About this file
The provided documents are specifications for a boiler replacement project at the Washington County Corrections Facility (WCCF). The project involves removing existing boilers (B-3 & B-4) and replacing them with new Riello Array 4000 boilers, relocating boilers B-1 & B-2, modifying propane piping, replacing system pumps, and constructing new concrete housekeeping pads. The contractor must be licensed in Oregon and is responsible for site work, concrete pad installation, boiler testing, factory startup, seismic anchors and calculations, and piping insulation. The project includes provisions for a temporary boiler rated for 8 million BTU input to maintain facility operations during the replacement.
The specifications provide detailed technical requirements for the boiler system, including materials, installation methods, insulation, supports, identification, and testing protocols. The boilers are specified to be condensing, stainless steel plate heat exchangers with specific performance characteristics, including a minimum 40:1 turndown ratio, low emissions (9 ppm NOx), and high efficiency (96.1%). The project documents outline comprehensive requirements for equipment selection, installation, controls, electrical connections, and commissioning, with emphasis on energy efficiency, seismic compliance, and minimal system disruption. The specifications suggest a thorough and technically complex replacement of the facility's heating infrastructure with modern, high-performance equipment.

B. Piping Runs: Route piping close to and parallel with walls, overhead construction, columns and other structural and permanent-enclosure elements of the building (pitched for drainage). If not otherwise indicated, run piping in the shortest route which does not obstruct usable space or block access for servicing the building or equipment and avoid diagonal runs. Wherever possible in finished and occupied spaces, conceal piping from view. Do not encase horizontal runs in solid partitions.
C. For pipes below grade backfill should be tamped compactly in place so as to assure a stable surface. Unless otherwise required by manufacture in their installation instructions install min. of 4” sand bedding with 3” of sand on each side of pipe or 2” between pipes.
