Question 1: will you know when I bid for all Oregon and the one Washington man fuels red contracts that the past performance will be for ALL of those solicitations? Or should I make a note somewhere when bidding??

Answer: Any past performance received will be utilized for any offeror’s proposal received. A note may be included in the email with the proposal submission.

Question 2: For the 3 minimum past performance contract references, do we need a PPQ for each contract reference that we put into our proposal? Or are we required to only have a minimum of one submitted to you by 7/29/22?

Answer: Per Section L.10.4 This volume shall include the offerors past performance on similar work with Government agencies and/or private industry. A past performance reference is one contract, one task order, or one work assignment for the prime, joint venture partner, team partner, subcontractor, predecessor company, or the Government.

Past Performance Information provided by the offeror shall include three (3) recent (performed during past three (3) years) contracts as the prime contractor and demonstrate experience and customer satisfaction for all the technical areas listed in the PWS.

Past performance shall also include Contractor Past Performance Questionnaires received. Contractor Past Performance Questionnaires must be received by the Bureau of Land Management as noted in the solicitation with all requested information (Attachment 8). A maximum of five questionnaires for recent and relevant projects may be provided.

Completed questionnaires must be sent directly to the Contracting Officer and not to your company.

Question 3: I see in Amendment 001 that one PPQ can serve for Multiple IDIQ’s—do we need to change the PDF, or is it sufficient to send out “as is” for each solicitation?

Answer: Any past performance received will be utilized for any offeror’s proposal received, it may be sent out as is.

Question 4: I want to clarify one more thing. The PPQ should be sent to you directly from the 'Reference' or should it come from the Offerer?

Answer: Per the Instructions on the PPQ:

The questionnaire must be submitted directly to Ms. Chamberlin from a corporate email account.

Question 5: Are these solicitations going to allow us to specifically bid on work within our company’s scope? I noticed the mock proposals included work that is out of our range, is there a way we could only apply for the mowing/mastication and machine piling projects?
