 46 of the solicitation identifying Volume I and Volume II page limitations is inconsistent with information provided elsewhere. Please confirm the page limits presented on this page are reversed (Volume I has no page limit, Volume II is limited to 35 pages combined).

A: Please refer to Solicitation revisions in red.

10)Q: Key Personnel: Solicitation Special Clause 1 Key Personnel (page 12 of 46) identifies key personnel as Project Manager, Senior Petroleum Engineer, Site Superintendent, and Project Chemist/Environmental Scientist. The Statement of Work General Requirements (page 5 of 17) adds a fifth position titled Administration POC. Is the Administration POC a Key Personnel position to be addressed in our response? If the answer to this question is yes, can other key personnel also serve in this capacity?

A: The Administrative POC has been added to the Solicitation. Revisions in red. Another Key Personnel may serve in this capacity but must meet the reporting deadlines outlined in the solicitation and permit stipulations.

11)Q: Statement of Work 3.1 Precondition Items and Attachment 11, Tulageak Site Access Routes: Will it be allowable for these travel alignments to be adjusted on the basis of actual conditions encountered in the field such as suspected bear dens, snow depths/adequate tundra cover, ice thicknesses?

A: Yes. Any trail adjustments shall adhere to all stipulations of the IHA, ESA Section 7 and issued ROW.

12)Q: Is the required FLIR polar bear den flights to be included in the commercial proposal and plan?

A: Yes.

13)Q: Is the SnowDens 3-D software to be included in the commercial proposal from the contractor?

A: Yes.

14)Q: Are there any available site photos showing the inside of the cellar A: See 2013 Legacy Wells Summary Report as referenced in the Scope of Work.

15)Q: Is there any record that plugs have been installed in the annular valves?

A: See 2013 Legacy Wells Summary Report and Attachment 3 – Tulageak Drilling Report.

16)Q: We believe that the page limitation described on page 20 is intended for Volume II, and as a result Volume I has no page limitation. Can you please confirm? However, it is understood that the Volume I length is set largely by the number of pages in SF 1449, the certifications, and the pricing schedule.

A: Please refer to Solicitation revisions in red.

17)Q: Will additional information be required or needed under NEPA regulations moving forward?

A: Please clarify.

18)Q: Will Task Orders provide details outlining additional requirements for remedial cleanup?

A: No. This is a standalone contract. No task order will be issued. A Scope of Work was provided.

19)Q: In the Contract Price Schedule – Attachment 1, for the statement “If no specific line item exists for a portion of the work, include the costs in a related item”, how do we list and capture the additional work description in order that the reviewers understand the magnitude of the pricing associated with these items, e.g. would a separate list of items captured in footnotes be appropriate?

A: Yes.

20)Q: Should an ISBEE Representation Form be included in the solicitation?

A: No. See DIAR 1452.280-4, on page 16 of the solicitation continuation document.
