Project Memorandum Project: RFP 140F0619R0028

NATIONAL BLACK FOOTED FERRET CONSERVATION CENTER REHAB

CONTRACTOR QUESTIONS

Date: 08/92019 Purpose: Questions and Answers for Pre-Bid Author: Vendors / Eric G. Harris/Tim Officer

Memorandum:

Additional information as discussed at the pre-bid site walk:

1. Work on the Breeding Building HVAC is to be limited to October 15th through December 21st in any given year.

2. The Breeding Building HVAC project may indeed require multiple trips by a commissioning agent due to the work restrictions of the project; only one room of the Breeding Facility will be available for HVAC work at a time.

3. There should be no more than a 1” gap in the underground containment system.

Anything more than that and the animals could escape the enclosure.

4. The work on the outdoor enclosures/pens should be scheduled for a November to June time frame.

The following are questions received from potential contractors reviewing the design documents for the National Black Footed Ferret Conservation Center Rehab project. The answers are provided, as best as possible, for use by all contractors.

1. Can we get a copy of the Geotech Report (soil report) so we know what to expect at the holding pens where the steel piles and 18-inch by eight-foot-deep piers are going?

Answer: There are (2) geotechnical reports available for review. They are dated 04/10/2001 and 04/16/2015.

2. Section [Atch. 1] 03300 Cast-in-Place Concrete calls out the slump, air and strength test required for slabs and sidewalks. [Atch. 3] Section 030010 Concrete Work only calls out the strength required. Please clarify.

Answer: Regarding the concrete specs within Atch. 3, Specifications HVAC NBFCC, Section 030010-Concrete Work, Part 2.08, E and F have tables for the air entrainment and workability (slump). These are the specifications for the Breeding Building HVAC portion of the project.

3. Please confirm that we do NOT need to submit a bid bond with the proposal, and that it will be due within 10 days after the award.

Answer: The reference on the SF 1442 Page 1, block 12a refers to Performance and Payment Bonds as required for the awardee of any contract. Block 13 b references the required Offer Guarantee -- Bid Bond and further in solicitation provision 52.228-1 Bid/offer Guarantee, on page 32 of 43.

4. Please clarify what is meant by “Work Plan.” Since this project has already been designed, please clarify what the difference is between “Project Approach” and “Work Plan.”

Answer: Delete all references to Work Plan; the Project Approach requirement remains the same.

5. If we have a previously received Past Performance Questionnaire, can we use it in lieu of the PPQ form in the solicitation?

Answer: YES

6. The RFP is not clear regarding the full-time onsite Key Personnel. Section 01 40 00 does reference that the contractor is to have an employee responsible for the Quality Control, and that person does not answer to the On-Site Supervisor (Superintendent).

However, it does not state whether this QC person is to be full-time onsite or not. In addition, projects of this magnitude usually require a Site Safety & Health Officer to be onsite, but we do not see any reference for this position to be full-time. Does the Government intend to have the contractor fill the Superintendent, Quality Control Manager, and Site Safety & Health Officer with three (3) separate full-time, onsite personnel?

Answer: It is correct that the individual in charge of Quality Control is not to report directly to the on-site superintendent. This is to assure the independence of the Quality Control. Whether or not they are full time is up to the discretion of the General Contractor. They QC person should be on site at critical times and enough to assure a quality project.

The Health and Safety person may also be the Superintendent if so desired.

7. When will questions be officially closed?

Answer: We typically don’t specify any particular date, though due to the project award goal of contract award by 24 Sep 2019 and the pending fiscal year end, we will not extend the proposal due date to respond to questions.

8. What variance may be granted for the time period specified to complete the interior HVAC work in the Breeding Building?

Answer: As discussed during the pre-bid meeting, time was added to the end of the period of performance to accommodate the Breeding Building HVAC work.

9. Will the Contractor have access to the entire Breeding Building during the interior HVAC work or will the contractor have to complete one room at a time?

Answer: There will only be access to a single breeding room at a time for work within that breeding room. Other work can be completed outside of the individual breeding rooms as coordinated with the staff (wiring, controls, selective demolition, etc.).

10. How much time does FWS require to move the ferrets in and out of the Breeding building?

Answer: As discussed, the staff will plan to move the animals over weekend periods or as needed and coordinated with the contractor.

11. Where will the ferrets be relocated to?

Answer: Fish and Wildlife staff will coordinate location facilities within the campus.

12. Is the Government going to provide a specification for the piers?

Answer: Refer to detail 5 on sheet A20 for pen pier construction information.

13. Is the Contractor’s pricing going to be scored based on the total price including the options?

Answer: YES, see page 33 of 43, solicitation provision 52.217-5 -- Evaluation of Options.

14. What is include in CLIN 00030 “Rehab Pen Containment Area”?

Answer: Items included on this CLIN are as follows:

• Removal and rebuilding of the western containment fence

• New electrical feed from the Mechanical Building, electrical distribution and electrical distribution center

• Electrical power posts

• Underground water distribution system and yard hydrants

• Gravel access drives

• Water redirection ditch to the north, outside of the containment area
