INTRUSION DETECTION SYSTEM DESIGN GUIDELINES

INTRUSION DETECTION SYSTEM (IDS)

All equipment for this contract shall meet the same specifications as the General Services Administration

(GSA) standards and be on the GSA approved list of products. An alternative or equivalent may be used if not on the GSA list, as long as the operable capabilities and standards of the alternate/equivalent product meet the same specifications for materials and workmanship as the GSA approved item.

Foreign products presented as alternate/equivalent products must be approved by the CO prior to use or substitution.

The contractor shall install and make fully functional, an Underwriters Laboratory (UL) listed Intrusion

Detections System (IDS) and integrate said system with proposed Access Control System. The system hardware shall be of a model listed below, unless equivalent is approved, and shall have the capability of expansion through the use of expansion modules, panel tamper notification, remote monitoring and remote annunciation using standard analog, digital or Internet Protocol based communications. The makes and models suggested for the panel component of the system are below.

The government will provide additional connection/monitoring information to the vendor, once the vendor has offered an approved panel as below. The government will most likely contract with the US

Department of Homeland Security‐Federal Protective Service for monitoring service. There shall also be a local annunciation device (siren) placed on the facility for local notification. The siren must be capable of producing at least 100 decibels in a 360 degree pattern.

The IDS control panel, and associated power distribution hardware will be located within the

Information Technology/Telecom Room and shall have at a minimum, an analog phone connection and a Honeywell 6160‐Custom Alpha or equivalent keypad located on the panel door.

A battery backup shall be incorporated into the IDS panel using a 7 AMP Hour battery that will allow for a minimum of 4 hours backup power, from initial commercial power failure.

System Panels Authorized

A. Honeywell (Ademco) model numbers‐ Vista 128 and 250 series

B. Radionics/Bosch model numbers 7412G & 9412G series

C. CADDx model number NX8E

D. DMP models XR100 & XR500

(Proprietary panels such as TYCO or ADT panels will not be accepted due to the inability to provide adequate support.)

All wood, metal, or solid core doors will be fitted with recessed magnetic contacts where appropriate. If a non‐recessed magnetic contact is preferred by the contractor, then approval from the CO must be granted, unless identified in the design process.

In addition, all devices shall be hard‐wired. No wireless devices are allowed on the system unless approved by the CO. In addition, the IDS system will be connected to the PACS system and will “shunt” the IDS system from sending an intrusion signal upon a valid card scan for entry at all PACS readers.

Recommended IDS hardware is listed below. Alternates or comparable products, with the same purpose, functionality and UL rating, may be utilized upon approval by the CO. The vendor shall provide cut sheets on all components of the system for review prior to installation. Failure to provide cut sheets for approval shall not obligate the government to any additional costs if the equipment is later determined to be substandard or unacceptable because of failure to submit said cut sheets.
