Readiness checks shall be included in the $20,000 not-to-exceed (NTE) CLIN. The quote due date is 10:00 AM Eastern Time on Friday, August 14th, 2026, with contract award anticipated no later than September 2026. The RFQ has been updated to align CLIN numbers in the pricing table with the price template for option periods and to remove Aircraft Use Reports (OAS Form 23/23E) submission requirements from the Electronic Invoicing and Payment Requirements clause.

Number Question Answer

Does a prime contractor employee always have to be onsite when a subcontractor is performing the work?

As per section 13.1 of the PWS, "A Prime Contractor employee shall be onsite in a supervisory or lead capacity whenever subcontractor personnel are performing work onsite, unless otherwise approved in writing by the COR."

1 Is there an incumbent or is this a new requirement? This is a new requirement.

The PWS stipulates that planned work shall not take place during normal business hours, M-F 6a-8p. The Bison Bistro closes daily at 1:30p. In order to avoid overtime rates after 8p, could the contractors perform planned maintenance only in the Bistro, not the executive kitchen after 2pm?

The PWS has been updated to reflect work shall not take place during normal business hours for the Bison Bistro, defined as Monday through Friday from 6:00 Am through 2:00 PM, excluding federal holidays and building closures.

The refrigerators and freezers in both kitchens (walk-in, reach-in & display) were not included in the equipment list. Will the contractor be adding that to the equipment list during the "onsite inventory and baseline condition assessment," or was refrigeration equipment intentionally excluded? The refrigerators and freezers are not included in this requirement.

The RFQ in the "Electronic Invoicing & Payment Requirements" section states that Aircraft Use Reports (OAS Form 23/23E) are required to be submitted with invoices. Please confirm if this will or will not be required.

Would you please provide an estimated range of expected "readiness checks" and how many we should include in the quoted firm-fixed price?

Readiness checks shall be included in the $20,000 NTE CLIN as it is unknown how many will be requested per contract period. The solicitation has been updated

6 What is the expected award date or timeline for this contract? Award is anticipated no later than September 2026

7 Are there kitchen exhaust fans located on the roof of the building? If so, how many?

The Kitchen exhaust fans run to the mezzanine floor (between the 5 and 6th floors) and vent out of an side vent.

The solicitation lists two different due dates. The opening synopsis states quotes are due by 10:00 AM Eastern Time on Friday, August 14th, 2026, while the "RFQ Response Due Date" section states quotes are due no later than 10:00 AM Eastern Time on August 12th, 2026. Could you please confirm the correct, controlling due date? The quotes are due 10AM August 14th. The RFQ has been updated.

The CLIN numbers in the Section 1 pricing table do not match the CLIN numbers in the Attachment 2 Price Template for the option periods. Could you confirm which numbering scheme should govern our price submission? The Price template has been updated to align with the section 1 table.

We noticed that some equipment appears to be missing from the equipment list, specifically the Kitchen Exhaust Hoods, which are not included in Attachment A – Covered Equipment Inventory. If an updated equipment list is available, could you please provide a copy

Attachment A is the most up to kitchen equipment. Kitchen hood information is specifically covered in PWS section 9.5. PWS Attachment A states "..model, or inventory discrepancies shall be corrected in the baseline report for Government acceptance."
