Clarifications Amendment 009
Key:
• Question o Clarification
• In the demo and replacement of the failing CMU, specification 042200- 3.4.C does not allow for toothing when laying out the wall. Will toothing be allowed or alternatively, would it be acceptable to alternate sections during layout with vertical head joints?
• Yes. The joint needs to be tied into the existing wall.
• If the GE Distribution Panel (EDP from E01 Detail 1) under FAR 52.225-10 cannot be ordered, will an exception be made to use FAR 52.225-11 for NAFTA countries?
• No exception will be provided to waive the Buy American Act for materials, meaning products that meet the requirements in FAR 52.225-9 and FAR 52.225-10.
• NOTE: Equivalent products that meet the buy American Act and by extension FAR
52.225-9 and 52.225-10 are acceptable.
• E01 Work note 3 states the reuse of existing breakers in the new EDP, however, GE has stated this isn’t going to be possible as their panel designs have changed and now use ABB XT breakers.
The existing breakers will not be able to be mounted in it. Please advise.
• The construction methods are determined by the contractor. If government equipment does not fit the new equipment, then the government equipment needs to be replaced.
• For the new 300A Breaker shown for MDC on E01 Detail 1, it is shown going into an “SCP” Style distribution panelboard, however, ABB does not offer mounting hardware or breakers for this style any longer. Please advise.
• The construction methods are determined by the contractor. The alternative method of mounting or breakers are to be determined by the contractor.
• Where can specifications for the new Distribution Board, Panelboard and Transformer be found.
• The electrical component details can be found in the drawings and specifications. The distribution board and panelboard can be found in these documents. The transformer for the electrical pole is handled by the local utility company. The Contractor is responsible for communication, logistics, and any cost associated with upgrading a transformer.
• Bid Schedule indicates for bid item 13 Division 28, the Table of Contents indicates not used, assumption this should be Division 40
• Correct
• The Bid Schedule also includes “Division 28: Data Logging”, however, Division 28 is not part of the specifications. Is this to be excluded from the bid?
• Yes
• The bid schedule lists “Water Spike” as a bid item. Is this item to include materials and labor for installation or is the labor to be included under bid item Division 22: Plumbing?
• All labor and materials shall be included in the “Water Spike” bid item.
• Given the Gas Management Columns are replaced with the Water Spikes, are degassing fans still required in the Headtank Room?
• Yes
• P01 shows a Catch Basin (CB-1) for the sump pump as Jay R Smith 9860 however this item is discontinued. The replacement is Model #9935. This model comes with a 4'' outlet instead of 2'' and differing grate options from what is specified in schedule note 1. Is this an acceptable replacement?
• Yes. Any materials that are called out can be substituted as equal.
• S05 Details 3&4 show structural details for the new stairs, however, there are references to "See
Arch" regarding the actual stair elevation, but no such pages exist. Does FWS plan on providing architectural details for these stairs?
• The tread death shall be 10”.
• Section L Factor 3 requests Past Performance. Is a Past performance questionnaire acceptable.
And if so, would FWS be able to provide the requisite form? Also are CPARS acceptable.
• There is no past performance requirement to submit for technical evaluation. Past performance is reviewed separate from the technical requirement.
• There is no need to provide CPARS information, as this information will be gathered and reviewed internally for the responsibility determination.
• The bid schedule lists Division 2: Radon Mitigation, however, there is no Division 2 in the specifications. Is this bid schedule item no longer relevant as the radon fans are included in Division 23?
• The project still requires radon mitigation. Please submit the price to the bid schedule Division 2 knowing that the work is called out in a different division.
• The Sensor Schedule lists M4KNICK SE715\1.MS which is a "Clark style" digital sensor, however, the specifications call for an Optical sensor. Will the M4KNICK SE740 be an acceptable replacement?
• Yes
• Specification 221433-2.1.F.2 calls for the automatic calibration without manual intervention of the sensor, however, the manufacturers have stated there is no such sensor as the electrolyte solution must be manually replaced in order for recalibration to take place. Please advise.
