Question 1: I am wanting to know if we have to send out the PAST PERFORMANCE QUESTIONNAIRE for each zone or does one questionnaire (from any zone) work for all the different zones that we bid on?

Answer++ One Past performance questionnaire may be used for different IDIQ zones.

Question 2: Will the mock task orders be awarded? Or are they just for evaluation purposes only?

Answer The mock task order will not be awarded. They are for evaluation purposes.

Question 3: How many awards do you anticipate making per solicitation for each of the five manual fuels IDIQ's and the 5 mechanical IDIQ's?

Answer The BLM has not set a number of awards.

Per Section L.5: The BLM anticipates awards will be made to small businesses and large business and/or nonprofit organizations that provide the best value to the BLM.

Question 4: I'm trying to determine if all of the work for all of the solicitations is going to fall under NAICS 115310 $20.5 mil (11, 12, 13, 15, 16-20) or the 115310 $8 mil (#14)?

Answer All the work under all the IDIQ’s is NAICS code 115310 $20.5 mil.

Question 5: Are separate references required for each solicitation even though many are likely from the same source? That would entail the responder to submit 5 separate for manual and 5 separate for mechanical.

Answer:

One past performance questionnaire may be utilized for multiple IDIQ’s.

Question 6: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number?

Answer: The solicitations are all new requirements. There is no incumbent.

Question 7: I am wanting to know if you have a map that shows each zone for the projects? If you do, could you email me one or direct me where I can get it?

Maps have been provided for all mock task orders. The maps are at the end of the mock task order and before the past performance questionnaire. The IDIQ Zone map has also been included as Attachment 1.

Question 8: I am hoping you can clarify a few things for the projects. I have noticed that for the Manual Hazardous Fuels solicitations, they have a few inconsistencies, for example, 140L0622R0011 and R0012 they have different task orders but R0013,R0014, R0015 all have the same task order. Can you please let me know if this is how is supposed to be?

Answer

The solicitations may have different mock task orders (140L0622R0011 & 140L0622R0012) or the same (140L0622R0013, 140L0622R0014, and 140L0622R0015) The mock task orders represent the type of work that may be required. The same mock task order is used because the work in those zones is similar in nature and represents the work that may be required.

Question 9: Same goes for the Mechanical Hazardous Fuels. Same task order for 140L0622R0016 and R0017. 140L0622R0018, R0019,R0020 all 3 have the same task order.

The mock task orders represent the type of work that may be required. The same mock task order is used because the work in those zones is similar in nature and represents the work that may be required.

Question 10: Also are you looking to award all task orders or are they just for evaluation?

The mock task order are for evaluation purposes and will not be awarded.

Questions 11: Being these IDIQ’s are reserved for $20.5 size standard businesses (small businesses), would the small business subcontracting plan/disadvantaged business utilization plans not be necessary? Why would a small business need to make accommodations/plans to utilize another small business? Being we are already considered "small business" can we leave out the subcontracting/small business utilization plan?

Answer:

These requirements are full and open and not reserved for small businesses.

Per L.10.3: A Small Business Subcontracting Plan is required from Large Business only.

A Small Business Commitment Document is required by both Large and Small Businesses.

Per M.5.2 FACTOR 2: SMALL BUSINESS PARTICIPATION Small business offerors will receive the maximum credit for this evaluation factor and do not need to submit any documentation supporting this evaluation factor.

Question 12: There are mock task orders in multiple IDIQ’s that are the same? For instance, 0013, 0014, and 0015 have the same mock task order. Can we submit one proposal or would you like the identical proposal for each mock task order for each solicitation?

Answer:

The requirements for each solicitation are specific for the solicitation. Please submit all the documentation for each solicitation.

Question 13: We noticed in the Eastern Washington solicitation, #0015, the included mock task order has locations in Oregon? Is that correct? Will the Eastern Washington IDIQ cover Oregon locations as well?

The Eastern Washington mock task order represents the requirements that will be required in Eastern Washington, which are the same for Eastern Oregon. The Eastern Washington IDIQ will not cover Oregon. Please see the IDIQ Zone Map-Attachment 1 for the Eastern Washington Zone.

Question 14: The page limits for each volume, especially the past performance/references volume, may prove to be limiting due to the various types of work that are covered under each IDIQ. Is there a way you can increase the page limits for the past performance volume to 20 or 30 pages?

Answer:

The past performance page limitation shall not exceed 20 pages.

Question 15: How many awards do you plan on making for each IDIQ? The amount of money for each IDIQ will clearly max out any small business for the 5 year duration, let alone if multiple IDIQ’s were awarded to the same company. For example, Sol. #0013 is $145,000,000, over 5 years. Will there be enough awardees to provide support for each IDIQ?

Answer:

The BLM has not set a number of awards.

Per Section L.5: The BLM anticipates awards will be made to small businesses and large business and/or nonprofit organizations that provide the best value to the BLM.

Question 16: We noticed in the mechanical IDIQ’s (0016-0020) there is an abundance of manual/hand work. For example, 0018, 0019, and 0020 have the same mock task order with 5 projects included. 3 of the 5 have manual work, even brush planting, yet there is no line item in the main IDIQ solicitation with any hand work or planting line items to provide prices for?

Will there be opportunities for contractors like us to bid on that work as well? Or are these strictly mechanical treatments?

Answer The manual work included in the mechanical mock task order is an error. The mechanical mock task orders have been revised to remove the manual work. The revised mock task orders are included in the mechanical solicitation amendments.

Question 17: I was wondering about the Mechanical and Manual IDIQ's that came out on SAM for both Oregon and Washington. I see that there are mock task orders in the back of the solicitations. Are there any actual seed orders we need to place pricing on or do we just fill out the pricing schedule for the Base and Option years? For the technical proposal if there are no seed orders then we address the material in the Mock Task order correct?

Answer: There are no seed orders that require pricing. The price schedule should be completed for the base and option years. Please address the requirements in the mock task orders.

The U.S. Department of the Interior agencies and the U.S. Forest Service require fuel reduction services to support the fuels management program. Fuels management services and vegetation treatments have been proven as a means to mitigate wildfire hazards, to lessen catastrophic fires, lessen the threat to public and firefighter safety, and reduce damage to property. The objective of fuels management is to modify wildland vegetative fuel so that when a wildfire burns, it is less severe and can be more easily suppressed.

Project areas are reforestation areas, natural and managed stands of timber/woodlands of all ages, size, and species, shrub fields, or grass areas. Fuels shall consist of activity slash, natural fuels, live fuels, and slashed shrubs and trees. Historical fuel loadings range from less than ½ ton per acre to as high as 100 tons or more per acre. Treatments such as thinning, brushing, chipping, piling, and fuel break construction have been shown to reduce the risk of wildland fire and the severity of fires that occur.

PROJECT ONE-JACKIES BUTTE:

Services in this task order provide for wildfire hazard reduction and sage grouse habitat restoration by treating multiple units within the Tri-State project area. See table below for a summary of treatment units and acres.

1 SCOPE

The contractor shall furnish labor, equipment, supervision, transportation, operating supplies, and incidentals to mow the areas specified below and as outlined on the attached maps. The maps provide project areas and project access.

All Treatments (live and dead) junipers and other conifers according to the table below and following the specifications listed below. The map attached identifies access and the canopy cover levels in the project areas. Attachment 2-Schedule B in the solicitation provides further details and specifications.

1.1 Specifications-Mowing

The level of difficulty for mowing is identified in the statement of work of each individual task order. The level is based on the unit density or amount of the material to be mechanically mowed on slopes under 25 percent for the area to be treated, as follows:

1.1.1 Item 7A - Level I - Unit density of material to be treated is estimated to be from 0 to 30 percent total cover.

1.1.2 Item 7B - Level II -Unit density of material to be treated is estimated to be from 31 to 60 percent total cover.

1.1.3 Item 7C - Level III- Unit density of material to be treated is estimated to be greater than 60 percent total cover

1.1.3 Wildlife – Within Greater Sage-Grouse (GRSG) habitat, cutting of juniper can occur within 4.0 miles of an occupied or pending lek during the breeding season from two hours after sunrise and two hours before sunset; use local information to further refine this period.

There will be no disruptive activities two hours before sunset to two hours after sunrise from March 1 through June 30 within 1.0 mile of the perimeter of occupied leks; use local information to further refine this period.

1..1.4 Mechanically mow all slash and brush.

1.1.5 Brush mowing shall be accomplished with a wheeled or track machine with a powered mowing device. The fuel bed shall be treated such that down woody debris are broken up and lowered to the litter layer without visible air spaces. Brush fields shall be mowed within six inches of the ground unless otherwise specified in the task order. Maintain special treatment requirements as noted in section C Statement of Work

The level of difficulty for hand severing and mechanical piling is l is based on the canopy cover and slope of the area to be hand severed and mechanical piled on slopes under 51% as follows:

2.1.1 Item 1E - Level V – Canopy cover of the material to be severed is estimated to be greater than 60 percent total cover. Slope is under 30 percent.

2.1.2 Wildlife – Within Greater Sage-Grouse (GRSG) habitat, cutting of juniper can occur within 4.0 miles of an occupied or pending lek during the breeding season from two hours after sunrise and two hours before sunset; use local information to further refine this period.

2.1.3 All juniper shall be treated except for juniper that meet the following specifications:

2.1.3.1 Any tree having survey/monument signs or survey marks on it.

2.1.3.2 All trees along fence lines that have fence wire attached to them.

2.1.3.3 Trees with cultural significance; obvious wildlife occupation, i.e., cavities or raptor nests; and Trees showing old growth characteristics (see contract for old growth juniper definition).

2.1.4 All juniper trees shall be completely severed from the stump. No live limbs shall be left on the stump of cut trees.

2.1.5 Slash shall be reduced to the extent that is 12 inches of the ground at all points. All limbs must be severed flush to the bole of the cut trees and limbs shall be cut less than 4 feet in length.

2.1.6 Lop and scatter all existing slash so that all top and side branches are free of the central stem so that ALL the slash is reduced to ground level at all points.

2.1.7 All juniper trees with unit boundary ribbon or paint shall be cut and piled.

2.1.8 Any dead and down, or pre-existing red/grey and/or partially burnt slash shall be piled.

2.1.9 Contractor shall protect from damage any bearing trees, corner posts and monuments within or adjacent to the project area(s).

2.1.10 Cut trees shall not be left blocking any roads.

2.1.11 Avoid cutting trees, which have cavity nests (holes for nesting) or stick nests

3.1 Forwarding

Level of difficulty is based on the number of severed trees to be forwarded per acre, on slopes less than 30 percent for the area, and an average forwarding distance of 1000 feet as follows:

3.1.1 Stems Per Acre and Slope Percentage

Item 9A - Level I – The severed tree count per acre is from 0 to 50 stems per acre. Slope is less than 30 percent.

Item 9B - Level II – The severed tree count per acre is from 51 to 100 stems per acre. Slope is less than 30 percent.

Item 9C - Level III – The severed tree count per acre is greater than 100 stems per acre. Slope is less than 30 percent.

3.1.2 Forwarding shall be accomplished with a wheeled tractor which is capable of transporting the material off of the ground. Forwarding described in Sub-Items P1, P2 and P3, shall only be accomplished during dry soil conditions (as defined as 20 percent or less soil moisture at a depth of 6 inches) or on soil that has been frozen to a depth of 6 inches for a period of at least 3 days or 20 inches of snow cover.

3.1.3 Maintain special treatment requirements contained in section C Statement of Work.

3.2. Mechanical Sever and Pile (Track Mounted Swing)

The level of difficulty for mechanically severing and mechanical piling is identified in the statement of work of each individual task order. The level is based on the canopy cover and slope of the area to be mechanically severed and piled on slopes under 51% as follows:

3.2.1 Canopy Cover and Slope Percent

Item 2A - Level I – Canopy cover of the material to be severed is estimated to be between 0 and 30 percent total cover. Slope is under 30 percent.

Item 2B - Level II – Canopy cover of the material to be severed is estimated to be between 0 and 30 percent total cover. Slope is from 30 to 50 percent.

Item 2D - Level IV – Canopy cover of the material to be severed is estimated to be between 31 and 60 percent total cover. Slope is from 30 to 50 percent.

Item 2E - Level V – Canopy cover of the material to be severed is estimated to be greater than 60 percent total cover. Slope is under 30 percent.

Item 2F - Level VI – Canopy cover of the material to be severed is estimated to be greater than 60 percent total cover. Slope is from 30 to 50 percent.

3.2.2 Sever surplus vegetation including all western juniper not exhibiting old growth characteristics, using a mechanical shear or saw at the lowest stump height, followed by piling of the severed material.

3.2.3 Leave trees maybe requested to be left on each acre treated. The task order will specify number of leave trees, spacing and type. All areas greater than 45 percent slope shall be left as reserve areas.

3.3 Mowing

The level of difficulty for mowing is identified in the statement of work of each individual task order. The level is based on the unit density or amount of the material to be mechanically mowed on slopes under 25 percent for the area to be treated, as follows:

3.3.1 Canopy Cover Percent

Item 7A - Level I - Unit density of material to be treated is estimated to be from 0 to 30 percent total cover.

Item 7B - Level II -Unit density of material to be treated is estimated to be from 31 to 60 percent total cover.

Item 7C - Level III- Unit density of material to be treated is estimated to be greater than 60 percent total cover.

3.3.2 Mechanically mow all slash and brush.

3.4. Slash Busting

The level of difficulty for slash busting is identified in the statement of work of each individual task order. The level is based on the total percent cover of material to be ground (chipped) and slope of the area to be treated by mechanical grinding on slopes below 51 percent, as follows:

3.4.1 Canopy Cover and Slope Percent

Item 5A - Level I – Percent cover of material to be treated is estimated to be between 0 and 30 percent total cover. Slope is under 30 percent.

Item 5B - Level II – Percent cover of material to be treated is estimated to be between 0 and 30 percent total cover. Slope is from 30 to 50 percent.

Item 5C - Level III – Percent cover of material to be treated is estimated to be between 31 and 60 percent total cover. Slope is under 30 percent.

Item 5D - Level IV – Percent cover of material to be treated is estimated to be between 31 and 60 percent total cover. Slope is from 30 to 50 percent.

Item 5E - Level V – Percent cover of material to be treated is estimated to be greater than 60 percent total cover. Slope is under 30 percent.

3.4.2 Each task order will specify the level of difficulty, the specifications, the ranking of preferred species and the size range limits for treatment, whether hardwoods and/or conifers are included, and if any individual species are reserved from treatment.

3.4.3 Accomplish slash busting throughout the entire unit, excluding areas identified by the task order or by excessive slope as reserved from treatment.

3.4.4 Mechanically grind all slash and brush under this line item. All slash not ground shall be piled under Hand Piling and Cover and Mechanical Piling (Swing Grapple and Dozer) as specified in the individual task order.

3.4.5 All surplus vegetation and slash shall be ground or cut, such that no woody piece is greater than 3 feet in length.

3.4.6 Chip depth shall not be more than 12 inches above the normal plane of the ground.

3.4.7 Cut trees, hardwoods or brush lodged in or covering a leave tree shall be dislodged or removed before slash busting.

3.4.8 See Equipment Requirements in section C Statement of Work.

3.5 Project Area Locations, Estimated Start Work Dates, Directions

Project Area: Bryant Mtn Area Project Location: 5 miles east of Malin, Oregon. See attached maps for specific Township, Range and Section.

3.6 Wildlife – There is a winter closure from November 1st to April 15th to protect mule deer winter range and protect roads from resource damage due to wet soils. These areas can be treated within these dates depending on soil moisture COR will make this decision.

3.7 All juniper shall be treated except for juniper that meet the following specifications:

3.7.1 Any tree having survey/monument signs or survey marks on it.

3.7.2 All trees along fence lines that have fence wire attached to them.

3.7.3 Trees with cultural significance; obvious wildlife occupation, i.e., cavities or raptor nests;

and Trees showing old growth characteristics (see contract for old growth juniper definition).

3.7.4 All juniper trees shall be completely severed from the stump. No live limbs shall be left on the stump of cut trees.

3.8. All juniper trees with unit boundary ribbon or paint shall not be cut and piled.

3.9 Contractor shall protect from damage any bearing trees, corner posts and monuments within or adjacent to the project area(s).

3.10 Cut trees shall not be left blocking any roads.

3.11 Avoid cutting trees, which have cavity nests (holes for nesting) or stick nests

4. ENVIRONMENTAL CONDITIONS

6.1 Public or private access roads damaged by the Contractor shall be restored at the Contractors expense to the same condition they were in at the commencement of work.

6.2 Noxious Weeds and Invasive Plants-All contractor equipment and machinery working in the project area will be power washed/cleaned and free of soil, vegetation, seeds, and other debris to prevent the spread of weeds and invasive plants prior to being mobilized to the project area.

7 ARCHEOLOGY

If a cultural site(s) is discovered, avoid the site(s) and notify the COR immediately.

8 WORK LIMITS

Only the area shown on the Project Map will be treated. The treatment units are generally identifiable with flagging, roads, and fenced boundaries, changes in vegetation/topography.

Untreated areas within these boundaries shall be identified with flagging and/or verbally.

9 PROJECT/SITE CONDITIONS

9.1 Access to Work Access into the project sites is restricted to driving and/or walking over county, state, and Bureau of Land Management land/roads (see unit maps). Stay on designated routes and do not cross private lands unless BLM has permission from the landowner(s). Respect private property boundaries, only cut and fall trees on public lands. Any access through private lands must be approved in advance by the COR.

9.2 Environmental Considerations:

9.2.1 Clean-up: Project site shall be cleaned up, and all refuse removed by the Contractor.

The Contractor shall be responsible for disposal of materials in a manner consistent with State, Federal and local laws and for all expenses incurred with disposal.

9.2.2 Ground Surface: Project terrain is flat to moderately steep slopes with areas that are bare to rocky.

9.3 Crew Supervision:

9.3.2 Contractor shall maintain an adequate workforce at all times to ensure timely completion of the work.

9.3.3 Contractor shall designate one English literate supervisor for each crew. No more than 12 persons shall be supervised by one supervisor. Supervisors shall be identified during the pre-work conference. Any changes in supervisory designations must be submitted in writing to the Contracting Officers Representative (COR) at least 24 hours prior to the change taking effect.

9.3.4 Person designated by the Contractor as supervisor must remain with and effectively direct the crew by (1) making periodic inspections of the crew’s work,

(2) advising them as to improper work methods, (3) providing instructions for correcting any improper work methods encountered.

9.3.5 Emergency transportation will be provided by the Contractor at all times.

Crewmembers shall not be allowed to work alone.

9.4 Work Camps: Work camps may be established only in locations authorized in advance by the Contracting Officer Representative (COR). Base camps, spike camps, coyote camps, or other temporary infrastructure in areas that lack invasive plant populations.

Should such a camp be authorized, the Contractor shall maintain the camp in an orderly and sanitary manner. Upon the direction of the COR, sanitation facilities such as portable toilets and wash stations may be required with each work camp. Upon vacating a camp and prior to the final payment, the Contractor shall remove all refuse and other signs of occupancy to the satisfaction of the COR or Project Inspector. Locate base camps, spike camps, coyote camps, or other temporary infrastructure in areas that lack invasive plant populations

10 SCHEDULE: All work within this project may begin on October 1 and must be completed no later than September 30.

11 GOVERNMENT FURNISHED PROPERTY

12 CONTRACTOR FURNISHED PROPERTY

Contractor is responsible for all equipment and incidentals necessary to complete the data collection projects in accordance with the following specifications/directions.

13 CONTRACTOR PERFORMANCE ASSESSEMENT

After completion of a task order, a task order evaluation will be completed in the Contractor Performance Assessment Reporting System (CPARS) at https://www.cpars.gov/ . A CPARS shall be done for task orders over $250,000.00.

14 QUALITY:

All work shall be inspected in accordance with the IDIQ standard: 19.0 Quality Assurance Plan/Inspection.

15 IDENTIFICATION OF CONTRACT EMPLOYEES: All contract personnel are required to identify themselves as contractors where their contractor status is not obvious to third parties, they must make their status known to avoid creating an impression that they are Government employees.

17. EVALUATION COMMERCIAL ITEMS

The mock task order shall be evaluated to determine if the Offeror provides a sound, compliant approach that meets the requirements of the specifications and demonstrates a thorough knowledge and understanding of those requirements.

The following factors shall be used to evaluate offers:

18.0 EVALUATION FACTORS

Factor 1: SAFETY PLAN: The offeror shall submit a safety plan. The Safety Plan shall be available to all employees and subcontractors working on the task order. The Safety Plan should cover at a minimum:

A. Safety briefings covering the area working in, equipment being used, and any special considerations for the work under the task order.

B. Personal Protective Equipment required for the work under the contract.

C. Weather considerations for the time of year of the contract.

D. Information on back country travel.

E. Communication issues and locations of the nearest medical facilities to the job site.

F. Emergency numbers to contact if an accident happens.

Factor 2: WORK PLAN: The offeror shall submit a work plan. The work plan shall include equipment owned and equipment needed, hiring plan, training plan and the overall project approach, project assumptions and or project risks. The work plan shall not exceed six pages.

Factor 3: PRICE: The offeror shall submit pricing for the mock task order.

This mock task order is part of Evaluation Factor 1: Technical Proposal, Criterion 3-Task

Order and Factor 4: Price Solicitation 140L0622R0018-BLM Central OR Mechanical Hazardous Fuels.

Offeror’s responses to the mock task order evaluation factors shall be included with the offeror’s technical proposal (Volume I1) and price (Volume V) for Solicitation 140L0622R0018.
