About this file

This is a Q&A document containing five questions and responses regarding an epoxy flooring project at NIST's reactor facility. The document confirms the proposal due date is February 6, 2025, and clarifies that previous reactor facility experience is not required, though contractors must exercise extreme care around sensitive neutron guide beams and measuring equipment in the work area.

Technical specifications addressed include: bolt holes and anchors are to be filled and coated with epoxy except for five removable protective covers; expansion joints should be coated over; no blue walkways are required; and available power includes 120V single phase, 208V three phase, and 480V three phase (60 amp max) connections to be made by NCNR personnel.

1. Confirm the due date for a proposal is February 6, 2025.

RESPONSE: NIST confirms the due date for proposals is February 6, 2025

2. There were holes in the cement, primarily from the gaps in metal screws. How would NIST like these to be handled/filled?

RESPONSE: NIST will thread bolts into floor anchors that are to be protected. All other open anchors can be filled and coated.

Expansion joints shall not be honored; they shall be coated over with epoxy. This is consistent with existing coating in G100. See below.

Five plastic protective covers, black and white in color, shall not be coated. They are protecting floor measuring devices and are removeable, the devices below the covers shall be protected.

See below.

3. Confirm it is not a pre-requisite for a company to have worked in a reactor facility to offer a proposal.

RESPONSE: Previous experience working in a reactor facility is no longer considered a prerequisite to offer a proposal. This reactor facility contains delicate neutron guide beams made of glass, which are exposed in the same area where the floor will be coated. Utmost care must be taken when performing work near any neutron measuring equipment. Inadvertent contact risks damage and can impact calibrations of equipment.

4. Confirm there are no “blue” walkways to be applied pertaining to this project.

RESPONSE: There are NO blue walkways to be applied pertaining to this project.

5. Please clarify the available electrical supplies on the project.

RESPONSE: Single phase 120v (5-20R), three phase 208 (L21-30R) and 3 phase 480v (60 amps maximum) are available. NCNR will make any necessary electrical connections. See below.
