Division of Energy and Mineral Development (DEMD) Statement of Work Version 1.0 27 January 2022

Prepared by the Indian Affairs - Division of Energy and Mineral Development 1

1 GENERAL

1.1 Purpose/Objective

The Indian Affairs, Division of Energy and Mineral Resources (IA-DEMD) has a continued need to acquire technical personnel support services by a Contractor who can support a variety of personnel skills in the fields of energy (both conventional and renewable) engineering and earth sciences (exploration and production), information technology, and Graphical Information Services (GSI) services. Because DEMD does not possess the quantity of manpower with the associated expertise required to completely fulfill its mission, this Statement of Work (SOW) identifies the Contractor tasks to be performed to assist DEMD in meeting the Government’s mission objectives.

1.2 Background

The Division of Energy and Mineral Development (DEMD) is under the Office of Indian Energy and Economic Development (Assistant Secretary – Indian Affairs). DEMD provides technical and economic advisory support to all Indian mineral owners, the Regional and Agency Bureau of Indian Affairs (BIA) Offices, and to the Department of the Interior (DOI).

DEMD also acquires and collects a variety of scientific data which is used in the exploration and development of conventional energy and mineral resources, and in the assessment and evaluation of developing renewable energy systems on Indian lands located in the continental U.S., including one reservation in Alaska.

Within the past few years, DEMD’s major objective is more focused on the development of the Tribes’ resources and achieving the ultimate goal of producing income and jobs for the Tribal community. DEMD is now expected to function over a much greater spectrum of scientific and engineering responsibilities that exceed those of energy or mineral assessment projects and include competence and performance on a combination of services: technical proficiency, marketing, liaison, and participation at the negotiating table where Tribal councils decide on commercial development contracts.

1.3 Scope of Work

In support of DEMD activities, the Contractor will provide full life-cycle technical support services that include, but are not limited to, the following:

1. Assessment of Energy and Mineral Resource Potential: Perform geologic field studies, laboratory analysis, interpretation of geophysical and geological data.

Assessment activities include the interpretation of geologic data, such as well logs, rock cores and field studies of outcrops. Activities also include the interpretation of various types of exploration data, the primary method being seismic reflection data. Other exploration data types include refraction seismic, magnetic, gravity, and electromagnetic measurements or resistivity. Assessment activities also include engineering studies, such as the evaluation of a oil or natural gas reservoirs in a producing field to determine the

Division of Energy and Mineral Development (DEMD) Statement of Work Version 1.0 27 January 2022

Prepared by the Indian Affairs - Division of Energy and Mineral Development 8 constitute grounds for denial or revocation of credentials. Government personnel may contact the contractor personnel being screened or investigated in person, by telephone or in writing, and the Contractor agrees to make them available for such contact.

Alternatively, if an individual has already been credentialed by another agency through OPM, and that credential has not yet expired, further investigation may not be necessary.

However, AS-IA HR Security will still require a full background investigation application package to confirm the individual’s clearance.

During performance of the IDIQ contract , the Contractor will keep the COR apprised of changes in personnel to ensure that performance is not delayed by compliance with credentialing processes. Cards that have been lost, damaged, or stolen must be reported to the COR and Issuing Office within 24 hours. Replacement will be at the contractor’s expense. If reissuance of expired credentials is needed, it will be coordinated through the COR.

At the end of IDIQ contract performance, or when a contractor employee is no longer working under this IDIQ contract, the Contractor will ensure that all identification cards are returned to the COR.

This requirement must be incorporated into any subcontracts that require subcontractor personnel to have routine and regular unsupervised access to a Federally-controlled facility for more than 180 calendar days or unsupervised access to a federally controlled Level 3 or 4 information systems.
