PHYSICAL ACCESS CONTROL SYSTEM DESIGN

PHYSICAL ACCESS CONTROL SYSTEM (PACS)

All equipment for this contract shall meet the same specifications as the General Services Administration

(GSA) standards and be on the GSA approved list of products. An alternative or equivalent may be used if not on the GSA list, as long as the operable capabilities and standards of the alternate/equivalent product meet the same specifications for materials and workmanship as the GSA approved item.

Foreign products presented as alternate/equivalent products must be approved by the CO prior to use or substitution.

The contractor shall install and make fully functional Physical Access Control System (PACS). The system should meet national standards that allow the use of Personal Identity Verification (PIV) compliant identification cards as per Homeland Security Presidential Directive (HSPD) 12. The system software and hardware should also have provisions and the ability for the local issuance of temporary access cards that provides agency management the ability to input data, delete data, and issue based on need.

The PACS control panel, and associated power distribution hardware shall be located within a secure and enclosed (interior) information technology closet. The contractor shall provide a stand‐alone computer system with appropriate software to manage data within the system, and the PACS control panel shall have a minimum of a 1 Gigabit Ethernet connection. At this time the system will not be connected to the DOI‐USFWS network and will not be connected to any internet source allowing access remotely. A battery backup shall be incorporated into the PACS panel that will allow for a minimum of 4 hours backup power, from initial commercial power failure.

Category 6e cabling will be used where appropriate for the PACS, and shall be placed in appropriate conduit for size of needed cabling and for future cable runs. Conduit shall be hung using appropriate hanger systems.

All conduit shall be a minimum of 12 inches from any electrical systems that are of a voltage greater than 24 volts. High voltage and low voltage wiring will not be intermixed in the same conduit or be closer than 24 inches to reduce interference.

Conduit and cabling shall be ran between each device on the PACS (Locking device/Card Reader/RTE) to the information technology closet, and shall be of a diameter that allows for future runs. All cabling shall be marked and properly labeled at each end (device and information technology closet termination) for ease in identification.

There shall be a minimum of two (2) tag lines in each conduit line, and accessible at the termination of each piece of conduit within the closet designated as the IT Room, and at any junction box utilized for the cable runs. All tag lines shall, at a minimum, have a 24 inch loop at each end.

Further, all physical, electrical, electromechanical and mechanical devices shall be compatible with

HSPD‐12 access standards, unless a suitable alternative is identified and submitted to the Contracting

Officer. The Contracting Officer (CO) will consult with appropriate technical experts prior to granting approval for a proposed alternate.

The contractor shall provide as‐built drawings to the CO at the conclusion of the contract, and shall provide end user training for the system prior to acceptance. In addition, all hardware, and peripherals shall be warranted for 1 year in addition to any manufacturer’s warranty, and all software must be registered to the US Fish and Wildlife Service, and master copies of said software provided to the agency

Information Technology division.

All hardware devices on the PACS must have the capability to “Fail Secure” for a minimum of 4 hours after the beginning of a commercial power failure.

The PACS system must be wired in such a fashion that it does not interfere with, but compliments the

Intrusion Detection System (IDS) discussed in a separate Scope of Work.

All PACS doors shall retain hard‐key override ability and manufacturer installed locking devices unless retention of those devices inhibit installation of crash bar exit devices. All exterior doors shall have hidden door hinge pins, or the hinge pins must be tamper‐proof, and if appropriate for the type of door have Latch Guard Plate covers installed.

Recommended PACS hardware is listed below. Alternates or comparable products, with the same purpose, functionality and UL rating, may be utilized upon approval by the CO. The vendor shall provide cut sheets on all components of the system for review prior to installation. Failure to provide cut sheets for approval shall not obligate the government to any additional costs if the equipment later determined to be substandard or unacceptable because of failure to submit said cut sheets.
