About this file
This document is a Questions and Answers (Q&A) amendment for a NIST (National Institute of Standards and Technology) contract related to electrical and IT infrastructure upgrades in Building 225/A119. The Q&A covers detailed specifications for a UPS (Uninterruptible Power Supply) system, including the requirement for a SURT15KRMXLT - APC Smart-UPS RT 15kVA RM 208V with all modules installed, electrical connectivity requirements, and power distribution. Key details include eight 16-foot L6-30R electrical whips to feed IT equipment racks, a 208V/100Amp electrical service line, and a grounding grid located in the building's attic.
The document provides clarifications on multiple technical aspects, such as cable tray installation, rack layout, and power connectivity. Specific requirements include: no step-down transformer, no baying of existing IT racks, a new drawing for the computer facility room, and power whips connected to a rack-mounted power panel. The government will provide the PDUs (Power Distribution Units), and there is a loading dock available for equipment receiving. The amendment is dated 9/18/2025 and addresses potential ambiguities in the original Statement of Work (SOW) to ensure precise implementation of the electrical and infrastructure upgrades.

AMENDED 9/18/2025
Question 1: Can NIST provide a drawing of the room showing the required rack and basket tray layout?
Response to Question 1: Yes, we are now providing a new drawing we created as the current NIST master blueprints did not show the computer facility room in BLDG 225/A119.
Question 2: Where is the nearest ground bar or building steel that NIST would like us to ground to? Is the I-Beam under the floor acceptable?
Response to Question 2: NIST requires that the electrical work be properly grounded to the building ground. There is a grounding grid in the attic (Building 225, 4th floor) that other equipment is normally grounded to and this will be required to ground to as well. The I Beam under the raised floor is not acceptable as per OFPM.
Question 3: Cable Trough—The cable trough/shave technical specifications that state a 600mm width. What are the linear measurements needed from the subject rack to the wall or other location?
Response to Question 3: Part of the space drawing we are providing includes dimensions of the cable tray including distance from the wall.
Question 4: Is the basket tray/cable trough required for all provided and existing racks in the subject space?
Response to Question 4: No, there is no cable trough on the existing racks, they are different manufactures with different widths and heights, all cable management will run on the new cable tray installed as part of this contract. The overhead cable tray will provide pathways for Electrical wiring and Network wiring.
Question 5: It was mentioned that the existing racks in the subject space would be moved and placed in line with, can a schematic or drawing of the room and all racks be provided in order to know the precise final location? Can this drawing or schematic be utilized for the information requested in questions above?
Response to Question 5: See Response to Question 1.
Question 6: Can the exact model number of the requested UPS be provided?
Response to Question 6: SURT15KRMXLT - APC Smart-UPS RT 15kVA RM 208V, LCD, rackmount, 16U.
Question 7: The SOW can be interpreted to include the requirement of a step-down transformer.
Is a step-down transformer needed? (sec. 3, Line item 5)
Response to Question 7: No. A step-down transformer is not required nor desired.
Question 8: The SOW could be interpreted to provide a 15kVA UPS frame populated to 10kW (sec. 3, Line item 5). Is a scalable UPS required?
Response to Question 8: 15KVA is required so all modules are needed since the system requires failover of a UPS module in the event of one (1) of the UPS modules failing.
Question 9: During the site visit, others mentioned that rackmount Power Distribution Units (PDUs) would be required for both the provided and existing racks. Can you please provide the model number and quantity of the requested PDUs?
Response to Question 9: Reference: AP7911B | APC NetShelter Switched Rack PDU, 2U, 30A, 208V, 16 C13 outlet. These iPDUs are not part of this procurement. The receptacles at the end of the whips provided as part of this contract must support the iPDUs referred.
Question 10: If no specific model number of PDU is requested, can you please provide the quantity and type of receptacles needed, including plug type for each PDU?
Response to Question 10: The whips powered from the power panel that is fed from the new UPS are required to be 16 ft. long. These whips are required to have a NEMA L6-30R plugs. The UPS is supporting eight (8) L6-30R whips (2 electrical whips to each existing IT Equipment Racks).
Question 11: It was mentioned by others that bonding was required for the subject rack to be provided, is bonding to existing racks required as well?
Response to Question 11: No, “Baying” and/or “Baying kit” is not required for the existing IT racks.
Question 12: Is the current electrical infrastructure rated for 208V from the panel - service line 100A? We were not able to verify this at the site visit. If not currently 208V do we need to provide new breaker(s) for the electrical scope? Do we need to run new conduit and wire to new receptacles for the UPS?
Response to Question 12: The electrical service line to the room provides 208V/100Amps.
Wiring from the quick disconnect switch to the UPS is required, as well as all wiring and the power panel downstream of the UPS to feed the IT equipment racks.
Question 13: Regarding this requirement, Electrical connectivity (WHIPS) for IT Server racks is deployed. Are these whips for the PDUs? Or what equipment do we need to provide WHIPS for? What is the length to the nearest outlet?
Response to Question 13: Whips are for connectivity from the UPS to the PDU in each rack.
Two (2) Whips per IT rack. Total: Eight (8). All whips must be 16 ft. long to provide the flexibility that the government requires.
Question 14: Completed overhead and rack-level wiring connections.
What type of wiring/plugs? Is it just for the UPS or also the PDUs? What gauges ground?
Options for Receptacle Type Hard Wire 4-wire (2PH+N+G) for SURT15KRMXLT-1TF10K
NEMA L14-30R
NEMA L5-20R
NEMA L6-20R
NEMA L6-30R
Response to Question 14: Requirement of eight (8) L6-30R Connections (whips) to feed the IT equipment racks. The UPS you specified is wrong, as it includes a transformer (not desired) and predetermined connections. All of the whips must be 16 ft. long and fed from a rack mounted power panel that is located in the same rack as the UPS. All of this must be provided as part of this procurement. The UPS we believe meets this requirement is:
SURT15KRMXLT - APC Smart-UPS RT 15kVA RM 208V, LCD, rackmount, 16U. We require all of the modules in the modular UPS to be installed and running so that in the event one module fails, the UPS will continue operation.
Question 15: Will the PDUs be provided or are they on-site currently?
Response to Question 15: The PDUs will be provided by the Government; however, not currently onsite.
Question 16: Is there a loading dock for receiving equipment? Is there material handling equipment/storage for equipment before installation?
Response to Question 16: Yes, there is a loading dock for receiving equipment and there is material handling equipment/storage for equipment before installation.
