Clarifications Amendment 006
1. With the introduction of the water spike system and elimination of the degassing towers per the Statement Of Work Section C Subsection II.A.4.a, does this mean the removal of the roof is unnecessary in Detail 2 S01 of the drawings? Does this also eliminate Detail 8 of P10 and the Framing Details 2-3 of S03 of the Drawings?
1. Clarification: The removal of the roof is dependent on how the contractor installs components. The planned roof removal was related to the degassing towers.
2. Does FWS have a specified number of units required for the water spike system noted for installation in Section C Subsection II.A.4.a of the SOW and is there a proposed installation method?
1. Clarification: The flow of the system is 3000gpm. The number of units will be determined by the supplier. The maximum number of flow through one unit is 250gpm.
3. Per the Statement Of Work Section C Subsection II.A.4.b the existing UV system is to remain unchanged and not included in the contract. Does this mean the Steel Outlet Pipe and Vertical Vent Pipe in Keynote 4 of P02 in the drawings are to remain unchanged as well?
1. Clarification: The UV system will remain. Any references in the specifications or drawings should be ignored, expect connecting the pipeline to the system.
4. Request for an extension on the period whereby questions can be submitted up to 11/22/23?
1. Clarification: The period to submit questions has been extended to 12/01/23 given the holidays and amendments.
2. Clarification: Additionally the Offer due date has been extended to 12/11/23
5. Amendment 0005 states the drum filters in SOW Section C subsection II.A.3 have been removed and are no longer part of the scope of Work. Does this mean all associated piping will also remain unchanged? Please confirm.
1. Clarification: The SOW has been altered to include the Drum Filters
6. Will Design drawings be required of the Contractor for the new Water Spike system noted in
SOW Section C subsection II.A.3 and if so, will they need to be stamped by a professional engineer?
1. Clarification: No, the contractor shall submit a drawing of the manifold system through the submittal process.
7. Does FWS plan on providing a shoring plan for the CMU demo and replacement in Detail pages S01 and S02 of the Drawings?
1. Clarification: All details that will be submitted related to CMU repair is in the specifications and drawings.
8. SOW under CMU replacement calls to replace the entire block for the first 3 courses. Photos within documents were also reviewed. Is it acceptable to replace the face of the CMU block in leu of replacing the entire block?
1. Clarification: Yes, the damaged block will need to be chipped out or some other method to adequately strengthen the block.
9. Can the government provide more detail on the make and or type of existing block?
1. Clarification: The detail of the block wall was provided in Amendment 0004.
10. The drawings call for a section of the standing seam metal roof to be removed, retained, and reinstalled. Can the work be complete while leaving the existing roof in place?
1. Clarification: The removal of the roof is dependent on how the contractor installs the components. The planned roof removal was related to the degassing towers.
11. Is it acceptable for the contractor’s superintendent to also fulfill the roles of the site QC manager and safety manager, or do these roles need to be served by additional persons?
1. Clarification: Yes
12. Amendment 004 states that the Period of Performance is 12/15/23-4/1/25, which results in 474 calendar days. The solicitation states 400 calendar days after notice to Proceed (NTP), When does the government anticipate awarding the project?
1. Clarification: The government intends to make and award decision within 60 days of the solicitation closing. The period of performance is 400 days which starts after the issuance of the notice to proceed. The period of performance dates reflect over 400 days given administrative functions between the end of the solicitation, award, and pre-construction conference call. I do not anticipate having and award decision until January and to hold a pre-construction conference call within 2 weeks after award issuance and the NTP would be issued shortly after the Pre-construction Conference call.
13. What is the ‘trigger’ for the issuance of the NTP? Does the government expect preconstruction activities (submittals) to start in 2023?
1. Clarification: I do not anticipate having and award decision until January and to hold a pre-construction conference call within 2 weeks after award issuance and the NTP would be issued soon after the Pre-construction Conference call.
14. Can time be given for critical submittals and long lead items prior to the issuance of the NTP/start of the timeclock? Is the completion date of 4/1/25 a non-negotiable date, or is there flexibility due to uncontrollable impacts of long lead materials, weather, etc?
1. Clarification: Flexibility will be on a case by case basis with regards to submittals. The USFWS realizes that there are significant lead times for many of the materials needed for the project.
2. Clarification: The completion date is the desired date and not negotiable, not withstanding elements outside of our control.
15. Per the drawings, a section of the roof is to be removed and retained. This appears to be a standing seam metal roof. Is it acceptable to remove and replace with new panels? The panels would not be an exact match due to fading, but would be similar.
1. Clarification: The roof removal specification was more of a function of installing the packed columns, which are replaced by the smaller water spike units in the SOW.
Removal/Replacement of the roof is an acceptable option, but may not be necessary.
16. The SOW which I have attached as well as previous issues, all refer to numerous page callouts that are not identified on the construction documents. Information does not appear to be available. Please clarify.
1. Clarification: The SOW page callouts are the drawings sheets
17. Drawing E15 is also not included in the drawings.
1. Clarification: This page was removed from the previous design and any reference was retained in error.
18. With the extensive changes to the drawing bid packages that have been submitted for the mechanical portion of the work we need to get revised drawing so that we ensure that everyone is bidding the same scope of work. The Fish Hatchery crew talked about the changes as we walked down the project, but updated drawings would be required to cover the project scope.
(There are significant piping, concrete work and equipment supply changes that were discussed but are not represented on the drawings, such as: (Removal of new UV system and associated scope, Piping changes due to reusing existing UV system, Change in location of sump and sump pump, Change in design of degassing towers.
1. Clarification: The changes are considered minor and can be field adjusted to account for the minor changes.
19. Now that the UV System is not being replaced, will the piping associated with the existing UV system be replaced with PVC? I would assume so but want to verify.
1. The piping should be used as in the specifications.
20. Do we need to install a radon vent attached to the existing UV piping like the proposed location on the drawings?
1. Yes
21. Installing SS piping for the drum filters piping in lieu of PVC would reduce the likelihood of needing to be replaced in the future due to embrittlement failures or failures from being struck by objects while in service. This would be an additional cost but provide a longer operational life. Shall we price SS or PVC?
1. PVC
22. What size gas piping shall be installed to serve the new generator since the new one will be larger than the current unit?
1. The current piping as identified in the package shall be used.
23. Scope calls out for adding a 4” sloped concrete floor to the disinfection room but with the relocation of sump this will change the stair landing at the end to a non-compliant condition. Should additional modification to the stairs/landing be included in our bid to make it code compliant?
1. No modification of the stair system is needed.
