About this file

Addendum 2 is an official document issued by the Oregon Department of Corrections Purchasing Section for the WCCF Boiler Replacement project (Solicitation S-29100-00013414). The addendum provides critical technical clarifications for potential bidders, including specific details about the boiler replacement project such as supply and return temperatures (170°F supply, 110-120°F return), system pressure (25 psi), operating pressure (18 psi), and electrical service specifications (208V, 3-phase power). The document requires bidders to propose a system compatible with a temporary boiler during the project, with quick connects designed as stubbed-out pipes with fittings for easy temporary boiler connection. The addendum also confirms there is no glycol in the heating system and emphasizes that this represents a material change to the Invitation to Bid, requiring bidder acknowledgment and signature by the bid closing date.

The addendum is part of a comprehensive boiler replacement project at the Warner Creek Correctional Facility, with technical specifications aimed at ensuring precise system performance and minimal operational disruption. While the document does not detail pricing or funding sources directly, it is part of a larger procurement process for replacing existing boilers with new Riello Array 4000 boilers, including system modifications and pump replacements. The technical clarifications provided are crucial for potential contractors to accurately understand the project requirements and prepare responsive bids that meet the Oregon Department of Corrections' specific mechanical and operational needs.

ADDENDUM 2

For S-29100-00013414

WCCF Boiler Replacement

Below you will find Revisions, clarifications, deletions and/or additions to the bid specifications.

This addendum modifies the related Invitation to Bid only to the extent specifically indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force and effect.

This addendum shall be added to and become part of the original Invitation to Bid.

1. Clarification: What is the supply temperature and what is the return temperature?

Answer: Supply – 170 F Return-110 – 120 F Boiler temps for the temp boiler should match the system design, a min of 140 F supply (Ideally closer to 160F to ensure enough building heat).

2. Clarification: Is there glycol in the heating loop and if so, what percent?

Answer: There is no glycol in the system.

3. Clarification: System pressure?

Answer: 25 psi

4. Clarification: Operating pressure?

Answer: 18 psi

5. Clarification: Quick connects inside building envelope” Can you give us some detail on this?

Answer: Bid a system that will work with the temp boiler they plan to use while doing the project. The Quick connects were meant to be just stubbed out pipes, with fittings for easy connection to the temp boiler

6. Clarification: In addition to the original list, I also wanted to ask if you happen to know the electrical service at WCCF. We’re wondering if it might still be 208V / 3-phase / 60 Hz.

Answer: Yes, 208 3-phase power is available.

This addendum represents a material change to the ITB and is required to be signed and returned by the Bid Closing Date and Time. Failure to do so may result in bid rejection.
