CLOSED CIRCUIT VIDEO SYSTEM DESIGN GUIDE

CLOSED CIRCUIT VIDEO SYSTEM (CCV)

All equipment for this contract shall meet the same specifications as the General Services Administration

(GSA) standards and be on the GSA approved list of products. An alternative or equivalent may be used if not on the GSA list, as long as the operable capabilities and standards of the alternate/equivalent product meet the same specifications for materials and workmanship as the GSA approved item.

Foreign products presented as alternate/equivalent products must be approved by the CO prior to use or substitution.

The contractor shall install and make fully functional, a network capable Close Circuit Video (CCV) system.

This system will be an operational system for the Valle de Oro National Wildlife Refuge. The system will be an Internet Protocol (IP) based system and a Network Video Recorder (NVR) capable of recording at a minimum 32 IP based cameras, and provide Power over Ethernet (PoE) to all cameras. All cameras shall have Infrared or Low Light capabilities to ensure image capture during hours of darkness.

The NVR must have the capability of retaining raw video data for a minimum of 30 days, and the ability to transfer said video to portable media (USB drive or DVD‐Rom). The contractor shall provide a single

32” monitor with the NVR for review purposes. The NVR shall have the capability of being connected to a wired or wireless network, and have software installed allowing remote access thru a Virtual Private

Network. This system will not be connected to the US Fish and Wildlife Service network, or any commercial network at this time.

The NVR and Power over Ethernet (PoE) switches will be placed in a location designated during the building design process, and must remain in conduit thru any ceiling penetrations. All wiring will be

Category 6e minimum, with appropriate connectors at the end of each cable run, with each line appropriately marked using tags. All cables will be placed in conduit with appropriate junction boxes throughout the facility to allow for future expansion. There shall be a minimum of two (2) tag lines in each conduit line, and those tag lines must be accessible at all terminations, and at any junction box utilized for the cable runs. All tag lines shall, at a minimum, have a 24 inch loop at each end.

All conduit containing CCV cabling shall be a minimum of 12 inches from any electrical systems that are of a voltage greater than 24 volts. High voltage and low voltage wiring will not be intermixed in the same conduit or be closer than 12 inches to reduce interference.

All cables will be placed in conduit with appropriate junction boxes throughout the facility to allow for future expansion. There shall be a minimum of two (2) tag lines in each conduit line, and shall be accessible at the termination of each piece of conduit, and at any junction box utilized for the cable runs. All tag lines shall, at a minimum, have a 24 inch loop at each end, and at each junction box.

The contractor shall provide cabling consisting of Category 6e minimum, with appropriate connectors at the end of each cable run termination, and any appropriate network jack, connected in the

Refuge/Station Manager and Asst. Refuge/Station Manager’s offices when appropriate. The termination jacks shall be separate from dedicated network lines for USFWS technology. Cables will be placed in conduit with appropriate junction boxes, and marked appropriately. The contractor shall provide all hardware and software for remote monitoring of the NVR.

The contractor shall place additional conduit and cabling to allow for connection from the NVR to each exterior corner of the facility in the soffits or roof parapets as appropriate. Category 6e wiring will terminate in the roof soffit using appropriate soffit boxes when a camera is not designated for that location. The wiring shall be at least a single run to each unused corner, with a 24 inch loop available at the end of the line, and an addition tag line with a 24 inch loop at each end. The soffit boxes will recessed into the soffit, or placed in the roof parapet so as to not degrade the seal of the roofline, and will be covered with matching covers (painting is allowed), allowing access from the exterior of the roof line.

The contractor shall provide as‐built drawings to the CO at the conclusion of the contract, and shall provide end user training for the system. All conduit and wiring shall be appropriately marked and labeled by the contractor. In addition, all hardware, and peripherals shall be warranted for an additional

1 year after the expiration of the manufacturer’s warranty, and all software must be registered to the US

Fish and Wildlife Service, and master copies of said software provided to the Information Technology division.

The vendor shall provide cut sheets on all components of the system for review prior to installation.

Failure to provide cut sheets for approval shall not obligate the government to any additional costs if the equipment is later determined to be substandard or unacceptable because of failure to submit said cut sheets.

Camera Types

A. Dome‐ IP Camera 360/180 degree High Definition/Low Light Capable

B. Dome‐IP Camera Fixed with Variable Focus Lense/Low Light Capable

C. Fixed Camera‐ IP within bullet style housing (where specified)/Low Light Capable

D. IP Based AIPHONE brand camera/intercom (where specified) with appropriate hardware and software solutions.
