1.0 GENERAL
1.1 Each Contractor, subcontractor or material supplier shall inform himself of the conditions relating to execution of his work. Neglect of this requirement will not be acceptable as cause for additional compensation. Applicable provisions of the General Requirements shall govern the work of all contractors.
1.2 Permits
A. Local building permits required shall be the responsibility of the General Contractor including the following:
1. A standard Building Permit shall be required from the Town of Campbell.

2.0 SITE AND CONSTRUCTION CONDITIONS
2.1 Information pertaining to preliminary investigation, such as location of utilities and existing grades, appears on drawings. Contractor shall satisfy himself as to materials to be excavated and materials upon which fill or other work may be placed. Where underground services, utilities, structures, etc., are located on drawings or given at site, they are based on available records but are not guaranteed to be complete or correct. They are merely given to assist each Contractor in determining location. Information pertaining to existing utilities shall be verified with the Owner.

A. Drawings and General provisions of Contract, including General and Supplementary Conditions, and other Division-1 Specification Sections, apply to this Section.
3.3 DEFINITIONS
A. “Owner”: The Owner refers to the Upper Midwest Environmental Sciences Center.
B. “General Prime Contractor” is a contractor that enters into a contract with the Owner to perform all work as required by the Contract Documents and enters into contracts with
Subcontractors; including MEP Subcontractors:
C. "Mechanical, electrical, or plumbing subcontractor" (“MEP Subcontractor”) is a contractor that performs mechanical (Heating, Ventilating, and Air Conditioning), electrical, plumbing, or fire protection (fire suppression) work for the Project, and enters into a contract with the General Prime Contractor to perform their division of work.
D. “Subcontractor “ is all subcontractors on a project. This includes MEP Subcontractors, subcontractors to the MEP Subcontractors, and Non-MEP Subcontractors.
E. “Contractor” is all contractors working on a project regardless of contractual relationship.
This includes the General Prime Contractor, MEP Subcontractors, Non-MEP Subcontractors, and all Subcontractors, regardless of tier of subcontract.
F. "Specifications": Refers to the building specifications Divisions 1-33.
3.4 PROJECT DESCRIPTION
A. In general, the project will involve the renovation of the existing 7,600 S.F. Fish Holding area located on the lower level of Building Segment ‘C’ of the Upper Midwest

Upper Midwest Environmental Sciences Center located at 2630 Fanta Reed Road, La Crosse, Wisconsin. The work will include the removal and replacement of the existing formed concrete trench drains, water piping distribution system and refurbishing of concrete slab flooring. In addition, a waste water invasive species containment system will be integrated with a new water filtering system and ejector pump station located within the Fish Holding area.
3.5 WORK BY OWNER
A. Items noted ‘NIC’ (Not In Contract) will be furnished and installed by Owner.
B. Work by Owner
1. Disconnection, removal and re-installation of individual fish holding tanks (new piping connections by Plumbing Contractor).
2. Light fixture re-lamping where noted on the drawings
3. Furnishing and installing disinfectant walk-over pads at entrance into Fish
Holding.
4. Permanent lockset cores and keying.
3.6 WORK SEQUENCE
A. The Owner intends to vacate portions of the Fish Holding area during individual Phases of the construction period. The Contractor shall schedule the work to cooperate with the Owner to minimize conflict, and to facilitate Owner’s operations.
B. The Owner will require and perform a phased drain down and removal of existing fish tanks as described on Sheet A100 for areas affected by the various Phases of this Contract.
C. The Contractor shall maintain access to the building entrances as shown on the drawings.
D. The Contractor shall prepare and submit a Schedule of Work with anticipated dates that the Owner will need to vacate the premises to allow for remodeling work.
4.0 COORDINATION
4.1 SECTION INCLUDES

4.2 COORDINATION BY GENERAL CONTRACTOR
A. Coordinate scheduling, submittals, and Work of the various Sections of specifications to assure efficient and orderly sequence of installation of interdependent construction elements.
B. Verify that utility requirement characteristics of operating equipment are compatible with building utilities. Coordinate work of various Sections having interdependent responsibilities for installing, connecting to, and placing in service, such equipment.
C. Coordinate space requirements and installation of mechanical and electrical work, which are indicated diagrammatically on Drawings. Follow routing shown for pipes, ducts, and conduit, as closely as practicable; place runs parallel with line of building. Utilize spaces

efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
D. In finished areas, except where otherwise indicated, conceal pipes, ducts, and wiring within the construction. Coordinate locations of fixtures and outlets with finish elements.
E. Coordinate completion and clean-up of Work of separate Sections in preparation for Substantial Completion and for portions of Work designated for Owner’s occupancy.
4.3 ALTERATION PROJECT PROCEDURES
A. Close openings in exterior surfaces to protect existing work from weather and extremes of temperature and humidity.
B. Remove, cut, and patch work in a manner to minimize damage and to provide a means of restoring products and finishes to original condition.
C. Refinish visible existing surfaces to remain in renovated rooms and spaces, to specified condition for each material, with a neat transition to adjacent finishes.
D. Where new work abuts or aligns with existing, perform a smooth and even transition.
Patched work to match existing adjacent work in texture and appearance.
E. When finished surfaces are cut so that a smooth transition with new work is not possible, terminate existing surface along a straight line at a natural line of division and make recommendation to COR.
5.0 CUTTING AND PATCHING
5.1 GENERAL
A. Cutting and patching required to access work in existing walls, in chases, above inaccessible ceilings, below floors, etc., shall be by the Contractor who requires the access, unless shown on the bid documents otherwise or noted otherwise.
B. The Contractor shall do all cutting, or fitting of the work as required to make its several parts fit together, or to receive the work of others, as shown or reasonably implied by the drawings or specifications, or as may be directed by COR. Holes cut in exterior walls and/or roofs shall be waterproofed.
C. The Contractor who cuts shall also be responsible for patching. Where cutting and patching is required, the Contractor shall hire individuals skilled in such work to do cutting and patching.
D. The Contractor who removes or relocates building components which leaves a remaining opening shall be responsible for patching the opening.
E. Patching includes repairing openings to match adjacent construction and painting the surface to match existing. Painting means covering the entire wall where patching is to be done to nearest break point or corner unless indicated to be done by other trades.
F. Contractor shall not endanger any work by cutting, digging or otherwise and shall not cut or alter the work of others without their consent.

G. Do not pierce beams or columns without permission of Contracting Officer's Representative and then only as directed in writing. If any ductwork, piping, conduit, etc.
is required through walls or floors where no sleeve has been provided, use a core drill or saw cut to prevent damage and structural weakening.
H. Wherever any material, finish, or equipment, is damaged, the skilled trade shall accomplish the repair or replacement, in that particular work and the cost shall be charged to the party responsible for the damage. The Owner reserves the right to disallow any means and/or methods that, in the opinion of Owner, are harmful to and/or not in the best interest of preserving the improvements receiving the work.
6.0 FIELD ENGINEERING
6.1 The General Contractor shall provide all field engineering services necessary for the building layout and grade staking. Establish elevations, lines, and levels, utilizing recognized engineering survey practices.

7.2 SCHEDULE OF VALUES
A. Submit typed schedule on AIA Form G703 – Application and Certificate for Payment Continuation Sheet.
B. Submit Schedule of Values in duplicate within 20 days after date of Owner-Contractor Agreement.
C. Format: Utilize the Table of Contents of this Project Manual. Identify each line item with number and title of the major specification Section.
D. Include separately from each line item directly proportional amount of the Contractor’s overhead and profit.
E. Revise schedule to list approved Change Orders, with each Application For Payment.
7.3 APPLICATIONS FOR PAYMENT
A. Submit three (3) copies of each application on AIA Form G702 – Application and Certificate for Payment.
B. Content and Format: Utilize Schedule of Values for listing items in Application for Payment.
7.4 CHANGE PROCEDURES
A. The CO will advise on minor changes in the Work not involving

an adjustment to Contract Sum or Contract Time as authorized by AIA A201, 1997 Edition, Paragraph 7.4 – Minor Changes In The Work.
B. The CO may issue a Proposal Request, which includes a detailed description of a proposed change with supplementary or revised drawings and specifications, a change in Contract Time for executing the change. The Contractor shall prepare and submit to the CO, a cost proposal within 10 days.
C. The Contractor may propose a change by submitting request for change to the CO, describing the proposed change and it’s full effect on the Work. Include a statement describing the reason for the change, and the effect on the Contract Sum and Contract Time with full documentation and a statement describing the effect on Work by separate or other contractors.
D. Stipulated Sum/Price Change Order: Based on Proposal Request and Contractor’s fixed price quotation.
E. Unit Price Change Order: For pre-determined unit prices and quantities, the Change Order will be executed on a fixed price basis. For unit costs or quantities of units of work, which are not pre-determined, execute Work under a Construction Change Directive, AIA Document G714. Changes in Contract Sum/Price or Contract Time will be computed as specified for “Time and Material Change Order”.
F. Construction Change Directive: CO may issue a directive on AIA Document G714 signed by the Owner, instructing the Contractor to proceed with the change in the Work, for subsequent inclusion in a Change Order. Document will describe changes in the Work, and designate a method of determining and change in Contract Sum/Price or Contract Time. Promptly execute the change.
G. Time and Material Change Order: Submit itemized account and supporting data after completion of change, within time limits indicated in the Conditions of the Contract. CO will determine the change allowable in Contract Sum/Price and Contract Time as provided in the Contract Documents.
H. Change Order Forms: AIA Document G701 - Change Order.
I. Execution of Change Orders: CO will issue Change Orders for signatures of parties as provided in the Conditions of the Contract.
8.0 PROJECT MEETINGS

8.2 PRE-CONSTRUCTION CONFERENCE
A. The CO will schedule a preconstruction conference after Notice of Award.

B Attendance will be required of the general contractor and representatives from all subcontractors.
8.3 PROGRESS MEETINGS
A. The General Contractor shall schedule and administer progress meetings throughout the duration of the project on a bi-monthly interval.
B. The General Contractor shall preside at meetings, record minutes and distribute copies within ten (10) days to CO, Owner, meeting participants and those affected by decisions made during the meetings.
C. Attendance is required of job superintendent, major Subcontractors and suppliers as appropriate to agenda topics for each meeting. The CO and Owner reserve the right to attend progress meetings.
D. Agenda
1. Review minutes of previous meetings.
2. Review of Work in progress.
3. Field observations, problems, and decisions.
4. Identification of problems which impede planned progress.
5. Review of submittals schedule and status of submittals.
6. Review of off-site fabrication and delivery schedules.
7. Maintenance of progress schedule.
8. Corrective measures to regain projected schedules.
9. Planned progress during succeeding work period.
10. Other business relating to Work.
8.4 PRE-INSTALLATION CONFERENCES
A. When required in individual specification Section, convene a pre-installation conference at the work site prior to commencing work of the Section.
B. Require attendance of parties directly affecting, or affected by, work of that specific Section.
C. Notify CO four days in advance of meeting date.
D. The General Contractor shall preside at conference, record minutes, and distribute copies within two days after conference to participants, with two copies to the CO.
E. Review conditions of installation, preparation and installation procedures, and coordination with related work.
9.0 SUBMITTALS

9.2 SUBMITTAL PROCESS
A. Shop Drawings: All shop drawings and product submittals shall be stamped and/or signed by the General Contractor certifying that review, verification of products required, field dimensions, adjacent construction work, and coordination of information, is in accordance with the requirements of the Work and Contract Documents.
B. Identify variations from the Contract Documents that may affect the successful performance of the completed Work.
C. Revise and resubmit submittals as required; identify all changes made since previous submittal.
9.3 CONSTRUCTION PROGRESS SCHEDULES
A. Submit initial progress schedule in duplicate within 20 days after date of Owner- Contractor Agreement for COR and CO review.
B. Submit revised schedules with each Application for Payment, identifying changes since previous version.
C. Indicate estimated percentage of completion for each item of Work at each submission.
9.4 PROPOSED PRODUCTS LIST
A. Within 20 days after date of Owner-Contractor Agreement, submit complete list of major products proposed for use, with name of manufacturer, trade name, and model number of each product.
9.5 SHOP DRAWINGS
A. Shop drawings shall be submitted in electronic format (e-mail) .
B. The General Contractor shall copy all reviewed shop drawings onto electronic format (cd or DVD) and include with submittal of O&M Manuals to the Owner as part of the project close-out requirements.
9.6 PRODUCT DATA
A. Submit complete product data information including installation procedures.

A. Submit samples to illustrate functional and aesthetic characteristics of the Product, with integral parts attachment devices.
B. Submit samples of finishes in full range of manufacturer’s standard colors if no specific finish/color is specified in the Project Manual.
C. Submit samples of finishes in custom colors, textures, and patterns for COR selection where specific or custom finishes are listed in the Project Manual.
9.8 MANUFACTURER’S INSTRUCTIONS
A. When specified in individual specification Sections, submit manufacturers’ printed instructions for delivery, storage, assembly, installation, adjusting, and finishing, in quantities specified for Product Data.
B. Identify conflicts between manufacturers’ instructions and Contract Documents.
10.0 TESTING AND QUALITY CONTROL SERVICES

10.3 SELECTION AND PAYMENT
A. The General Contractor shall employ and pay for services of an independent testing laboratory to perform specified inspection and testing.
B. Employment of testing laboratory shall in no way relieve Contractor of obligation to perform work in accordance with requirements of the Contract Documents.
10.4 QUALITY ASSURANCE
A. Laboratory: Authorized to operate in the state of Wisconsin.
10.5 CONTRACTOR SUBMITTALS
A. Prior to start of Work, submit testing laboratory name, address, and telephone number, and names of registered engineer that will be responsible for the testing and submittal of test results.
B. Submit test reports to the Architect’s office.
10.6 LABORATORY RESPONSIBILITIES
A. Perform specified inspection, sampling, and testing of subsoil excavations, structural fill

material and compaction testing as outlined under Section 31 23 00 – Earthwork.
B. Perform sampling and testing of concrete work as described under spec Section 03 30 00
– Cast-In-Place Concrete, Art. 3.10 – Field Quality Control.
10.7 SITE TESTING
A. Concrete Testing
1. Testing firm will take cylinders and perform slump and air entrainment tests in accordance with ACI 301. Refer to Section 03 30 00 – Cast-In-Place Concrete for testing requirements.
2. Three concrete test cylinders will be taken for every 75 or less cu. yds. Of concrete placed every day. One additional test cylinder will be taken during cold weather and be cured on site under same conditions as concrete it represents.
3. One slump test will be taken for each set of test cylinders taken.
B. Concrete Floor Slab Moisture Testing
1. Perform concrete slab moisture testing per ASTM F2170-02; Standard Test Method for Determining Humidity in Concrete Floor Slabs Using in-situ Probes.
10.8 CONTRACTOR RESPONSIBILITIES
A. Cooperate with laboratory personnel, and provide access to the Work. Notify testing laboratory in advance of work to be tested to schedule field inspection and material sampling.
11.0 TEMPORARY UTILITIES
11.1 SECTION INCLUDES
A. Temporary Heat and Ventilation

11.2 TEMPORARY HEAT AND VENTILATION
A. Use of existing heating and ventilating system for temporary heating and ventilating will be available. The Owner will pay cost of fuel associated with operating existing HVAC during the duration of the project.
B. Heating units shall be operated as required to maintain required levels of temporary heat as per following schedule.

C. Following minimum inside temperatures shall be maintained:
1. 40°F. at all times when any concrete is not thoroughly set.
2. 55°F. prior to, during plastering and until plaster is dry.
3. Maximum temperature in building shall be 72°F during heating season.
D. When building is ready for interior finishing, Contractor shall provide adequate ventilation by providing temporary fans and/or other equipment to adequately dry out the building.
11.3 TEMPORARY WATER, SEWER AND PUMPS
A. Water:
1. The Contractor shall have access to the existing domestic water system.
2. Each Contractor shall provide his own hose or piping from hose bibbs.
B. Sewer: Immediately after award of contract, Plumbing Contractor shall make arrangements to begin underground sewer work and shall complete sewer work, including backfilling required, as soon as possible.
1. Pumps and temporary connections required for pumping water from building and excavations shall be provided by Contractor requiring same to protect his work and to allow continuation of his work to assure conformance with the progress schedule.
11.4 TEMPORARY ELECTRICAL WORK
A. The Electrical Contractor shall connect to the existing electrical panels serving the Fish Holding area.
1. Provide one (1) service for job trailers and temporary office trailers.
B. Temporary light and power system shall include separate panelboards, branch circuits, outlets and lamps, and the maintenance thereof.
C. Contractors requiring power for equipment requiring more than 20 ampere, 120 volt, single phase; for either radiant or resistance type electric heating equipment, or other than single phase, portable, fractional horsepower, motorized equipment shall make separate arrangements with the Electrical Contractor for installation and related costs of same, including separate metering, energy charges, etc. This shall be at Contractor's own expense.
D. All energy charges for 200 ampere electrical service, 120/240 volt, single phase, three wire electrical current used for temporary lighting and power shall be paid for by the Owner. All energy charges for greater current used for temporary power to be paid for by Contractor requiring same.
E. Each Contractor shall provide and pay for installation of temporary service for lighting of their temporary offices.
F. The Electrical Contractor shall provide wiring from distribution panel(s). The Electrical

Contractor shall also provide, at no cost to other Contractors, all lamps, wiring, switches, sockets and similar equipment required for temporary system until substantial completion. Upon completion of the project, the Electrical Contractor shall remove the temporary system.
G. Contractors shall furnish their own extension cords and lamps other than those furnished for general lighting.
H. Contractors shall be allowed to use the service provided for general lighting and fractional horsepower hand tools at no cost to them.
I. The Electrical Contractor shall expedite the work under his contract in such a manner that the permanent power wiring system and panels will be installed and connected to permanent heating and ventilating equipment in time to operate and test the equipment when the building has been closed sufficiently to permit the use of portions of heating and ventilating system for temporary heating during construction. Permanent wiring and connections may be used at permanent equipment; however, the use of the permanent system during construction shall in no way waive any part of the guarantee period. All expenses, electrical and gas usage, used by the permanent heating equipment for temporary heat shall be paid for by the Building Owner.
J. After substantial completion of the permanent electrical system and building wiring by the Electrical Contractor, permanent receptacles may be used during finishing work.
Permanent wiring for lighting fixtures, switch and receptacles shall be installed only after all masonry and plastering have been completed, but this wiring shall not be used for motors larger than fractional horsepower or for welding equipment. Circuits for larger motors and welding equipment may be provided with special circuits to mains of electrical panels at the expense of Contractors requiring them, provided that special permission is obtained from the CO and the installation is made by the Electrical Contractor.
11.5 TEMPORARY TOILETS
A. The General Contractor shall provide approved and adequate temporary toilet facilities for all trades.
11.6 TEMPORARY TELEPHONES
A. It is expected that each contractor have access to their own cell phone for their own use.
No additional telephone service will be provided.
11.7 FIRE PROTECTION
A. During construction period, General Contractor shall provide and maintain in working order a minimum of two 10 pound capacity dry chemical type fire extinguishers at each floor level, suitable for Class A, B and C fires.

12.3 COLD WEATHER PROTECTION
A. Heating and covering required to protect building and materials from injury due to freezing during construction period prior to enclosure of building shall be classified as cold weather protection. Such protection shall be provided by each Contractor as long as necessary to protect his work from damage. Temporary power source may not be used for heating unless taken from temporary power source separately metered, installed and paid by Contractor requiring same. Each Contractor to pay all costs of providing cold weather protection including cost of fuel, heating units, etc., to protect his own work.
B. Portable Units: Use of temporary units which may damage materials such as oil salamanders will not be allowed.
12.4 TEMPORARY STAIRS, LADDERS, RAMPS, RUNWAYS, SCAFFOLDS, TOOLS AND
EQUIPMENT
A. General Contractor shall provide temporary stairs, runways, ramps, and temporary exterior and interior walkways.
B. Each Contractor to provide his own ladders and appropriate type scaffolds for exterior and interior work and allow his subcontractors to use same without cost. Remove scaffold after completion of work.
1. Each Contractor and subcontractor to provide his own equipment and small tools.
C. NOTE: Gas, oil, maintenance repairs, rental fees, licensing, insurance and all other related costs to operate and maintain all trucks and equipment to carry out the work to be furnished by each Contractor as it relates to work under his contract.

14.2 SECURITY PROGRAM
A. Prior to mobilization on-site, the General Contractor shall, in coordination with the Owner, initiate and maintain a project site security program. The security will restrict and monitor entrance onto the site by authorized personnel under the General Contractor’s responsibility.
14.3 ENTRY CONTROL
A. The General Contractor shall maintain a log of workman and visitors that require access to the site and onto the Owner’s grounds.
B. The daily log shall be made available to the Owner upon request and copy provided on a weekly basis.
14.4 PERSONNEL IDENTIFICATION
A. All workman or visitors shall be required to wear identification cards that include a personal photograph, name, contractor’s name.
B. General Contractor shall maintain a list of persons and subcontractors and make available to the Owner on a weekly basis.

16.2 CONTRACTOR’S STAGING AREA
A. ‘Contractor’s Staging Area’ shall be coordinated with the Owner. The General Contractor shall be responsible for the surface preparation, maintenance and restoration of staging areas utilized for contractor’s construction sheds, equipment and workman vehicular parking, and material storage during the duration of the project.
B. Perimeter security fencing may be installed if determined as necessary by the General Contractor. Costs associated with installation and removal of fencing to be paid by the General Contractor.
C. Surface preparation includes the placement of temporary gravel or asphalt as determined by the General Contractor. Surface material shall be removed at the completion of the project.
D. Erosion and sediment control shall be provided as necessary to prevent run-off from the staging areas onto adjacent grounds.
E. Post Construction Restoration: The Contractor shall be responsible for the restoration of all areas disturbed during the construction period prior to project closeout. The restoration work will include re-grading of subgrade, importing and spreading of soils similar to original top surface soils, and the seeding.
F. Asphalt driveways damaged by the Contractor’s equipment, including material delivery vehicles, shall be removed and repaved prior to project closeout.
16.3 CONSTRUCTION PARKING CONTROL
A. Control vehicular parking to prevent interference with Owner’s public driveways and parking areas. On-site parking of workman’s vehicles shall be restricted to areas designated and approved by the Owner. Prevent parking in non-designated areas.
17.0 PROJECT IDENTIFICATION AND SIGNAGE
17.1 None required.
18.0 TEMPORARY FIELD OFFICES AND STORAGE SHEDS

Sheds shall have woodfloors raised above ground. Construction activities and storage of materials and equipment shall be confined within the limits of the construction camp as directed by the CO and/or Owner.
19.0 STORAGE OF MATERIALS AND EQUIPMENT
19.1 There is limited space available on the site for storage of materials and equipment. The Contractor shall coordinate the use of these facilities with the Owner. The Contractor will be responsible for all handling of the materials and equipment and he shall maintain insurance on stored materials and equipment. The Contractor shall also be responsible for the protection of stored materials and equipment.

20.2 STARTING SYSTEMS

F. When specified in individual specification Sections, require manufacturer to provide authorized representative to be present at site to inspect, check and approve equipment or system installation prior to start-up and to supervise placing equipment or system in operation.
G. Submit a written report to the Owner that equipment or system has been properly installed and is functioning correctly.

C. Maintaining Documents and Samples: Store record documents in the field office apart from the Contract Documents used for construction. Do not use Project Record Documents for construction purposes. Maintain record documents in good order and in a clean, dry, legible condition. Make documents available at all times for the Supervising Professional's inspections.
D. Record Drawings
1. Markup Procedure: During construction, maintain a set of Contract Drawings for Project Record Document purposes.
2. Mark these Drawings to show the actual installation where the installation varies from the installation shown originally. Give particular attention to information on concealed elements that would be difficult to identify or measure and record later. Items required to be marked include, but are not limited to, the following:
a. Dimensional changes to the Drawings.
b. Revisions to details shown on the Drawings.
c. Depths of foundations below the first floor.
d. Location and depth of underground utilities.
e. Revisions to routing of piping and conduits.
f. Revisions to electrical circuitry.
g. Actual equipment locations.
h. Duct size and routing.
i. Locations of concealed internal utilities.
j. Changes made by change order or Construction Change Directive.
k. Changes made following the Supervising Professional's written orders.

E. Responsibility for Markup: The General Contractor, whether the individual or entity is the installer, subcontractor, or similar entity, shall prepare the markup on record drawings.
1. Accurately record information in an understandable drawing technique.
2. Record data as soon as possible after obtaining it. Record and check the markup prior to enclosing concealed installations.
3. At time of Substantial Completion, submit record drawings to the Supervising Professional for the Owner's records. Organize into sets and bind with durable cover sheets that include appropriate identification, including titles, dates, and other information.
21.6 OPERATION AND MAINTENANCE DATA / OWNER TRAINING
A. Drawings and general provisions of Contract, including General and Supplementary
Conditions and other Division-1 Specifications Sections apply to this Section.
B. This Section specifies administrative and procedural requirements for operating and maintenance manuals including the following:
1. Operating and maintenance manuals.
2. Material finish and maintenance information.
3. Owner training and instruction.
C. Related Sections:
1. Division 2-33 Sections for special operating and maintenance data requirements for specific pieces of equipment or building operating systems.
2. Division 1 Section “Project Close out” for general closeout requirements.
D. Submittals
1. Initial Submittal: Submit 1 draft copy of each manual at least 21 days before requesting inspection for Substantial Completion. Include a complete operation and maintenance directory. Supervising Professional will return 1 copy of draft and mark whether general scope and content of manual are acceptable.
E. Final Submittal: Submit 1 copy of each manual in final form at least 15 days before final inspection. Supervising Professional will return copy with comments within 15 days after final inspection.
1. Correct or modify each manual to comply with Supervising Professional's comments. Submit 3 copies of each corrected manual within 15 days of receipt of Supervising Professional's comments.
F. Manuals, General
1. Organization: Organize manuals into suitable sets of manageable size.

G. Binders: Provide heavy-duty, 3-ring, vinyl-covered binders, 1 to 2 inch thick as required to contain information, sized for 8-1/2-by-11-inch paper with inside pockets or pocket folders for folded sheets.
H. Table of Contents: After the Title Page, include a typewritten table of contents for each volume, arranged systematically according to the Project Manual format. Include a list of each product included, identified by product name or other appropriate identifying symbol and indexed to the content of the volume.
I. Content: In each manual, include information specified in individual Specification
Sections and in this Section.
J. Warranties, Bonds and Service Contracts: Provide a copy of each warranty, bond or service contract in the appropriate manual for the information of the Owner's operating personnel.
K. Provide written data outlining procedures to be followed in the event of product failure.
List circumstances and conditions that would affect validity of the warranty or bond.
L. Responsibility: The General Contractor is responsible for submitting maintenance manuals for all Work. Where a manual includes information on installations by more than one contract, the Contractor who is the principal source of information shall receive information from other contractors, coordinate and collate information for a unified manual, and provide binders and submittal as specified.
M. Operation Manuals
1. For each major building component and its controls, include the following in the manuals for daily operations and management of the systems and equipment:
a. System or equipment description with design factors and assumptions.
b. Manufacturer Name.
c. Model number.
d. Serial number of each component.
e. Emergency instructions.
f. Spare parts list.
g. Copies of specific warranties, bonds, and service contracts.
h. Wiring diagrams.
i. Recommended maintenance procedures and turn-around times.
j. Inspection and system-test procedures.
k. Copies of applicable Shop Drawings and Product Data.
l. Listing of required maintenance materials.
m. Names and addresses of sources of maintenance materials.
n. Maintenance drawings and diagrams.
o. Precautions against improper maintenance and exposure.
N. Material and Product Maintenance Manuals
1. Architectural Products: Provide manufacturer's data and instructions on care and maintenance of architectural products, including applied materials and finishes, as applicable:

O. Care and Maintenance Instructions: Provide information on care and maintenance, including manufacturer's recommendations for types of cleaning agents to be used and methods of cleaning. Provide information regarding cleaning agents and methods that could prove detrimental to the product. Include manufacturer's recommended schedule for cleaning and maintenance.
P. Systems and Equipment Maintenance Manuals
1. Equipment and Systems: Provide the following information for each piece of equipment, each building operating system, and each electric or electronic system.
2. Description: Provide a complete description of each unit and related component parts, including the following:
a. Equipment or system function.
b. Operating characteristics.
c. Limiting conditions.
d. Performance curves.
e. Engineering data and tests.
f. Complete nomenclature and number of replacement parts.
3. Manufacturer's Information: For each manufacturer of a component part or piece of equipment provide the following:
a. Printed operating and maintenance instructions.
b. Assembly drawings and diagrams required for maintenance.
c. List of items recommended to be stocked as spare parts.
4. Maintenance Procedures: Provide information detailing essential maintenance procedures, including the following:
a. Routine operations.
b. Trouble-shooting guide.
c. Disassembly, repair and reassembly
d. Alignment, adjusting and checking.
5. Operating Procedures: Provide information on equipment and system operating procedures, including the following:
a. Start-up procedures.
b. Equipment or system break-in.
c. Routine and normal operating instructions.
d. Regulation and control procedures.
e. Instructions on stopping.
f. Shut-down and emergency instructions.
g. Summer and winter operating instructions.
h. Required sequences for electric or electronic systems.
i. Special operating instructions.
6. Servicing Schedule: Provide a schedule of routine servicing and lubrication requirements, including a list of required lubricants for equipment with moving parts.
7. Controls: Provide a description of the sequence of operation and as-installed control diagrams by the control manufacturer for systems requiring controls.
8. Provide as-installed color-coded piping diagrams, where required for identification.
Q. Valve Tags: Provide charts of valve tag numbers, with the location and function of each valve.
R. Circuit Directories: For electric and electronic systems, provide complete circuit directories of panel boards, including the following:

21.7 Instructing the Owner's Personnel
A. General: Prior to final inspection, instruct the Owner's personnel in operation, adjustment, and maintenance of products, equipment and systems. Provide instruction at mutually agreed upon times.
B. For equipment that requires seasonal operation, provide similar instruction during other seasons.
C. Use the operation and maintenance manuals for each piece of equipment or system as the basis of instruction. Review contents in detail to explain all aspects of operation and maintenance.
D. Prepare binder covers with printed title “OPERATION AND MAINTENANCE INSTRUCTIONS”, title of project, (and subject matter of binder when multiple binders are required).
E. Internally subdivide the binder contents with permanent page dividers, logically organized as described below: with tab titling clearly printed under reinforced laminated plastic tabs.
E. Contents: Prepare a Table of Contents for each volume, with each Product or System description identified.
F. Part 1: Directory, listing names, addresses and telephone numbers of CO,COR, Contractor, Subcontractors, and major equipment suppliers.
G. Part 2: Operation and maintenance instructions, arranged by system and Subdivided by specification section. For each category, identify names, addresses and telephone numbers of subcontractors and suppliers. Identify the following:
1. Significant design criteria
2. List of equipment
3. Parts list for each component
4. Operating instructions
5. Maintenance instructions for equipment and systems
6. Maintenance instructions for (special) finishes, including recommended cleaning methods and materials and special precautions identifying detrimental agents.
