B.2 - MECHANICAL SERVICES – DESCRIPTIONS AND LEVEL
SPECIFIC TASKS FOR ALL ITEMS
A. All surplus vegetation, both live and dead, shall be completely severed from the stump.
B. All surplus vegetation shall be severed in a manner to minimize damage to leave trees.
C. No live or dead limbs shall be left on the stumps of any severed surplus vegetation.
D. Stump height shall not exceed 6 inches measured on the uphill side.
E. Severed trees or brush lodged in or covering a leave tree shall be dislodged or removed.
F. Any logging slash that prevents severing brush or hardwoods at the main stem within 8 inches of ground level shall be lopped, slashed, and piled.
G. Slash shall be moved at least 2 feet away from the drip line of any conifer leave tree unless a pullback sub-item is listed in the task order. All slash (including piles) shall be moved a minimum of 25 feet from the drip line of power lines and power poles/structures.
H. All slash shall be moved at least 10 feet back from the edge of roads and property boundaries between government and private land on a daily basis, before the crew leaves the project area.
Slash shall not be left along any roadway.
I. All slash shall be moved at least 10 feet from the road cut on the upper side and ten 10 feet from the road shoulder on the lower side. All road cut banks or fill slopes over 35% slope, shall have a 10-foot buffer no-treatment area.
J. All roads designated on the project map(s) shall be kept free of slash.
K. All fences shall be kept free of cut trees concurrently with thinning. Leave all pine trees to which a fence is attached. Any damage to fences resulting from this project shall be fixed by the Contractor, at the Contractor’s expense, on the same day that the damage occurred.
L. Where machine piling is required, the material to be treated consists of all down woody material less than 12 inches in diameter and 8 feet or less in length (excluding duff and litter) created from vegetation treatments (such as harvest, thinning, or slashing, etc.) or created through natural process. Maintain levels of down woody material as described in Statement C.
M. All piles shall be constructed by laying limbs, stems, cut boles and other slash in the pile so as to be parallel with each other. On slopes over 15 percent materials shall be piled parallel to the slope so the material does not roll downhill. Slash that causes large air spaces in piles shall be cut or crushed to eliminate air spaces. Each pile shall include an area of small sized slash (small branches less than 1/4 to 1/2 inch in diameter and/or small branches with needles or leaves attached) to provide “kindling” for prompt ignition and to aid in combustion of larger slash. These fuels shall be placed in the center of the pile.
N. Unless otherwise approved by the COR, maximum mechanical pile size shall be 22 feet in diameter and 12 feet in height, and minimum mechanical pile size shall be 16 feet in diameter by 8 feet in height.
O. Unless otherwise approved by the COR, mechanical piles shall not be closer than 30 feet to reserve tree’s (leave tree’s) drip line or 50 feet to a unit boundary. Slash shall not be piled or placed on logs or stumps, in roadways, drainage or canal ditches, or within channel bottoms, streams or within no- treatment zones. Piles shall be compact and free of dirt or other non-flammable material.
P. Each task order will specify the level of difficulty, size limits for treatment, whether hardwoods and/or conifers are included, and if any individual species are reserved from treatment. The task order map will also display any unit specific instructions.
Q. Leave trees shall not be cut or damaged. Leave down woody material as described in statement C.
1. Hand Sever and Mechanical Pile (Track Mounted Swing)
The level of difficulty for hand severing and mechanical piling is identified in the statement of work of each individual task order. The level is based on the canopy cover and slope of the area to be hand severed and mechanical piled on slopes under 51% as follows:
1.1 Canopy Cover and Slope Percent
Item 1A - Level I – Canopy cover of the material to be severed is estimated to be between 0 and 30 percent total cover. Slope is under 30 percent.
Item 1B - Level II – Canopy cover of the material to be severed is estimated to be between 0 and 30 percent total cover. Slope is from 30 to 50 percent.
Item 1C - Level III – Canopy cover of the material to be severed is estimated to be between 30 and 60 percent total cover. Slope is under 30 percent.
Item 1D - Level IV – Canopy cover of the material to be severed is estimated to be between 30 and 60 percent total cover. Slope is from 30 to 50 percent.
Item 1E - Level V – Canopy cover of the material to be severed is estimated to be greater than 60 percent total cover. Slope is under 30 percent.
Item 1F - Level VI – Canopy cover of the material to be severed is estimated to be greater than 60 percent total cover. Slope is from 30 to 50 percent.
1.2 Surplus vegetation including all western juniper trees not exhibiting old growth characteristics will be hand severed using a saw or loppers at the lowest stump height, followed by mechanical piling of the severed material.
1.3 Leave trees maybe requested to be left on each acre treated. The task order will specify number of leave trees, spacing and type. All areas greater than 50 percent slope shall be left as reserve areas.

2. The level is based on the canopy cover and slope of the area to be hand severed and machine piled on slopes under 51% as follows:

4. Mechanical Sever and Pile (Wheeled Carriage)
The level of difficulty for mechanical severing and mechanical piling is identified in the statement of work of each individual task order. The level is based on the canopy cover of the area to be mechanically severed and piled on slopes under 25 percent as follows:
4.1 Canopy Cover and Slope Percent
Item 4A - Level I – Canopy cover of the material to be severed is estimated to be from 0 to 30 percent total cover. Slope is under 25 percent.
Item 4B - Level II - Canopy cover of the material to be severed is estimated to be from 31 to 60 percent total cover. Slope is under 25 percent.
Item 4C - Level III – Canopy cover of the material to be severed is estimated to be greater than 60 percent total cover. Slope is under 25 percent.
4.2 Equipment to be used is a wheeled carriage mechanical shear/saw or a non-swing tracked machine.
4.3 Sever surplus vegetation including all western juniper not exhibiting old growth characteristics, at the lowest stump height, followed by piling of the severed material.
4.4 The material to be piled consists of all down woody material less than 12 inches in diameter and 8 feet or less in length (excluding duff and litter) created from vegetation treatments (such as harvest, thinning, or slashing, etc.) or created through natural process.
Limbs must be severed flush from the central stem of trees larger than 12 inch in diameter. Maintain levels of down woody material as described in section C Statement of Work.
4.5 Leave trees are to be left on each acre treated. Task order will specify number of leave trees, spacing and type. All areas greater than 25 percent slope will be left as reserve areas.

5. Mechanical Pile (Swing Grapple-SG and Wheeled Carriage)
The level of difficulty for mechanical piling is identified in the statement of work of each individual task order. The level is based on the unit density or amount of the material to be piled, according to the slope of the area to be mechanically piled by a swing grapple (slopes under 51 percent) or if specified with a rake equipped dozer (slopes under 30 percent), as follows:
5.1 Canopy Cover and Slope Percent
Item 5A - Level I - Unit density of material to be swing grapple piled is estimated to be between 0 and 30 percent total cover. Slope is under 30 percent.
Item 5B - Level II - Unit density of material to be swing grapple piled is estimated to be between 0 and 30 percent total cover. Slope is from 30 to 50 percent.
Item 5C - Level III - Unit density of material to be swing grapple piled is estimated to be from 31 to 60 percent total cover. Slope is under 30 percent.
Item 5D - Level IV- Unit density of material to be swing grapple piled is estimated to be from 31 to 60 percent total cover. Slope is from 30 to 50 percent.
Item 5E - Level V - Unit density of material to be swing grapple piled is estimated to be greater than 60 percent total cover. Slope is under 30 percent.

5.2 The material to be piled consists of all down woody material less than 12 inches in diameter and 16 feet or less in length (excluding duff and litter) created from vegetation treatments (such as harvest, thinning, or slashing, etc.) or created through natural process.
Limbs must be severed flush from the central stem of trees larger than 12 inch in diameter. Maintain levels of down woody material as described in section C Statement of Work.

6. Slash Busting
The level of difficulty for slash busting is identified in the statement of work of each individual task order. The level is based on the total percent cover of material to be ground (chipped) and slope of the area to be treated by mechanical grinding on slopes below 51 percent, as follows:
6.1 Canopy Cover and Slope Percent
Item 6A - Level I – Percent cover of material to be treated is estimated to be between 0 and 30 percent total cover. Slope is under 30 percent.
Item 6B - Level II – Percent cover of material to be treated is estimated to be between 0 and 30 percent total cover. Slope is from 30 to 50 percent.
Item 6C - Level III – Percent cover of material to be treated is estimated to be between 31 and 60 percent total cover. Slope is under 30 percent.

Item 6G - Level VII - Mechanical Pre-commercial Thinning with Group Selection. Slope is less than 51 percent.
Item 6H - Level VIII - Mechanical Woodland Maintenance. Slope is less than 51 percent.
Item 6I - Level IX - Mechanical Plantation Maintenance. Slope is less than 51 percent.
6.2 Each task order will specify the level of difficulty, the specifications, the ranking of preferred species and the size range limits for treatment, whether hardwoods and/or conifers are included, and if any individual species are reserved from treatment.
6.3 Accomplish slash busting throughout the entire unit, excluding areas identified by the task order or by excessive slope as reserved from treatment.
6.4 Mechanically grind all slash and brush under this line item. All slash not ground shall be piled under Hand Piling and Cover and Mechanical Piling (Swing Grapple and Dozer) as specified in the individual task order.
6.5 All surplus vegetation and slash shall be ground or cut, such that no woody piece is greater than 3 feet in length.
6.6 Chip depth shall not be more than 12 inches above the normal plane of the ground.
6.7 Cut trees, hardwoods or brush lodged in or covering a leave tree shall be dislodged or removed before slash busting.
6.8 See Equipment Requirements in section C Statement of Work.
7. Crushing
The level of difficulty for crushing is identified in the statement of work of each individual task order. The level is based on the unit density or amount of the material to be dozer crushed by a tomahawk equipped tractor or other crushing device on slopes under 30 percent for the area to be crushed, as follows:
7.1 Canopy Cover and Slope Percent
Item 7A - Level I - Unit density of material to be machine crushed is estimated to be between 0 and 30 percent total cover. Slope is under 30 percent.
Item 7B - Level II - Unit density of material to be machine crushed is estimated to be between 31 and 60 percent total cover. Slope is under 30 percent.
Item 7C - Level III - Unit density of material to be machine crushed is estimated to be greater than 60 percent total cover. Slope is under 30 percent.
7.2 Material to be treated by crushing is all slash 3 to 10 inches in diameter.
7.3 Crushing shall be accomplished with a bulldozer with or without a crushing device or a wheeled tractor equipped with a crushing device. The fuel bed shall be treated such that down woody debris and fallen boles are broken up. Slash depth is lowered to the litter layer without visible air spaces. Maintain special treatment requirements as noted in section C Statement of Work

8. Mowing
The level of difficulty for mowing is identified in the statement of work of each individual task order. The level is based on the unit density or amount of the material to be mechanically mowed on slopes under 25 percent for the area to be treated, as follows:
8.1 Canopy Cover Percent
Item 8A - Level I - Unit density of material to be treated is estimated to be from 0 to 30 percent total cover.
Item 8B - Level II -Unit density of material to be treated is estimated to be from 31 to 60 percent total cover.
Item 8C - Level III- Unit density of material to be treated is estimated to be greater than 60 percent total cover.
8.2 Mechanically mow all slash and brush.
8.3 Brush mowing shall be accomplished with a wheeled or track machine with a powered mowing device. The fuel bed shall be treated such that down woody debris are broken up and lowered to the litter layer without visible air spaces. Brush fields shall be mowed within six inches of the ground unless otherwise specified in the task order. Maintain special treatment requirements as noted in section C Statement of Work.
8.4 See Equipment Requirements in section C Statement of Work.
9. Mechanical Yarding
The level of difficulty for mechanical yarding is identified in the statement of work of each individual task order. The level is based on the number of severed stems per acre and the average skidding distance of the material to be mechanically gathered. Slope is less than 25 percent.
9.1 Stems Per Acre and Slope Percentage
Item 9A - Level I – The number of severed stems per acre is 0-50 and average skidding distance is 500 feet to the nearest landing. Slope is less than 25 percent.
Item 9B - Level II – The number of severed stems per acre is 51-100 and average skidding distance is 500 feet to the nearest landing. Slope is less than 25 percent.
Item 9C - Level III – The number of severed stems per acre is greater than 100 and average skidding distance is 500 feet to the nearest landing. Slope is less than 25 percent.
Item 9D - Level IV – The number of severed stems per acre is 0-50 and average skidding distance is 1,000 feet to the nearest landing. Slope is less than 25 percent.
Item 9E - Level V – The number of severed stems per acre is 51-100 and average skidding distance is 1,000 feet to the nearest landing. Slope is less than 25 percent.
Item 9F - Level VI – The number of severed stems per acre is greater than 100 and average skidding distance is 1,000 feet to the nearest landing. Slope is less than 25 percent.
9.2 Mechanical yarding shall be accomplished with a wheeled tractor. Skidder shall provide one end load suspension. Gathering described in Sub-Items N1 through N6 shall only be accomplished during dry conditions (as defined as 20 percent or less soil moisture at a depth of 6 inches) or when soil that has been frozen to a depth of 6 inches for a period of at least 3 days or 20 inches of snow cover. Maintain special treatment requirements as noted in section C Statement of Work.
9.3 Contractor shall pre-designate with Contractor-provided plastic flagging all ground-based routes to be used for transporting material within operational units. This network shall use existing trails as much as possible to keep the trail network to 12 percent or less of the total unit surface area. Avoid stem damage to leave or reserve trees.
9.4 Material to be yarded will include surplus vegetation 7 inches and greater in diameter, such as western juniper that could be utilized as biomass.
9.5 See Equipment Requirements in section C Statement of Work.
10. Forwarding
Level of difficulty for forwarding is identified in the statement of work of each individual task order. The level is based on the number of severed trees to be forwarded per acre, on slopes less than 30 percent for the area, and an average forwarding distance of 1000 feet as follows:
10.1 Stems Per Acre and Slope Percentage
Item 10A - Level I – The severed tree count per acre is from 0 to 50 stems per acre. Slope is less than 30 percent.
Item 10B - Level II – The severed tree count per acre is from 51 to 100 stems per acre. Slope is less than 30 percent.
Item 10C - Level III – The severed tree count per acre is greater than 100 stems per acre. Slope is less than 30 percent.
10.2 Forwarding shall be accomplished with a wheeled tractor which is capable of transporting the material off of the ground. Forwarding described in Sub-Items P1, P2 and P3, shall only be accomplished during dry soil conditions (as defined as 20 percent or less soil moisture at a depth of 6 inches) or on soil that has been frozen to a depth of 6 inches for a period of at least 3 days or 20 inches of snow cover.
10.3 Maintain special treatment requirements contained in section C Statement of Work.

10. Fireline Construction and Maintenance
The level of difficulty for fireline construction is identified in the statement of work of each individual task order. The levels are based on the following:
9.1 Linear Foot. Maintenance and New Construction
Item 10A - Level I – Mechanical fireline maintenance and renovation, where firelines have previously been constructed. May include up to 200 feet of new construction when existing fireline location is deemed inadequate for holding.
Item 10B - Level II – New Mechanical firelines are constructed on unit boundaries or through continuous downed slash. Throwback or pull back of slash is necessary.
9.2 All fireline construction shall be performed and maintained in accordance with the following specifications.
A. Location - Unless otherwise designated, firelines shall be located adjacent to the unit boundary, within 50 feet outside of actual unit boundary, in locations affording the optimal holding capability, and remain on agency property. The Government may choose to clearly mark the preburn and post-burn fireline location with colored plastic ribbon. The fireline shall be constructed to follow the flagged line as closely as possible. Variations will be permitted if unforeseen obstacles are found. Specialty species (i.e., Pacific Yew or other specialty species in a task order) shall not be cut or damaged. Fireline location shall avoid the necessity of cutting or limbing these specialty species. The COR shall be notified if cutting or limbing of these species is unavoidable prior to cutting.
B. Clearing Limits – Mechanical fireline shall be cleared to a width of 8 feet and a height of 8 feet. The width shall be measured parallel with the ground (slope distance). The height shall be measured from the side of the line away from the unit. A strip at least 1.5 foot wide to a maximum of 3 feet wide, and centered within the cleared area shall be cleared to mineral soil. A strip less than 1.5 foot wide may be designated by the COR on some units.
C. Material to be cleared - Within the 8-foot line, the following material shall be cut and removed:
1. Shrubs, brush and other vegetation. Cut to within 18 inches of ground level or as close as possible without damaging tools.
2. Cut live and dead trees at ground level or as close as possible without damaging tools. No trees larger than 7 inches DBH shall be cut. The fireline shall be located to avoid larger green trees.
3. Limbs extending within the fireline shall be cut close to the tree if the point of cutting can be reached from the ground (about 8 feet from the ground). Limbs shall be cut when they enter the fireline clearing limits if they cannot be cut at the tree. Limbs cut close to the tree need not be cut flush but "spike" limbs will not be allowed.
4. Slash and litter shall be removed from the 8-foot (both height and width) fireline clearing strip. Natural ground duff need not be removed except from within the 3-foot strip on the fireline work area.
5. A 3-foot section shall be removed from logs located across the fireline.
D. Disposal of Cleared Material - Material cut from within the fireline shall be placed on the unit side (inside) of the fireline and scattered. Soil berms and piles will not be permitted on top of flammable material. Log sections may be rolled downhill and away from the unit provided that they are left outside the fireline.
E. Snags and High Stumps - Snags or high stumps may be left next to the fireline when designated or approved by the Government.
F. Side Slopes - On side slopes that are steeper than 30 percent, the 3-foot wide strip shall be cup trenched sufficiently to catch rolling material 6 inches or less in diameter.
G. Water Bars - Water bars shall be constructed in all firelines at the time of initial construction. The water bar shall consist of a diagonal ditch across the three-foot wide mineral soil portion of the fireline, but not in excess of the following guidelines. The water bar shall be approximately 6 inches to 10 inches deep and approximately 5 feet long. Unless otherwise directed, drainage shall allow rolling material and drainage into burn unit.
Percent of Slopes: 00% - 09% - None Required
10% - 29% - 1 Water Bar Every 300' 30% - 59% - 1 Water Bar Every 150' 60% + - 1 Water Bar Every 100'

B.3 CONTRACT TYPE
This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract; with provisions to issue Firm Fixed-Priced (FFP) task orders.
B.4 MINIMUM AND MAXIMUM CONTRACT AMOUNTS-INDEFINITE QUANTITY
Pursuant to FAR 52.216-22 "Indefinite Quantity", the minimum for this indefinite quantity contract shall be any quantity or combination of supplies and services equal to the amount(s) set forth below.
The guaranteed minimum this IDIQ contract is $5,000.00 for the base plus four-one year option periods.
The maximum contract amount for this IDIQ contract, for the five year period of performance, shall be any quantity or combination of supplies and services equal to $5,000,000.00
B.5 ORDERING:
To order services under this contract, a request for quote (RFQ) shall be forwarded to all Contractor(s) awarded an IDIQ. Contractors awarded IDIQ contracts shall be provided a Fair Opportunity to be considered for each task. The RFQ shall identify the specific requirements needed. The Contractor(s) shall prepare an itemized price proposal and (if requested) a technical approach proposal, work plan and milestone schedule for the work requested, based on the rates and in accordance with the provisions contained in the Schedule B of the IDIQ contract.
In the event certain items and/or services are required and are not contained or priced in the contract schedule, the Contractor shall immediately contact the BLM NOC Contracting Officer for appropriate guidance.
RFQ’s may require a work plan submission. The work plan is the Contractor's overall estimate for the completion of the work and shall include the estimated date of commencement of work and any necessary revision to the Government's requested schedule of performance.
To the maximum extent possible, site visits shall be held prior to the Task Order pricing submission. However, in no event shall failure of the offeror to visit the site prior to submitting pricing result in any change in pricing due to site conditions.
Following the evaluations of submitted quotes, the Contracting Officer shall issue a written Task Order for services to the awardee on an OF 347 Order for Supplies or Services or other authorized form. All Task Orders shall be issued in writing by an authorized warranted Contacting Officer identified herein, to the Contractor, designating the required work to be completed, delivery dates, and any required deliverables. More than one TO may be issued concurrently. TOs issued under the IDIQ shall be firm-fixed price. The task orders shall be sent via e-mail to the offeror.
The Contractor shall incur costs under this contract only in the performance of Task Orders and modifications to Task Orders issued in accordance with this ordering procedure. No other costs are authorized without the express prior written consent of the Contracting Officer.
The Government reserves the right to issue Task Orders on a unilateral basis at the prices offered when it is considered in the best interest of the Government to do so and meets the requirements under the fair opportunity requirements found in FAR 16.5. Orders shall be placed in accordance with FAR 16.505.
When performance time is of the essence (emergency requirement), the Contracting Officer may issue an oral Task Order for an immediate response requirement. The verbal order shall only be issued after confirmation of availability of appropriated funds. A confirmation e-mail shall be sent by the authorizing Contracting Officer to the Contractor verifying the specifics of the verbal order. A written task order shall be issued as soon as possible by the Contracting Officer and sent to the Contractor. The Contractor shall submit the required work plan information (see Section 20.0) within 5 calendar days from the date of receipt of the verbal order.
Any and all task orders issued under any resultant contract shall be issued during the term of the contract. Each task order shall identify a firm completion date for the project. The task orders shall be sent via e-mail to the offeror.
All Contracting Officers ordering services under this agreement shall supply a full copy of the task order to the BLM responsible Contracting Officer located at the National Operations Center in Denver, Colorado.
B.6 IDIQ LIMITS
The minimum of this IDIQ is $5,000.00
The Maximum of this IDIQ is $5,000,000.00
B.7 EXTENT OF OBLIGATION
The Government is obligated only to the extent of authorized purchases actually made under this IDIQ. Requests for services will be made in writing only.
B.8 INDIVIDUALS AUTHORIZED TO PURCHASE UNDER THIS IDIQ
The BLM, Contracting Officer located in the Denver Office, and the BLM Contracting Officers located in the State Offices of Washington and Oregon are the only individuals authorized to place task orders under this IDIQ.
B.9 TERMS AND CONDITIONS
The Contractor shall perform the work identified in Section C in accordance with the terms and conditions of this solicitation and resultant IDIQ contract. However, an individual Performance Work Statement (PWS) shall be issued at the task order level, and the PWS will be specifically tailored to meet the unique needs of each task order project. Individual task order PWS's will be created directly from the PWS enclosed under Section C of this solicitation.
The contractor shall furnish all personnel, facilities, equipment, materials, supplies, and services (except as may be expressly set forth in individual task orders as furnished by the government), and otherwise complete all work necessary for, or incident to, the satisfactory performance of the resultant IDIQ contract. Under the resultant IDIQ contract, the contractor shall provide the items of work required to fulfill the requirements of the Performance Work Statement and as called for under Task Orders issued hereunder.
B.10 SPECIAL TREATMENT REQUIREMENTS
1. Mountain Mohagany, Pacific yew, cottonwood, Oregon ash, willow species, alder and big leaf maple trees may be present in several units and shall not be cut or damaged. Mountain Mahogany, Pacific yew, cottonwood, Oregon ash, willow species, alder and big leaf maple shall not be considered in meeting the spacing requirements for conifer or hardwood leave trees. Mountain Mahogany, live Pacific yew, cottonwood, Oregon ash, willow species, alder and big leaf maple trees found in an inspection plot shall not be counted for determining payment. However, if Mountain Mahogany, Pacific yew, cottonwood, Oregon ash, willow species, alder and big leaf maple trees found damaged or cut in an inspection plot, this should be counted as cut leave trees for purposes of determining payment.
2. Any landslide located in project units is treated as a riparian reserve. All landslides shall receive a specified buffer (No-Treatment Zone) around the periphery of the slide. The specified buffer distance will be stated in the task order for each occurrence.
3. Approximate locations of known riparian areas have been identified on each project unit map.
Locations will be designated in writing within the task order and marked with riparian tags or flagging in the field. These riparian tags or flagging usually occur between 100 to 300 feet of a draw, confluence of several draws or swale bottoms. Trees or vegetation shall be left undisturbed where either riparian tags or flagging is attached. The surplus vegetation shall be treated. Equipment will not enter riparian reserves except at crossings designated by the
COR.
4. Mechanical equipment used must keep soil disturbance to a minimum unless preapproved by the COR.
5. Trees used as bearing trees at property corners, trees blazed or tagged to mark the line of any government survey or any tree identified as seed trees shall not be cut or destroyed under penalty of the law. Trees with reference tags or posters identifying forest projects shall also be left uncut.
6. “No-Treatment Zones” maybe included for some projects and may not be identified on the ground or mapped due to the characteristics of the site. For these projects, approximately 1 acre of “No- Treatment Zones” shall be left untreated within every 10 acres or as determined in task order. The non-treatment areas may be grouped together to eliminate extensive rocky areas, steep slopes, wet spots and other obvious exclusions unmarked or marked with flagging that is identified in a task order. In the absence of obvious exclusion candidates, the COR will identify locations of no-treatment areas.
7. The COR or Resource Specialist may identify additional individual leave trees or reserve areas within unit boundaries. Where the total unit area of “No Treatment Zones” exceeds 5 percent of the total unit, the untreated acres will be reduced from the overall area being treated and they will be located on the project map.
8. If a project unit has more than 1 Item, payment will be made based on the amount of each item used in the task order, whether that is by the acre, daily rate, hour rate, team hour rate or linear foot.
9. The Northwest Forest Plan and agency specific Land Use Plans (i.e. Klamath Resource
Management Plan) require that 120 lineal feet of greater-than-16-inch diameter log material (in segments of 16 feet) per acre be maintained on lands included in the Northwest Forest Plan and 50 lineal feet of material greater than 12 inches elsewhere, provided the segments are longer than 8 feet. The requirement is only for forestland and does not apply to woodland-savanna. Each task order will state which requirements apply.
