About this file
This is a Questions and Answers document for Solicitation 140A0926Q0017, a flooring replacement project for the Bureau of Indian Affairs Navajo Region at Building 3 in Window Rock, Arizona. The document addresses contractor clarifications regarding baseboards, trim, molding, and door casings for the laminate flooring installation project.
The Q&A clarifies that existing wood baseboards, trim, molding, and door casings shall remain in place whenever possible to preserve the historical integrity of the facility. Removal of the old wood floor base, molding, and door casings previously referenced in the Scope of Work has been removed from the contract requirements. Contractors are required to install new 3/4-inch pre-painted quarter-round trim to cover expansion gaps between the new laminate flooring and existing wood baseboards. If baseboards or door casings must be removed to complete the flooring installation, they shall be reinstalled to their original position and condition; however, if damage occurs during removal, the contractor must replace damaged sections with material similar to the existing baseboard, subject to concurrence by the Navajo Nation and BIA. The project encompasses approximately 9,211.19 square feet within the Navajo Nation Department of Justice Section of the 17,340-square-foot building, with specific room-by-room flooring types and square footage documented in the amended Scope of Work table.

After that it also states that laminate floor installation will include new floor base and door casing.
Response: Section 4:
The verbiage in question is in purple font, “This will include removal of old wood floor base, molding and door casings.” For clarification, this statement in the Amended Scope of Work was crossed out, meaning, it was removed from Section 4 and that this action will not be part of Section 4.

Clarification on this statement: The contractor will not replace the existing baseboard with a new baseboard. Due to the fact, this facility is a historical building, installing new baseboard will affect the historical aspect of the facility. With the new laminate flooring being installed, there will be gaps that will be visible but this section requests the contractor to install a 3/4 -inch quarter round trim to cover the gap spacing, if there are gap in the result of new flooring.

Item #11 also references removal of wood wall base as needed, and Item #12 states that the contractor is responsible for any damage to existing trim, doors, or baseboards.
Response: Due to the fact that the project is to install new flooring, there might be situations where removing the baseboard is necessary. With this said, the contractor might have to remove sections of the baseboard if necessary and if this happens, the contractor will remove the existing wood baseboard, install the new laminate flooring and re-install the existing baseboard. However, if there is damages to the baseboard when it is being removed, the contractor will need to replace the damaged baseboard.
Contractor's Questions:
1. Are the existing wood baseboards, trim, molding, and door casings to remain in place whenever possible?

Response: Yes; however, if the existing baseboard needs to be removed, the contractor will remove the existing baseboard, install the flooring, re-install the existing baseboard and install the new pre-painted trim.
3. Should removal and replacement of new floor base and door casing be included only where absolutely necessary, or should it be included throughout the project?
Response: Only when necessary.
4. If baseboards or door casings must be removed to complete the flooring installation, should they be reinstalled, or replaced with new material?
