About this file
This document is a Bidders Conference Frequently Asked Questions (FAQ) file for the Housing Authority of the City of Alameda's Request for Proposals to refinance existing debt for Eagle Village and Parrot Village, two multifamily residential properties located in Alameda, California. The RFP seeks proposals for standard multifamily mortgage financing to refinance debt currently held by the Housing Authority on both properties. The optional bidder's conference was held on March 16, 2026, with the question submission deadline extended to March 23, 2026. Detailed financial information including rent rolls, T-12s, and delinquency reports will be provided to teams selected for the interview stage scheduled around April 13, 2026. The loan maturity date is August 1, 2026, and the Housing Authority is open to receiving loan proposals structured either individually for each property or combined for both properties.
Both Eagle Village and Parrot Village are 100% restricted to households with incomes at or below 80% Area Median Income (AMI), with limited tenant payment overhang expected. The Housing Authority currently holds a residual receipt loan on both properties that will be subordinated to the new lien, with no mandatory payment schedule on the subordinated debt. Both properties utilize AB1528 tax exemptions and are not subject to transferable welfare exemptions. The Housing Authority has sufficient liquidity to pay off existing debt at maturity if necessary, though this option is not preferred. Rent schedule information, payment standards, and utility allowances are available in the document 20250501_Eagle_Village_Parrot_Village_APM_MTSP_UA_V27 on the project portal, and the Parrot Village Housing Assistance Payment (HAP) contract terms were being uploaded to the Bonfire platform. Bidders are expected to provide reasonable estimates for third-party costs and legal fees with the understanding that they possess appropriate experience to estimate accurately and substantially adhere to their proposals.

Questions and Responses from the March 16, 2026 Optional Bidder’s Conference:
1. When will rent rolls and T-12’s be provided? This will allow accurate cost information.

2. Will voucher information and rent rolls be provided with identifying information redacted?

3. Is it possible to break out what the tenant portion is vs rental subsidy is in the rent roll?
a. Detailed information will be provided to the teams selected for interviews.
4. Is there an overhang associated with tenant-based vouchers?
a. Generally the units lease at or around the 80% AMI level whether PBV or unsubsidized so there is limited overhang.
5. Where is the rent schedule information on the portal?
a. The rent schedule is in the document called 20250501_Eagle_Village_ Parrot
Village_APM_MTSP_UA_V27
6. Please confirm that the properties are both using the government (Housing Authority) tax exemption not a welfare exemption? Confirm that this is not transferable to other borrowers in the event of foreclosure?
a. Answer: Yes, the two properties use the AB1528 tax exemption but households are income qualified and another borrower could seek a welfare exemption.
7. Are tenants’ income qualified on both properties?
a. Yes.
8. What is the specific close date?
a. August 1st 2026 is the maturity date.
9. Are you seeking tax-exempt financing? ‘
a. No. We are seeking a standard multifamily mortgage.
10. Does the housing authority have the ability to pay off existing debt if the maturity date is reached?
a. We have liquidity to pay off the existing debt, but this option is not preferred.
11. Is there a schedule for debt service for the debt that would be subordinated?
a. No. The AHA loan on the property is a residual receipt loan, and will be subordinated to the new lien. There is no mandatory payment.
12. Where can I find the regulatory agreements?
a. Answers: Title reports are available in the RFP documents with hyperlinks to all recorded documents including the regulatory agreements. Please note that the regulatory agreements are the same for both sites. For ease, they will be reposted to the project documents section.
13. What is the deadline for questions?
a. We are extending the deadline for questions to March 23 and we will do our best to note and respond to all questions prior to RFP submission deadline.
14. Is the ground lease for Eagle Village in short form on title report? Can we get a summary of the terms of the ground lease? Is there an option to purchase or option for ground lease?
a. Answer: There are no existing ground leases. On each property, AHA has an option to purchase and an option to ground lease, neither of which it expects to exercise at this time. However, AHA would like these to remain on title and will subordinate these agreements if needed.
15. Are there separate audits that may be shared for each property?
a. Separate financials not available, but the corporate audits for prior years are available on AHA’s website as linked in the RFP documents and 2024-2025 will be published by the HUD deadline of 3/31/26. AHA can also provide unaudited project specific financials during due diligence.
16. Can you share the HAP or summary of terms in place for Parrot Village?
a. The current payment standards and utility allowances are provided in the document called 20250501_Eagle_Village_ Parrot Village_APM_MTSP_UA_V27.
The Parrot Village HAP is being uploaded to Bonfire.
17. Can Delinquency reports be provided with personal information redacted?
a. These reports can be provided at the interview stage around April 13.
18. The regulatory agreement specifies what percentage of units at what income restriction (e.g. 20% restricted to 80% AMI?)
a. 100% at 80% AMI
19. Are all tenants income-qualified at or below 80% AMI?
a. Answer: Yes.
20. Are both properties included in one loan, or two?
a. Answer: The existing loan is on both properties. AHA would like to see loans proposed for each property individually as well as together.
21. Can you provide consolidated reporting with financial statements and rent rolls in one document?
a. AHA has been providing reports and rent rolls on each property separately but could consolidate if requested.
22. Should we submit questions in writing or will today’s questions be uploaded by AHA?
a. AHA will upload questions from the bidder’s conference in Bonfire but proposers are welcome to ask clarifying or additional questions through Bonfire up to March 23.
23. We are not able to provide final amounts (only estimates) for third party cost and legal fees, as these will be billed by outside vendors and will be subject to their final costs. How should we handle this?
a. Please provide an estimate of what you would normally expect for third party costs and confirm that you do not expect substantial differences. AHA expects that bidders have the experience to be able to estimate appropriately and to substantially adhere to their estimate.
