About this file
This document is a Request for Information (RFI) with questions and answers for Solicitation 140G0225R0015, which involves the purchase and installation of chillers for the US Geological Survey. The RFI clarifies technical specifications for chiller systems, including a 170-ton capacity chiller with specific performance requirements: water-based chilled water system, operating in ambient temperatures of 32-105°F, with a leaving fluid temperature of 42°F ± 2°F. Key technical details include sound pressure requirements of below 72 dBA at 100% load, the need for a steel leveling frame to accommodate uneven installation surfaces, and a requirement for an I-Line switch panel.
The solicitation requires contractors to submit a comprehensive technical proposal limited to 5 pages, which must include project plan, key personnel experience, and past performance. Pricing is to be submitted as a separate volume, with quotes divided into two Contract Line Item Numbers (CLINs): one for chiller system purchase (CLIN 00010) and another for installation (CLIN 00020). The project involves replacing existing Trane RTAC chillers and will require system testing and balancing, with potential pre-installation flow rate measurements on existing air handling units. The contract is managed by the Department of the Interior's US Geological Survey Office of Acquisitions and Grants.

Solicitation 140G0225R0015 – Request For Information (RFI) Questions (Q) and Answers (A). – 06/24/2025
· RFI Q1: The spec lists a design flow rate of 382 GPM and a leaving fluid temperature of 42°F ±2°F for the chilled water. Additionally, it calls for a nominal 170-ton machine. Can you confirm the desired entering and leaving chilled water temperatures (52°F entering, 42°F leaving)? Also, since nominal tonnage does not reflect actual tonnage, could you confirm the required actual tonnage for this application?
RFI A1: The Government is currently running Trane RTAC 170-ton capacity chillers. Additionally, we’re asking that the chiller supply temperatures to our air handlers be able to meet the 42 +/- 2 degree F.
· RFI Q2: Can you confirm the chilled water fluid type? Is it water, or does it contain glycol?
RFI A2: Water.
· RFI Q3: The spec states the chiller needs to operate within a range of 32°F to 105°F, but it does not specify the ambient temperature for performance rating. AHRI specifies 95°F—please confirm if this is the rating temperature you require.
RFI A3: The Government wants the chillers to be able to operate within an ambient temperature range of 32- 105 degrees F. We understand a diminished performance capability if ambient temperatures exceed 95 degrees. The Government is simply stating that we need to operate them in the window of 32-105 degrees F.
· RFI Q4: The chiller sound pressure values provided do not specify octave bands or measurement distances. Johnson Controls can estimate sound pressure, but that is not the official rating metric. Additionally, AHRI 370, ISO 3744, and ISO 9614 have different measurement and calculation criteria, leading to variation in sound pressure calculations. Since assumptions on chiller behavior (radiation model) affect results, and the field environment further influences sound pressure, could you provide clarification on the required sound performance criteria?
RFI A4: The Government is requesting that at 100% load, the chillers register below 72dba at whatever the standard 6’ or 10’ is.
· RFI Q5: The spec calls for a steel leveling frame with (4) leveling feet and an adjustable range of up to 18 inches—this is an uncommon request. Could you provide details on the specific product or requirements for this frame?
RFI A5: The Government is placing the chillers on an uneven concrete/asphalt driveway that will require adjustability via a frame encasing the chiller.
· RFI Q6: There is no mention of a circuit breaker or disconnect switch at each chiller—will this be required?
RFI A6: Yes, the Government only have the capacity to run one chiller at a time so some kind of I-Line switch panel would be required.
RFI Q7: Task 2 Item 4.a.9 states that Contractor is to provide testing and balancing of the system and verify that the new chiller units have the manufacturer's specified water flow. Will Contractor be expected to pre-test and rebalance waterflow rates at any existing AHUs tied to the chilled water system prior to removal of the existing chillers? If so, is there any more equipment tied to the chilled water system other than the four (4) AHUs mentioned in the PWS?
RFI A7: We have a couple of options. We can either take flow readings this cooling season on the existing temporary chillers that we are duplicating with this contract, or we can take flow readings at each AHU (also during this cooling season) as a benchmark to work towards when the new chillers are installed next Spring.
RFI 8Q: Is this project a construction project subject to EM-385-1-1 requirements? Specifically, will a Site Safety and Health Officer be required on site at all times work is being performed?
RFI A8: No, but a site supervisor or superintendent as a POC will be expected to address onsite issues as they come up.
RFI Q9: The Technical Capabilities section under Selection Criteria states Contractor shall submit a project plan (not to exceed 5 pages). Is key personnel experience to be included in the 5-page limit?
RFI A9: Yes.
RFI Q10: Is past performance to be included in the 5-page plan limit?
RFI A10: Yes.
RFI Q11: The Price Evaluation section under Selection Criteria requires a price breakdown "on a separate sheet". Is this separate sheet included in the 5-page plan limit?
RFI A11: Yes.
RFI Q12: Is price to be submit as a separate volume from the technical proposal?
RFI A12: Yes.
RFIQ13: Is price quote to be provided as one total, or should price be divided between CLINs 00010 (Purchase Chiller System) and 00020 (Chiller Install)?
RFI A13: Both. Please provide a pricing quote according to the pricing requirements in CLINs 00010 and 00020 and the sum total of each CLIN for the final quote.
