Questions received and answered on July 8, 2022
Question 1: We would like some clarification regarding the definitions of "large" and "small" businesses and provide the definitions of how they are classified. Each solicitation has "this acquisition is full and open" with a "small business size standard of $20.5M".
Answer:
A small or large business size is determined by a company’s registration in SAM.gov for the NAICS code.
Question 2: Solicitation 0014 had an amendment included stating "awards will be made to at least 2 small businesses and 1 large business". Our first question is, how is the BLM classifying "small" and "large" businesses? Will that definition apply to all 5 of the manual fuels solicitations?
Answer:
Solicitation 00014 was amended from The BLM anticipates awards will be made to at least two (2) technically qualified small businesses and one technically qualified large business and/or nonprofit organization.
BLM will only make awards to technically qualified businesses; therefore, if two (2) proposals are not received from technically qualified small businesses, then additional awards could be made to technically qualified large businesses and/or nonprofit organizations.
To the correct Section L.5:
The BLM anticipates awards will be made small businesses and large business and/or nonprofit organizations that provide the best value to the BLM.
a. The number of awards to small and large businesses was removed.
b. A small or large business is determined by a company’s registration in SAM.gov utilizing the NAICS code 115310-. Support Activities for Forestry-Fuels Management Services
c. The SAM.gov business size determination will be used for all five manual solicitations.
Question 3: How many awards do you plan on making for 0011, 0012, 0013, and 0015?
Answer:
The BLM has not set a number of awards. The BLM anticipates awards will be made small businesses and large business and/or nonprofit organizations that provide the best value to the BLM.
Question 4: The maximum of 5 past performance questionnaires for each solicitation that need to be returned to you by 7/25, may prove difficult for each reference to fill out multiple PPQ's for each solicitation. Would it be possible to have multiple solicitation numbers on the header of each PPQ? Could one PPQ serve for multiple IDIQ's?

Question 5: Are these solicitations new requirements?
Yes, these are new requirements, there is no incumbent.
Question 6: A Presolicitation was released last year entitled “MATOC FOR EASTERN OREGON HAZARDOUS FUEL REDUCTION TREATMENTS” under notice ID 140L4321R0006 is this the same requirement? Is the recently released Solicitation the updated requirement? 140L0622R0011, 140L0622R0012, 140L0622R0013, and 140L0622R0014
Answer:
140L4321R0006 was issued by the Oregon State Office, it is not the same requirement as what has been issued to SAM.gov. These solicitations 140L0622R0011, 140L0622R0012, 140L0622R0013, and 140L0622R0014 are not an updated requirement, they are new requirements.
Question 6: Can an offeror only bid on items that they have/can perform?
Offerors must be able to perform all the work listed in Schedule B.
Question 7: do you recommend the offeror go look at all these units on all the solicitations and give pricing (for the mock)?
The BLM is not making any recommendations on how the offeror determines pricing for the mock task orders.
