About this file

This is a Questions and Answers document for RFQ No. 140A0926Q0017, addressing contractor inquiries regarding the flooring replacement project for Building 3 at the Bureau of Indian Affairs Navajo Region facility in Window Rock, Arizona. The document clarifies the Government's expectations for scope of work execution and material specifications.

Key clarifications include: existing wood baseboards and quarter round trim should be carefully removed and reused where possible, with new quarter round installation addressed in the Amended Scope of Work; new tile in the restroom (Room O) must match the existing tile in restrooms K-1 and J-1, with the contractor responsible for color matching or providing samples for Government approval by both the Navajo Nation and BIA NRO; carpet removal applies to rooms designated in Table 1.1, which identifies room designations, layouts, and existing flooring types; self-leveling compound is suggested for floor preparation but contractors may propose alternatives subject to approval; and contractors must provide samples of proposed laminate flooring to demonstrate water resistance and suitability for high-traffic areas. The contractor bears sole responsibility for verifying field dimensions, materials, angles, slopes, alignment, and existing conditions. The Historic Preservation Department restricts permanent floor installations to protect original wood floors, requiring non-permanent carpet installation methods using tack strips.

RFQ No. 140A0926Q0017- Bldg 3 Flooring Project Questions Received and the Government’s Responses:

For the rooms receiving new flooring, would you like the existing baseboards and quarter round to be carefully removed and reused where possible, or should we include replacement of the baseboards and quarter round in our bid?

Response: The existing baseboard are wood. The Amended Scope of work addresses the installation of the new ¾ quarter round trim and how it will be installed/tacked down/in-place.

Also, regarding the bathroom that needs to be retiled, would you like the new tile to match the other bathroom that was recently tiled?

Yes, the Amended Scope of Work states the new tile for the Restroom (Room O) to match the other two restrooms (K-1 & J-1). Please note, the Amended Scope of Work reference both the Table and a Layout that designates each room.

If so, do you have any additional tile left from that previous project, or do you know the manufacturer, style, color, or product information for the tile that was used?

Response: No, the contractor will need to match the color of the other restrooms or close to the tile in those rooms (K-1 & J-1).

If matching tile is not available, would you prefer that we provide a different tile option for review and approval?

Response: Yes, the Contractor will provide samples to both the Navajo Nation and BIA NRO for the review and approval.

Could you please confirm the number of rooms that currently have carpet and padding scheduled for removal?

Response: BIA NRO Branch of Facility Management has provided this information in Table 1.1. In addition, the Branch of Facility Management has supplied a corresponding layout identifying the designation and labeling of each room within the Navajo Nation Department of Justice area of the facility. Table 1.1 also outlines the existing flooring type for each room.

Request for Information on the existing carpet.

Response: The current carpet is likely stretched over padding and held by tack strips. The NNHHPD (Historic Preservation Department) prohibits permanent installations to protect the original wood floors.

Additionally, under the SOW section titled Execution, letter A, it states that self-leveler will be used if the floor is not level. We would like to request clarification on this requirement as it relates to the white oak flooring areas. Self-leveling compound may not be the best choice for leveling or correcting certain conditions over or near existing white oak flooring, depending on the substrate and installation conditions.

Response: Use of self-leveler compound is suggested; however, the Contractor may propose an alternative for leveling floors, subject to review and approval. In addition, in the Amended Scope of Work, the Section Execution has been removed. Please Note that the Contractor is solely responsible for verifying actual field dimensions, materials, angles (skew), slopes, alignment, and existing conditions.

Based on the information provided, it is also possible that the intended product may be LVT/LVP, Luxury Vinyl Tile or Plank; however, the scope does not clearly identify the intended flooring type.

Response: The Scope of Work has been revised to require the Contractor to provide a sample of the proposed laminate flooring. This requirement was added to ensure the selected flooring meets project needs, specifically water resistance and suitability for high‑traffic areas.
