About this file

This is a Questions & Answers document (Amendment 002) for solicitation 140G0125Q0052, which provides clarification for an electrical upgrade project at the USGS Columbia Environmental Research Center (CERC). The document addresses technical specifications for replacing an existing 1200-amp single-phase electrical panel with a new 600V 1200-amp distribution panel switchgear assembly. Key clarifications include: the requirement for copper conductors, confirmation that one single switchgear is needed (not split into two distribution panels), the existing meter will remain in place, and while weekend work is possible, it requires prior CERC approval. The facility has backup generators available during power outages.

The related solicitation indicates this is a small business set-aside with a NAICS code of 238190 and size standard of $19 million. The project's estimated value is between $100,000-$250,000. The RFQ will be issued around February 6, 2025, with quotes due February 28, 2025. A site visit is strongly encouraged, and vendors must be registered in SAM.gov. Proposals should be submitted via email to krschneider@usgs.gov.

140G0125Q0052 Questions & Answers Amendment 002

1. Is it the Governments intention to replace all of the existing fusible panels into one new 1200 Amp main breaker panel along with circuit breakers for the 15 circuits indicated in the SOW?

a. Yes

2. This would require an actual switchgear assembly.

a. Yes

3. What is the allowable "shutdown" window to accomplish this.

a. Reference SOW “Utility/Service Interruptions”

4. The current power to the building is 1200 amps single phase 120/240, Can the new panels be rated for that voltage?

a. 600v as we are unaware what voltage will be supplied in the future upgrade.

5. Is voltage being increased to 277/480 or 120/208?

a. Decision has not been made.

6. Is the system staying single phase or is it going upgrade to three phase?

a. There is a separate 3 phase service that is supplied to the building.

7. Does it need to be one switchgear, or can it be one main breaker disconnect feeding two distribution panels with breakers.

a. One single switchgear

8. How long can power be down at the facility 8-24 hours? Is One outage or will multiple outages be required? Power will be off for some time to install new switchgear/panelboard.

a. Reference SOW “Utility/Service Interruptions”

9. Does the facility have standby generators to run on during power outages or will temporary power need to be set up with the utility company?

a. Yes we have backup generators

10. Can work be completed on weekends? If longer power outage is required can power be shut down on Friday afternoon and restored on Monday morning?

a. work can be done on weekends only for extenuating circumstances and with prior approval from CERC.

11. Under line iii. Post Construction testing line 2, it talks about a 12-month warranty on a transformer. Is a transformer required? And if so, how many kVA and what the input and output voltage of the transformer?

a. no transformer is required. SOW will be updated to remove this wording.

12. Are the new panelboards going in the same location as the existing? Meaning, will they need to be deenergized and removed prior to new panel installation? or can the new panelboards be installed and then switch everything over.

a. The new one will go in place of the old.

13. For service conductors is aluminum feeders acceptable or does the government require copper conductors?

a. Yes copper

14. Is the meter cabinet remaining or is a new CT cabinet going to be required?

a. The meter will stay

15. Do they have more photos showing the back side of the wall where the conduits go?

a. This is underground. The back side of the switchgear will be under our parking lot.
