140G0118R0016, Amendment 0001, Questions and Responses

1. Question: General requirements of the specifications page GR-1 indicates that “A standard building permit shall be required from the Town of Campbell.” With this being the case who is the jurisdiction having authority on this project? Is this project located on federal property or will state / local permits, licenses and inspections be required? Please advise.

Response: The standard building permit addressed in GR-1 is required for this project. The permit and subsequent inspections will be under the jurisdiction of the Town of Campbell. The permit forms are available thru the Town of Campbell’s website; www.townofcampbell.net. The cost of the permit will need to be based on the Township’s evaluation of cost.

2. Question: Are there any photos available of the holding tanks or general shots of the interior of the facility?

Response: See photos at Attachment G.1-G.3. Tanks displayed are representative of the tanks to be used in the fish holding area. Other tank configurations may also be present. Panoramic photo is meant to convey general idea of existing conditions and not intended to provide exact quantitative data.

3. Question: Section L.13, “Non-Price Factor 1: Experience of Key Personnel”: Because we will subcontract some portion of this project, it may not be possible to evaluate subcontractor pricing until minutes before the bid time. Consequently we won’t know which company we will be using and could not, therefore, submit resumes. May we submit the resumes of our superintendent and project manager and submit resumes of Structural Concrete, Plumbing, and Electrical Infrastructure after award?

Response: The government has considered this question and elects not to change the non-price factor requirement.

4. Question: Section L.13 “Non-Price Factor 2: Past Performance”: Can we please directly submit completed PPQ in lieu of asking clients to fill these out and directly return them to the government? The government could call and verify references for validity. Asking our clients to repeatedly fill out PPQ is burdensome to them.

Response: It is in the government’s interest to encourage candid input to Past Performance. Contractor involvement and oversight of the submission of Past Performance information could discourage candid input from a client. It could also discourage a client from participating in providing Past Performance. Therefore, the requirements for submitting Past Performance information remain unchanged.

5. Question: The cold water main calls for a 6" pipe, but there is only a 4" pipe serving the building. The hot water main call for a 4" pipe, but we never seen the existing pipe so we do not know the size of the pipe. Please confirm this and what size the new main is.

Response: Refer to the as-built photo at Attachment H. The hot water piping should be 1", the cold water line 4".

6. Question: On plan sheet A103, key note #1 calls for new trench drain grating. Is it the intention that all trench drain grating be replaced, or only the rows called out with key note #1 (row 1, row 2 and the row that runs east-west)?

Response: All trench grating to be replaced. Individual sections of grating lengths to be cut to match existing in all trench locations.

7. Question: Is the new trench drain grating to be fiberglass or stainless steel? Spec section 05 53 00 specifies stainless steel while S101 detail 7 specifies fiberglass.

Response: All trench grating and channel material to be 304 stainless steel.
