About this file

This is Amendment 0005 to Solicitation 1333ND26QNB190292, issued by the National Institute of Standards and Technology (NIST) on July 28, 2026. The amendment incorporates government responses to 14 contractor Requests for Information (RFIs) regarding generator maintenance and inspection services at NIST facilities located in Boulder, Fort Collins, and Hawaii.

The RFI responses clarify critical project details: most generators are located outdoors with adequate clearance for service work, though some equipment access may require special tools such as ladders, lifts, or cranes. NIST confirmed that 22 Automatic Transfer Switches (ATS) are included in the scope, with detailed specifications and one-line diagrams provided in the ATS Equipment List. The government also confirmed that a facility representative will be available on-site during services and that contractor personnel must apply for badging to work more than 14 days. Regarding specific technical requirements, the government clarified that generator 81-EMG-025 produces 4160 volts transformed to 480V, and while NIST is working on installing a tap box off the switchgear, the generator currently must be load-banked at medium voltage. The five-year ATS inspection must be quoted for after-hours work. The amendment incorporates four additional attachment documents (ATS Equipment List.xlsx, B81 GS2R 1LINE Layout1, B81 SUB 1A AND 1B 1LINE Layout1, and B81 SUB 2A AND 2B 1LINE SUB 2A) as reference materials. The offer due date remains unchanged at August 4, 2026, no later than 3:00 PM (MT). Contractors must acknowledge receipt of this amendment prior to the offer deadline through completion of form items 8 and 15 or by separate letter or electronic communication.

The purpose of this amendment (0005) is to incorporate an extension to the quote due date pending government RFI responses:

A. Incorporate the following RIFs with government responses:

[KTR RFI 01] “Generator specific locations & access to them (photos if possible)

1. Indoors, outdoors, ground level, roof, basement, or mechanical room

2. Is there adequate clearance around the equipment to perform service?

3. Will ladders, lifts, cranes or other special equipment be required?”

[GOV RESPONSE 01]

RFI 01-1. Most of NIST’s generators are located outdoors except 2 in boulder (EMG-001 & EMG-005, 2 in FT Collins (EMG-W-018 & EMG-W-019), and 1 in Hawaii (EMG-H-016).

RFI 01-2. Yes

RFI 01-3. Yes, depending on the job situation

[KTR RFI 02] “What the requirements are for accessing this site (especially because we would be the subcontractor)”

[GOV RESPONSE 02] You need to apply for badging to work more than 14 days on a temporary badge. Badging information is located in the general requirements section of the solicitation.

[KTR RFI 03] “Will a facility representative be available on-site during services?”

[GOV RESPONSE 03] There will be a facility representative available on site during services.

[KTR RFI 04] “Please confirm the total number of automatic transfer switches/transfer switches included in the scope of work.”

[GOV RESPONSE 04] 22 Automatic Transfer Switches

[KTR RFI 05] “Please provide the amp rating for each transfer switch/ATS included in the scope.”

[GOV RESPONSE 05] See “ATS Equipment list”

[KTR RFI 06] “Please provide, if available, an ATS/switchgear list showing the asset ID, location, associated generator, voltage, amp rating, and whether the ATS is included in the five-year ATS inspection scope.”

[GOV RESPONSE 06] See “ATS Equipment List”

[KTR RFI 07] “For generator 81-EMG-025, are the associated transfer switches/switchgear medium voltage, or is the voltage stepped down before reaching the switchgear?”

[GOV RESPONSE 07] The generator produces 4160 volts and is transformed into 480V which feeds the emergency side of the switch.

[KTR RFI 08] “For generator 81-EMG-025, does the system have a step-down transformer or low-voltage connection point where load-bank testing can be connected, or must the generator be load banked at 2400/4160 VAC?”

[GOV RESPONSE 08] There is a step-down transformer to 480V. Generator must be load banked at medium voltage.

[KTR RFI 09] “For generator 81-EMG-025, please provide any available one-line diagrams, nameplate information, photos, or connection-point details needed to determine the appropriate load-bank setup and voltage requirements.”

[GOV RESPONSE 09] See ATS Equipment List and One-Line Diagrams

[KTR RFI 10] “Could we be provided with a layout or drawing of the generators at the Hawaii and Fort Collins locations?”

[GOV RESPONSE 10] See “ATS Equipment List”. No drawings available.

[KTR RFI 11] “What is the access like for these generators? Are we able to drive up to them, or are there gates? Are they located outside?”

[GOV RESPONSE 11] Some generators are located indoors, while others are outdoors. Depending on the generator, it may be accessed from inside your vehicle or by standing near the generator.

[KTR RFI 12] “Could we be provided with the ATS specifications for each ATS requiring maintenance?”

[GOV RESPONSE 12] See “ATS Equipment List”

[KTR RFI 13] “Will the 5yr ATS inspection be required to be on nights or weekends or will they be available during normal business hours?”

[GOV RESPONSE 13] Please quote these for after-hours work.

[KTR RFI 14] “Will generator 81-EMG-025 need to be load banked at medium voltage or will there be a load bank tap box off the switch gear provided for load banking?”

[GOV RESPONSE 14] We are working on installing a tap box off the switch gear. However, in its current state, 81-EMG-025 will need to be load banked at medium voltage.
