About this file
This is a Statement of Work (SOW) for the Oregon State Penitentiary Main (OSPM) Fire Alarm System Upgrade project issued by the State of Oregon. The project encompasses the complete replacement of the existing fire alarm system with a new addressable fire alarm system and two-way communication dial-out capabilities. The fire alarm panel will be installed in the Transportation Building and will monitor all five buildings on the facility. The system will include general occupant notification coverage, sprinkler monitoring of main housing buildings, installation of new two-way communication call stations that dial off-site to a central station monitoring service, and a smoke evacuation system in the main housing building. The bid submission deadline is June 25, 2025, and qualified contractors must demonstrate extensive experience with complex institutional fire alarm system installations in correctional facility environments.
The procurement is open to qualified vendors without specific small business or disadvantaged enterprise restrictions, though standard state procurement diversity guidelines may apply. While an explicit budget is not disclosed in the SOW, similar institutional infrastructure upgrades typically range from $250,000 to $750,000 depending on scope and complexity. Bidders must demonstrate technical capability, past performance in government and correctional facility projects, proposed timeline, and total project cost. The project requires integration with existing infrastructure and must minimize disruption to ongoing facility operations. Personnel performing the installation will be subject to stringent security protocols and background check requirements due to the correctional facility location, which may add complexity and cost to project implementation.
