Questions received by July 21, 2022

Question 1: We are still a bit confused with the small business subcontracting/utilization plans...Your answer to Question 11 in Amendment 2 states "a small business subcontracting plan is required from Large business only". "A small business commitment document is required by both large and small businesses" and right below that it states "small business offers do not need to submit any documentation...". Can we please get the interpretation/definition of Large and small businesses as applied for these solicitations?

Answer:

The NAICS code for this requirement is 115310. The size determination of a large or small business is provided in SAM.gov under FAR Clause 52.219-1 Small Business Program Representations, in the offerors Reps and Certs. This determination shall be used for all the Manual and Mechanical solicitations regarding whether an offeror is a large or small businesses.

Question 2: Why would a small business need a small business commitment document?

Answer Offeror’s that are certified in SAM as a small business under the NAICS code 115310 will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor.

Question 3: What is the definition of a large business? How are we defining small business?

The NAICS code for this requirement is 115310. The size determination of a large or small business is provided in SAM.gov under FAR Clause 52.219-1 Small Business Program Representations, in the offerors Reps and Certs. This determination shall be used for all the Manual and Mechanical solicitations regarding whether an offeror is a large or small businesses

Question 4 Will the handwork portions of the original Mechanical IDIQ solicitations be put into the manual IDIQ solicitations? Or are those totally negated at this point?

Those have been removed from Mechanical and will not be utilized for Manual.

Question 5 :Are all 3 mock task orders supposed to be the same for solicitations 0013, 0014, and 0015?

Answer: Yes the same mock task order is all three solicitations. It represents the work that will be needed in those three zones.

Question 6: We noticed sol. 0014 has the 0013 solicitation number in the header of the body of the mock task order? Is that correct? The same goes for the mock task order in 0015, 0013 is on the header as well? We just want to make sure we are not missing anything.

That is an error in numbering. Solicitation 0013, 0014 and 0015 have the same mock task order. The utilization of 0013 in the header of 0014 and 0015 is an error.

Question 6: We understand that pricing is not necessary due to the fact that the mock task orders are for evaluation purposes only, yet there are spaces for unit prices within the mock task orders for 0013, 0014, and 0015. Do we need to provide pricing? Or can we leave those blank?

Per Section 27.12: EVALUATION COMMERCIAL ITEMS The mock task order shall be evaluated to determine if the Offeror provides a sound, compliant approach that meets the requirements of the specifications and demonstrates a thorough knowledge and understanding of those requirements.

The following factors shall be used to evaluate offers:

Factor 1: Safety Plan Factor 2: Work Plan Factor 3: Price

27.2 EVALUATION FACTORS

Factor 1: SAFETY PLAN: The offeror shall submit a safety plan. The Safety Plan shall be available to all employees and subcontractors working on the task order. The Safety Plan should cover at a minimum:

A. Safety briefings covering the area working in, equipment being used, and any special considerations for the work under the task order.

B. Personal Protective Equipment required for the work under the contract.

C. Weather considerations for the time of year of the contract.

D. Information on back country travel.

E. Communication issues and locations of the nearest medical facilities to the job site.

F. Emergency numbers to contact if an accident happens.

Factor 2: WORK PLAN: The offeror shall submit a work plan. The work plan shall include equipment owned and equipment needed, hiring plan, training plan and the overall project approach, project assumptions and or project risks. The work plan shall not exceed twelve pages.

Factor 3: PRICE: The offeror shall submit pricing for the mock task order.

This mock task order is part of Evaluation Factor 1: Technical Proposal, Criterion 3-Task Order and Factor 4: Price for Solicitation 140L0622R00xx-

Offeror’s responses to the mock task order evaluation factors shall be included with the offeror’s technical proposal (Volume I1) and price (Volume V) for Solicitation 140L0622R00xx.

Question 7: Can the Past Performance Questionnaire be submitted after July 27, 2022?

The Past Performance Questionnaire submission date has been extended to Friday, July 29 at 1300MD.

Question 8: Is the SBA program what you’re asking for on the small business participation plan?

Answer: No the SBA program is different than the small business participation plan.

Question 9: Do I need to make a SB Participation plan as well?

Offeror’s that are certified in SAM as a small business under the NAICS code 115310 will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor.
