Questions and Answers: Part III

RFP# 140A1622R0017

1) The TO 1 Price schedule requests rates for senior level LCATs that are not included on the IDIQ Pricing Schedule (Attachment 2). Section B.3 of the solicitation indicates that the IDIQ level rates “will become the maximum threshold that the Government will pay for….subsequent individual task orders.” It’s unclear what the government expectation is regarding the additional TO 1 LCATS that are not included on the IDIQ pricing schedule in Attachment 2.

Answer: Please see the updated Attachment 2 that matches the labor categories of the TO 1 Requirement.

2) Does the government want us to provide labor rates on TO 1 (Attachment 6) even for those

LCATS that do not have labor hours under the TO 1 PoP?

Answer: Yes, Please provide labor rates even though hours for those positions are not required for TO 1. They may be required in subsequent TOs.

3) Does the government want us to provide labor rates on TO 1 (Attachment 6) for the option periods? How are those different from option period rates provided in the IDIQ Pricing Schedule?

Answer: No, only provide labor rates for the TO 1 time period ( March 13, 2022 – November 30, 2022. TO1 Rates should match Base Year Rates. Subsequent Options will be on a yearly basis with an inflation adjustment.

4) The revised section M indicates how the pricing submitted for Factor 6 (TO 1 pricing schedule) will be evaluated, however it is unclear how it will be considered in the final evaluation against the other factors. Is IDIQ pricing still relevant for the evaluation?

Answer: All Pricing information is relevant for evaluation.

5) In regards the Task Order pricing, cell B67 (Marketing) is populated 2729 hours, which would evaluate to 2 FTEs.

However, in Attachment 2 Pricing Summary, cell B33 isn’t highlighted to be priced.

Please clarify, if cell B33 should be priced on Attachment 2?

Answer: Yes, All the labor category needs to be priced.

6) In regard to Attachment 2 IDIQ Pricing Schedule, we noticed the in formula in cell T57 is incorrect.

The formula double counts the total in cell T56.

Can the government clarify how you would like to resolve the issue.

We can either correct the cell ourselves and add a comment stating that we adjusted the formula or can the government provide a revised pricing sheet?

Answer: Formula is corrected.
