This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in

Subpart 12.6, as supplemented with FAR parts 13 and additional information included in this notice. The

Department of Interior intends to award a Firm-Fixed Price purchase order for outdoor bonded aggregate cleaning, resin overcoat application and spot repair at the Arlington house, the Robert E. Lee memorial as represented in the Specifications. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03, as of

February 23, 2024.

This requirement is being solicited as a total small business set-aside.

SCOPE OF WORK/STATEMENT OF WORK

Outdoor Bonded Aggregate Cleaning, Resin Overcoat Application and Spot Repair

Arlington House, The Robert E. Lee Memorial

I. BACKGROUND AND PURPOSE

Arlington House, The Robert E. Lee Memorial, sits on a hill overlooking Washington, D.C., with a spectacular view of the Potomac River and the D.C. monuments and memorials. Located within

Arlington National Cemetery, it is accessible from the Washington, D.C., metropolitan area via the

Metro. Public Parking is available at the Arlington Cemetery Visitor Center. The site receives over

500,000 visitors a year.

Arlington House is uniquely associated with the families of Washington, Custis, and Lee, as well as many of the more prominent families of Virginia, Maryland, and Washington, D.C. It was built by

George Washington Parke Custis, grandson of Martha Washington by her first marriage to Daniel

Parke Custis. After his father died, young Custis was raised by his grandmother and her second husband, George Washington, at Mount Vernon. Custis began building Arlington House in 1802 and completed it in 1818. It became a “treasury” of Washington heirlooms and there are still original

Washington and Robert E. Lee objects on exhibit. Robert E. Lee married Mary Anna Randolph Custis in June 1831. It is at Arlington House, where he resigned his commission from the U.S. Military in

April 1861, joining the Virginia Militia and later the Confederate Army.

The site has approximately 25,000 SF of resin bound aggregate that surrounds the historic and modern buildings and provides accessible pathways through historic gardens and to the visitor tram.

The aggregate is in need of vacuuming, cleaning and the application of a resin seal coat over roll to ensure it maintains its bonding qualities and to address any unraveling and losses in the permeable paving material. In addition to the routine maintenance, full depth repairs shall be made NTE 1,000

SF and any loose material shall be collected and discarded. This work shall be broken up into 3 distinct phases in order to maintain access into the buildings at all times.

The purpose of this contract order is to provide a safe and accessible visitor experience with cohesive bonded aggregate paving throughout the grounds at Arlington House, The Robert E. Lee Memorial

(ARHO).

II. SCOPE OF WORK

The contractor shall work with others in close coordination to complete this installation. The contractor shall provide all services including labor, materials, barricades, signage, equipment and travel necessary to clean, vacuum and apply the resin seal coat to the 25,000 SF of bonded aggregate and perform full depth spot repairs NTE 1,000 SF. Any work completed on the paving shall be done in accordance with manufacturer’s specifications.

III. General Requirements

1. Attachments

All work under this contract shall be completed in accordance with the most recent version of the following attachments:

1.1 Appendix A – ARHO Overoll Phasing

1.2 Appendix B, Bonded Aggregate Drawings

1.3 Appendix C, Bonded Aggregate Specifications

Bonded aggregate specification requires the use of brand name or equal products in accordance with the specification sheet and below:

2. Project Management

The contractor’s Project Manager shall be the primary point of contact between the contractor and the

National Park Service (NPS) Contracting Officer and Contracting Officer’s Representative (COR) and shall perform the following work:

2.1 The Project Manager shall have full authority to act for the Contractor on all matters relating to this contract. The Project Manager shall maintain contact with the COR as necessary, and shall:

a. Be available to take or respond to telephone calls or electronic mail messages during normal hours of operation (8:30 am—5:00 pm local time).

b. Establish office procedures to ensure that messages are relayed to the Project Manager when out of the office or because of time zone differences.

c. Respond to emergency messages from the COR on the same day they are received. All non-urgent messages from the COR shall be responded to in no more than two business days.

2.2 Provide quality control to ensure that all elements of project work meet the requirements of the contract specifications as follows:

a. Provide routine inspections of ongoing work, including review of all submittals prior to delivery. This includes final inspection of exhibits prior to shipment and delivery for installation.

b. Inform the COR of any issues that could affect work quality or schedule.

c. Ensure that all work is complete and compliant with the specifications prior to submittal to the COR.

2.3 Track work progress to ensure that the project is completed according to the schedule.

Coordinate and confirm the dates for all submittals and meetings with the COR. Provide a monthly status report to the COR that includes the status of the project, issues that affect the schedule and budget, and an updated schedule based on the information at hand. The project manager shall coordinate and confirm dates with the COR for shipment, delivery, and installation at the exhibit site.

2.4 Meet with the Contracting Officer and COR in accordance with Section 4, Travel, Meetings, Presentations, of this contract. For all meetings and presentations, the Project Manager shall:

a. Document all issues discussed and decisions made relative to the project.

b. Provide the COR with a trip report or meeting minutes from all conference calls, site visits, and in-person meetings throughout the life of the project.

2.5 Receive, inspect, and inventory all Government-Furnished materials and ensure that this material is forwarded to the appropriate unit or person within the contractor’s organization for use in the project. The Project Manager shall notify the COR within seven days after receipt if Government-Furnished materials are not satisfactory for their intended purpose. The

Project Manager shall notify the COR as soon as possible, but no later than three business days if government- furnished materials are lost or damaged while in the Contractor’s possession. The contractor shall be responsible for the security and protection of government-furnished property or materials in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property.

2.6 The Project Manager shall coordinate all submittals and reviews as follows:

a. Coordinate all submittals and review them for legibility, accuracy, completeness, and compliance with contract requirements.

b. Seven calendar days prior to scheduled presentations of the material, provide via email or NPS-approved file transfer, one electronic pdf copy of each submittal document to the COR; following COR approval upon receipt, the contractor shall provide three hard copies which shall be sent to the COR.

c. Hard copy submittals shall be delivered via overnight delivery service unless otherwise specified in the task order. All submittals shall be accompanied by a transmittal to include the following:

1. “From” (contractor’s name and contact information)

2. “To” (recipient’s name)

3. Date submittal was transmitted

4. Project name and park name

5. Itemized list of contents

6. List of copied recipients who received the same submittals

d. The contractor shall receive all review comments from the COR and take appropriate action as stated below:

1. Approved Submittals — The contractor shall ensure that all changes, revisions, or additions required by review comments are addressed and incorporated into future submittals.

2. Rejected Submittals — When submittals are rejected, the COR will notify the contractor, in writing, identifying the reasons for rejection. The contractor shall ensure that the submittal is completed and/or revised as required and resubmitted within the time scheduled by the COR. Reasons for rejection include:

i. Incomplete Submittals — Approval of the submittal is delayed because required elements are missing. The contractor shall submit all missing elements.

ii. Unacceptable Submittals — The submittal is rejected due to poor quality of work or work that does not otherwise meet the established project goals. The contractor shall submit new material.

2.7 The Project Manager shall oversee all work during installation to ensure that it adheres to contract specifications and to the schedule for completion. Ensure that all work not acceptable or compliant with the specifications is corrected prior to inspection or review by the COR.

2.8 At the conclusion of work, the contractor shall return all government-furnished property and all other outstanding materials to the COR. All material generated by the contractor in the process of completing a task order is the property of the government.

3. Project Process

Upon award, the contractor shall participate in a project kick-off conference call to review contracting requirements and procedures.

In addition, the contractor shall perform the following work:

3.1 Pre-Cleaning and Overcoat Application

a. Post Award Meeting:

i. The contractor shall submit a meeting agenda to the COR for review and approval not later than seven days prior to the post award meeting.

ii. The contractor shall travel to ARHO to attend a post award meeting with the

COR and park personnel. The meeting shall be one eight-hour working day.

The date of the meeting shall be determined within three weeks of the contract award.

iii. The contractor shall orient to the site, meet key personnel, conduct general project review, and shall be prepared to review existing site conditions and documents (as needed)

b. Project Schedule:

i. Establish key project milestones and timeframes for completion on onsite work, provide proposed dates for the start of work. The NPS will need at least two weeks notice to prepare the site for closure.

c. Drawings:

i. Provide details on the area to be cleaned/vacuumed and treated with the urethane overcoat.

d. Materials and Equipment:

i. Provide specifications on the materials and equipment to be used

e. Installation Plan:

i. Provide a plan detailing how the contractor will prepare the site for the cleaning and urethane application.

3.2 Site Work

a. Site work shall be scheduled such that it occurs when weather conditions are most conducive to the curing requirements of the substrate and bonded aggregate based on manufacturers’ specifications.

b. Pack and ship (or deliver) all materials to the installation site.

c. Project Manager and installation crew shall travel to ARHO in Arlington, VA to clean aggregate and apply urethane seal coat.

d. Erect fencing and/or a barrier around the perimeter of the area where the work will be taking place to prevent inadvertent visitor access to the work site. All signage is the responsibility of the contractor to create and post (minimum 12 signs per phase)

e. The crew shall take every precaution to avoid damaging the surrounding aggregate. All supplies and equipment shall be handed in to site using light weight hand trucks. No motorized devices or heavy vehicles shall be allowed on the existing aggregate.

f. Clean worksite of debris and dust and any loose material

g. Conduct a walk-through inspection of completed work.

3.3 Closeout

Work in the closeout phase shall include addressing any potential punch list items. Preparing invoices for final payment.

4. Travel, Meetings, and Presentations

4.1 General Requirements

a. Travel

i. The contractor shall coordinate all travel with the COR.

ii. The contractor’s labor rate is one-half the hourly rate while in travel status to and from a site.

iii. The contractor shall provide all equipment they require while on travel and at the job site (for example, measuring instruments, computers, projectors, ladders, lifts, etc.).

iv. The contractor shall provide for all their own transportation while on travel.

v. The contractor shall adhere to government per diem requirements while on travel.

b. Meetings and Presentations

i. Develop agenda in coordination with COR.

ii. Discuss with COR expectations for work to be presented.

iii. Identify key participants for meeting.

iv. Facilitate meetings, unless otherwise specified by the COR.

v. Document discussions and outcomes.

vi. Schedule and facilitate bi-weekly conference calls or virtual meetings with the COR to provide project status updates. (where applicable)

vii. For telephone/video/web-based meetings and presentations, the Contractor shall provide and manage the remote meeting application, provide instructions to all participants for joining, and shall host the meeting.

4.2 Specific Requirements

a. Post Award Conference Call

The contractor shall attend a post award conference call, which shall include an overview of contract requirements and procedures, including Contracting Officer and

COR responsibilities; special contract requirements; correspondence procedures;

subcontractor rules and regulations; delays and extensions; contract modifications and changes; submittals; and billing and payment procedures.

b. Post Award Meeting

The Project Manager shall travel to ARHO, Arlington, VA to attend the post award meeting, and to review existing site conditions and construction documents prior to completion of cleaning, vacuuming and application of urethane seal coat.

The post award meeting can take place in person or virtually.

c. Site Visits

Additional site visits will be at the discretion of the contractor. Timing of these visits shall be determined in consultation with the COR and the park.

d. Installation.

The Project Manager and an installation crew shall travel to ARHO, Arlington, VA to complete site work. The length of installation and number of crew shall be proposed as part of the contractor’s Installation Plan, for review and approval by the COR.

Dress and behavior of the install crew shall be in accordance with protocols established for Arlington National Cemetery. Security protocols for vehicle access, time restrictions and parking shall be worked out with park and U.S. Army staff at the

Post-Award meeting.

5. Period of Performance:

The NPS anticipates a period of performance of 90 days.

6. Review and Approval

The COR shall notify the contractor, in writing, of approval or rejection of the work within 15 days. Any additions or corrections shall be completed within 21 calendar days. In the event the government delays comments beyond the period specified, the contractor shall be entitled to a day-to-day extension in the completion date.

7. Travel

In accordance with Public Law 99-234, "Federal Civilian Employee and Contractor Travel

Expense Act of 1985", travel-related expenditures for Contractor's personnel are restricted to the limits established for federal employees. This includes mileage for company-owned vehicles.

The Contractor shall travel as required to support program tasks. All travel arrangements are to be made by the Contractor. Payment for transportation, per diem, mileage, parking, and other fair and reasonable travel expenses will be paid in accordance with the effective Federal Travel

Regulations as amended and supplemented by the Department of the Interior travel regulations where applicable. No Federal travel authorizations are to be issued. The Contractor shall make every effort to keep travel costs to a minimum. No reimbursement will be made for parking at a

Contractor's normal place of work. No overhead, profit or G&A shall be allowed on travel costs.

Travel costs shall be reimbursed in accordance with the Federal Travel Regulations. Travel is only funded to the extent specified within the travel CLIN. The contractor shall not incur any travel costs in excess of the amount funded within the travel CLIN. The Government shall not be liable for any travel related costs incurred by the contractor which are in excess of the total amount funded within the travel CLIN.

If the contractor has reason to believe they may exceed the amount funded on the travel CLIN, they shall notify the Government Contracting Office immediately. Additional funding may only be added to the travel CLIN through a formal signed modification issued by a Government

Contracting Officer. Profit, fee, G&A or overhead may not be incurred on travel costs.

8. Deliverables and Destination Point

All deliverables shall be shipped Free On Board (FOB) Destination, within Consignee’s premises, with all shipping and transportation costs prepaid, unless otherwise specified.

Deliverables shall be shipped by either registered or certified mail to ensure that shipments can be traced, if lost.

8.1 Deliverables Shall Include the Following:

a. Project schedule

b. Meeting minutes from each project meeting or conference call (may be emailed to

COR as a PDF)

c. Material and equipment summary

d. Shop inspection punch list

e. Delivery and site work

f. Site work punch list

g. Closeout package

8.2 Deliverable will be sent to the following:

Note: Delivery address to be determined in consultation with the park and the U.S. Army.

9. Government Furnished Property

The contractor shall be responsible for security and protection of all government-furnished property or materials provided in connection with this contract. Following acceptance of all work by the government, the contractor shall return to the COR all government-furnished property not used.

10. Additional Work

Any additional work not detailed in this contract shall be approved, in writing, by the Contracting

Officer via a bilateral modification.

11. Loss or Damage

The contractor shall be liable for any loss or damage to any government property caused by negligence, theft, or willful misconduct of the contractor, his agents, servants, and employees, and shall indemnify and save the government harmless against all actions, proceedings, claims, demands, costs, damages, and expenses, including attorney’s fees, by reason of any suit or action brought for any actual or alleged injury to or resulting from the performance of this contract. The contractor shall submit a full written report to the Contracting Officer within 24 hours following the occurrence of such damage, loss, or injury.

If due to fault, neglect, dishonesty of the contractor, his agency or employees, loss or damage to government property is incurred during the performance of this contract, the contractor shall be responsible for same. The government, at its option, may in lieu of repayment, require the contractor to replace at his own expense, all such property as directed by the Contracting Officer.

Until the equipment is repaired or replaced, the contractor shall furnish similar, adequate replacement property and/or equipment at no charge to the government, within two working days of the date the equipment has been lost, stolen, or damaged.

12. Facility Security Property

Contractors attending meetings or accomplishing work within the buildings or real property of the

National Park Service shall adhere to the security policy of each office. It shall be the responsibility of the contractor to contact the office before work begins for a briefing on security policies.

13. Warranty

The contractor shall guarantee the workmanship against defects in work and material that might appear under extremely high visitor use and variable weather and climate conditions for a minimum of one year. The warranty period shall commence with final acceptance of work. This shall include all labor and parts at no additional cost to the government.

If during this warranty period, defective workmanship, materials, or equipment are identified by the government, the contractor will be notified, in writing, as to liability and responsibility for corrective action at no cost to the government.

13.1 Action may include but is not limited to:

a. Placing all work into satisfactory condition

b. Making good all damages to equipment, the site, the building, or contents thereof, that have resulted from such unsatisfactory work; and

c. Making good any work, materials, or equipment that are disturbed in fulfilling the guarantee including any work, materials, or equipment that may have been guaranteed under another contract.

14. Site Visit

The government may conduct site visits during the period of performance of this acquisition.

15. Technical Data Confidentiality

The quote submitted in response to this solicitation may contain technical data that the offeror or his subcontractor (s) does not want used or disclosed for any purpose other than for evaluation of the quote. The use and disclosure of any such technical data may be restricted, provided that the offeror marks the cover sheet of the quote with the following legend:

“Technical data contained in pages of this quote shall not be used or disclosed, except for evaluation purposes.”

If a contract is awarded as a result of or in connection with the submission of this quote, the government shall have the right to use or disclose this technical data to the extent provided in the contract. This restriction does not limit the government’s right to use or disclose technical data obtained from another source without restrictions. The government assumes no liability for disclosure or use of unmarked technical data and may use or disclose the data for any purpose and may consider that the quote was not submitted in confidence and therefore releasable under the

Freedom of Information Act (5 USC 552).

a) Definitions. As used in this clause—

Covered contractor information system means an information system that is owned or operated by a contractor that processes, stores, or transmits Federal contract information.

Federal contract information means information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service to the

(x) Monitor, control, and protect organizational communications (i.e., information transmitted or received by organizational information systems) at the external boundaries and key internal boundaries of the information systems.

(xi) Implement subnetworks for publicly accessible system components that are physically or logically separated from internal networks.

(xii) Identify, report, and correct information and information system flaws in a timely manner.

(xiii) Provide protection from malicious code at appropriate locations within organizational information systems.

(xiv) Update malicious code protection mechanisms when new releases are available.

(xv) Perform periodic scans of the information system and real-time scans of files from external sources as files are downloaded, opened, or executed.

(2) Other requirements. This clause does not relieve the Contractor of any other specific safeguarding requirements specified by Federal agencies and departments relating to covered contractor information systems generally or other Federal safeguarding requirements for controlled unclassified information

(CUI) as established by Executive Order 13556.

(c) Subcontracts. The Contractor must include the substance of this clause, including this paragraph (c), in subcontracts under this contract (including subcontracts for the acquisition of commercial products or commercial services, other than commercially available off-the-shelf items), in which the subcontractor may have Federal contract information residing in or transiting through its information system.
