Division of Energy and Mineral Development 3
1 GENERAL
1.1 Purpose/Objective.
The Indian Affairs, Division of Energy and Mineral Resources (DEMD) has a continued need to acquire technical personnel support services by a Contractor who can supply a variety of personnel skills in the areas of energy (both conventional and renewable), engineering, earth sciences (exploration and production), information technology, and Graphical Information Services (GIS) services. Because DEMD does not possess the quantity of manpower with the associated expertise required to completely fulfill its mission, this Statement of Work (SOW) identifies the Contractor tasks to be performed to assist DEMD in meeting the Government’s mission objectives.
1.2 Background
The Division of Energy and Mineral Development (DEMD) is under the Office of Indian Energy and Economic Development (Assistant Secretary – Indian Affairs). DEMD provides technical and economic advisory support to all Indian mineral owners, the Regional and Agency Bureau of Indian Affairs (BIA) Offices, and to the Department of the Interior (DOI). DEMD also acquires and stores a variety of scientific data which is used in the exploration and development of conventional energy and mineral resources and in the assessment and evaluation of developing renewable energy systems on Indian lands located in the continental U.S., including one reservation in Alaska.
Within the past few years, DEMD’s major objective is more focused on the development of the Tribes’ resources and achieving the ultimate goal of producing income and jobs for the Tribal community. DEMD is now expected to function over a much greater spectrum of scientific and engineering responsibilities that exceed those of energy or mineral assessment projects and include competence and performance on a combination of services: technical proficiency, marketing, liaison, and participation at the negotiating table where Tribal councils decide on commercial development contracts.
In response to the following language in the Conference Report, Department of the Interior, Environment, and Related Agencies Appropriations Bill, 2018.
The Committees understand that the NIOGEMS has been distributed to some Tribes and regional offices; the Bureau is instructed to report back within 120 days of enactment of this Act on the cost to further expand this system to more reservations and offices. (Conference Report Pg. 39)
DEMD has been directed to double the installation of NIOGEMS by the end of 2018.
Also, under the Department of Interior’s Strategic Plan for Fiscal Years 2018-2022, we have been directed to increase and promote oil, gas, coal and renewable energy resource development on Indian lands. DEMD believe that at a price of $60/barrel, leasing in Indian Country will accelerate. The priority is the development of geologic prospects on the open acreage within the reservations boundaries. This involves updating existing geological and geophysical data bases, processing and reinterpreting the existing seismic data in the possession of DEMD, generating foundational geologic studies to direct future exploration and development activities, etc.
Division of Energy and Mineral Development 4
1.3 Scope of Work
