About this file
This is a Question and Answer document following a site visit for an epoxy floor coating project at the National Institute of Standards and Technology (NIST). The work is to be performed in room G100 on the ground floor, accessible via a roll-up door with direct vehicle access. The scope includes removing existing epoxy flooring through grinding and bead blasting, then installing new epoxy coating. Metal trench covers and floor-mounted reference markers must be protected and will not be coated.
The project must be completed during normal business hours (8am-5pm) with no weekend or overtime work permitted. Contractors will have access to water within 50 feet via hose bib and various electrical connections including 120V single phase, 208V three phase, and 480V three phase power. Contractors are responsible for debris removal and must have all materials surveyed by Health Physics before removal from site. Government escorts are required 100% of the time while contractors are in G100, though bathroom facilities will be available for contractor use. No government dumpsters will be provided, and there is no space for contractor dumpsters on site.

1. What floor in the building is this job located on? Is it a ground floor or upper floors?
RESPONSE: The work is in G100, 100 level indicates ground floor. There is a ramp with roll up door access for loading/unloading equipment from vehicles.
2. Will we be able to use freight elevator if need it or passenger elevator? Please specified which one so we can account for elevator protection.
RESPONSE: No elevator use is needed. Loading/unloading can be done directly from vehicles using the roll up door entrance to G100.
3. What are the hours of operations for construction in the building?
RESPONSE: Hours are 8:00 am to 5:00 pm.
4. Where is the space actually located? How far from the elevator? Or how far from the entrance? How many feet is the run of protection we will have to use?
RESPONSE: The G100 space is accessible via roll up door and along an epoxy coated walkway, no need for protection of elevators or carpet as none exist in this space.
5. Will we have the use of water and electricity available to install the project?
RESPONSE: Water is available via hose bib along the east side wall.
Single phase 120v (5-20R), three phase 208 (L21-30R) and 3 phase 480v (60 amps maximum) are available. NCNR will make any necessary electrical connections. See below.
6. How far are electrical outlets and water supply form the space?
RESPONSE: Water and electrical utilities are located within 50 feet of the work area.
7. Are we removing existing floor finish?
RESPONSE: Yes. The Statement of Work states: “Surface preparation shall include grinding and bead blasting to remove the existing epoxy floor covering (where it exists) and to provide surface profile to enhance adhesion of the new epoxy coating.”
8. Are we to scarify the slab first to install epoxy floor?
RESPONSE: Yes. The Statement of Work states: “Surface preparation shall include grinding and bead blasting to remove the existing epoxy floor covering (where it exists) and to provide surface profile to enhance adhesion of the new epoxy coating.”
9. Are we ramping to any other floor finish?
RESPONSE: There is an existing epoxy floor finish that is on the same level as the area to be coated.
10. Would there be a base molding as well? Or 6” above finish floor with epoxy?
RESPONSE: There is no molding or cove base in this project, only the floor is coated.
11. Are we working during normal business hours or should we account for the over time?
RESPONSE: Normal business hours are 8 am to 5 pm. There are no weekend/overtime hours offered.
12. Will there be a bathroom use during the project so our labor will be able to use and clean up?
RESPONSE: Yes, contractors will be able to use the building’s bathroom facilities and take any necessary breaks. Please be mindful that G100 requires a government escort of contractor employees 100% of the time.
13. Where we will be able to throw the debris from the project? Does the building provide the dumpster, or we have to use our own?
RESPONSE: The contractor is responsible for debris removal. Bagged trash can be staged near the roll up door to be surveyed by Health Physics (to confirm no contamination) prior to removal. The contractor is responsible for removing all debris from the site. There will be no Government provided dumpsters and there is no room for a contractor provided dumpster at the NIST site.
14. What is being done with the metal plates around the perimeter floor? Are they going to be painted by us or just left alone?
RESPONSE: The Statement of Work states: “Existing utility trenches, trench covers and floor mounted reference markers shall be protected. “
Metal trench plate covers and floor mounted reference markers (~1.5” round) are not to be coated.
