About this file
This is a Department of Veterans Affairs provision addendum that establishes an alternative protest procedure specifically for real property lease procurements, dated March 2024. The addendum modifies GSA Template 3516/3516A solicitation provisions to provide interested parties with an additional option for filing protests beyond the standard procedure with the Lease Contracting Officer.
Under this alternative procedure, interested parties may file protests either by mail to the Executive Director, Office of Construction and Facilities Management (003C) at 425 I Street, NW, Washington, DC 20420, or electronically to CFMORP@va.gov. The provision includes a restriction that prohibits consideration of protests if the interested party already has a protest on the same or similar issues pending with the Lease Contracting Officer. This addendum applies specifically to VA real property lease procurements and provides contractors with dual protest pathways for addressing procurement concerns.
