SUBJECT: Feedback Request 1 (Proposed New Campus Site, Aransas NWR, Aransas County, TX)

Dear Mr. Durst, Thank you for your letter of January 28, 2019 (attached). In reply, please accept the following recommendation for review/consideration/feedback.

The primary construction will be in the 28-30 foot elevations that are now covered with oak brush, understory, and tall grasses. We recognize the need for archeological evaluation of the project area.

However, we believe that the dense vegetation and zero ground visibility will make it impossible to perform an adequate archeological survey. We believe that any survey that could be performed would provide, at best, a very insignificant sample of the 30-acre project area.

Accordingly, in lieu of a survey, we propose to have independent, qualified, and contracted archeological monitors present throughout the vegetative clearing of the project. The archeological monitors will be empowered to stop ground clearing if archeological remains are encountered, make an initial field assessment, and notify the Texas State Historic Preservation Office (TX-SHPO) if further evaluation of the discovery locus is necessary. If human remains are in fact encountered, the procedures under 43 CFR 7 would also be in effect. Clearing of vegetation is estimated/anticipated to be done with heavy earth-moving equipment in the latter part of 2019 thru potentially 2022.

We realize that the use of archeological monitors during ground clearing is not the preferred manner of identifying archeological remains, however, in light of dense vegetation that completely obscures the project area combined with the difficulty of access; we believe that monitoring is the only feasible option.
