In this scenario, the contractor can order and receive materials for the Owner, but cannot pay for the material since the contractor is typically not a tax exempt entity. Therefore, the contractor transmits material invoices to the Owner who then pays the material invoices directly.
In our experience, sales tax is included in our proposals and then the owner realizes sales tax savings when they pay the material invoices. Please confirm that this is the intent and sales tax should be included in the proposals.USGSThis is not the intent; the prices bid should not include state and local sales and use tax.

108Communications Structured Cabling27 00 00
27 10 00Reference specification section 27 00 00, Part 2, paragraphs 2.01.B, 2.02.B, 2.03.B, 2.04.B, and 2.05.B. Specification indicates that contractor shall "Provide nylon cord in each conduit for future installation of wire." However, the inclusion of specification section 27 10 00 seems to indicate that cabling for all low voltage systems will be by Contractor. In order to avoid confusion regarding low voltage systems, please define which components of low voltage systems are to be included in base bid.7/26/21Those sentences are addressing the contractor installing the conduit and raceway system. To that (presumably) electrical contractor installing the raceway, the cabling is by someone else in the future, even if that someone else is the telecom contractor and the furture is the following week.
a.a. Communications System (please indicate "By Contractor" or "By Owner")7/26/21See sub-paragraph items below addressed individually
11. Raceway (conduits / stub-ups / pull boxes / pull-strings)7/26/21By Contractor

33. Service entrance cabling7/26/21The utility low voltage (communications) service cabling from the street to the main telecommunications room is furnished and installed by the communications utility. They also furnish and install a demarcation (termination device) which often converts the signal from their proprietary communications protocol to a communications protocol that is usable within the facility. This would be considered by Owner.
44. Service entrance terminations7/26/21The utility low voltage (communications) service cabling from the street to the main telecommunications room is furnished and installed by the communications utility. They also furnish and install a demarcation (termination device) which often converts the signal from their proprietary communications protocol to a communications protocol that is usable within the facility. Terminations from the utility cably to the demarcation is by the utility, which would be considered by Owner. Terminations from the building communications systems to the utility demarcation device to make the building systems live are By Contractor.
55. Head-end equipment8/10/21Regarding a telephone system, the Owner's intended VoIP telephone system handsets (desktop or wall mounted telephones) and head end active equipment device(s) are by the Owner (this statement does not include the Ethernet network data switches the VoIP system will share as those switches are by the Contractor - see next sentence). For the overall network, the Ethernet data switches are by the Contractor (see sheets T600 and T601). For video surveillance, all system items are by the Contractor including the security system Ethernet data switches (see sheet T601), the video management software and control server (if separate from the storage servers) and storage servers (see sheet T600). For access control all system items including head end are by the Contractor (see sheets T509, T510, and T603). For intrusion detection all system items including head end are by the Contractor (see sheet T604).

1111. Equipment (ethernet switch, wireless routers, relays, handsets, et.)8/10/21Ethernet data switches for both standard voice/data network and electronic safety and security systems network are by the Contractor (see sheets T600 and T601). Wireless access points (the actual wireless transceivers that communicate with laptops etc.) are by the Owner. The telecommunications device symbol (the triangle symbol commonly called information jacks or just data symbols) with the defining digits showing quanitity or letters describing more than just quantity are defined on sheet T001. The triangle symbol with the letters "WAP" describes a particular type of information system outlet with specific number of cables/jacks for an intended purpose, but does not imply the active wireless access point (transceiver) is included based solely on that symbol (active wireless data access point devices generally mounted in the ceiling spaces are by Owner). There is no use of the term "relay" in the document from a communications system point of view (not to be confused with a standard electrical relay which is not specified on telecom documents). The terms "Handsets" implies telephone system handsets also called desktop or wall mounted telephones. The telephone system head end and handsets (desk top or wall mounted telephones) have been clarified as by the Owner.
