AMENDMENT 0002
Request for Quote (RFQ): 1333ND2QNB610029 Project Name: Epoxy Floor Coating Services Date: 01/13/25 Purpose: Provide government responses to submitted questions, a picture, and a floor plan.
QUESTIONS & GOVERNMENT RESPONSES
QUESTION 1: Please clarify whether the government's desired epoxy finish is a solid color or a textured finish using colored vinyl flakes? Each option offers distinct benefits: solid color provides excellent adhesion and resistance to chemical spills, bacteria, and moisture, while a flake finish creates a textured surface resembling terrazzo. Which finish aligns with the project requirements?
RESPONSE 1: The epoxy finish shall be a solid color, matching the existing coating in G100 as closely as possible. (Sikafloor Urethane Color Additive RAL 1001 Beige #2 SF340). No textured finish or flakes.
QUESTION/REQUEST 2: Please provide pictures of the place of performance (work area).
RESPONSE 2: Please see attached pictures which are incorporated into this solicitation through this amendment. Area will be clear of equipment. The bare concrete is smooth. The metal trench plate covers will not be coated. The ‘butterscotch’ type color seen in the upper right quadrant of the photo is to be matched.
QUESTION 3: Can all the work areas be worked on at once or will phases be required? If phasing is required, what is the planned schedule?
RESPONSE 3: The Government will schedule the Contractor’s work can be completed at once. NIST does not anticipate an interruption to the work site. If an interruption to the workspace occurs, a modified work schedule will be agreed upon by both parties.
QUESTION 4: What are the security requirements for entering the facility? The link for eligibility requirements in solicitation does not work.
| RESPONSE 4: Please see amendment 001 which provides instructions on how to gain | access to the campus for the site visit. Once at Building 235, you will sign in, be given a | badge, and always escorted through the facility by a NIST staff member. |
| Upon award, contractors must enter through Gate F and continue to Truck Inspection | located at building 301 every day, before coming to building 235. |
QUESTION 5: Is any cove base involved on this project?
RESPONSE 5: There is no cove base involved.
QUESTION 6: Can a floor plan of the project work area be provided?
RESPONSE 6: Please see attached floor plan which is incorporated into this solicitation through this amendment.
QUESTION 7: Is non-skid aggregate wanted in the new system?
RESPONSE 7: The epoxy finish shall be a solid color, matching the existing coating in G100 as closely as possible (Sikafloor Urethane Color Additive RAL 1001 Beige #2 SF340). No aggregate required in the new system.
QUESTION 8: Is there any furniture or equipment to be moved? If so, who is responsible for moving it?
RESPONSE 8: The Contractor is not required to move any furniture or equipment. NIST staff will move any furniture or equipment if necessary.
QUESTION 9: Will there be an area to place a dumpster for waste?
RESPONSE 9: There will be a laydown area inside G100 to place trash for removal from G100 after it has been cleared by the Health Physics group. There is no area for a dumpster. Contractor is required to remove all waste from the campus.
QUESTION 10: Will extended work hours or weekend work be considered to expedite the project?

| Regular business hours are Monday through Friday, 8:00am –5:00pm, ET excluding | Federal holidays and NIST closures. Extended hours and weekend work will not be | scheduled to expedite completion of the services. |
QUESTION 11: Inspection and Acceptance Criteria: Could you clarify the specific standards or criteria that will be used to inspect and accept the work performed under this contract? Are there any intermediate inspections required, or is acceptance solely based on the final product?
| RESPONSE 11: There will not be any intermediate inspections. Acceptance inspection | will be completed once the services are complete. | |||||||
| INSPECTION & ACCEPTANCE | ||||||||
| In addition to the inspection and acceptance terms articulated in 52.212-4, the | Government reserves the right to perform such performance tests and evaluations | as defined below to verify specified system performance. Such tests and | evaluations, if | performed, shall be conducted within the environment that the | system is to be operated. The Contractor has the right to be present during the | tests and evaluations, if performed, at the Contractor’s expense. |

| NCNR will ensure the epoxy coating is being installed in accordance with the | manufacturer’s recommended application instructions. NIST will inspect the | product to be ensure the product meets the required technical specifications. |
QUESTION 12: Pre-Existing Flooring Conditions: Are there any known issues or challenges with the current flooring in the specified area (e.g., structural concerns, uneven surfaces) that may impact the scope or execution of the work?
RESPONSE 12: No known issues or challenges. Existing utility trenches, trench covers and floor mounted reference markers shall be protected. The floor plan shows the trenches in yellow. Metal trench plates do not get coated. Floor mounted reference markers are metal, roughly 2” circular shapes located at various points throughout the floorplan and shall be protected.
QUESTION 13: Will NIST provide storage space for materials and equipment on-site during the project? If so, are there any size or access limitations?
RESPONSE 13: NIST will provide floorspace within G100 (where the work is taking place) to store materials and equipment during the project. Floorspace adjacent to work area measures approximately 300 ft². G100 requires badged entry and access will be provided via NIST escort.
QUESTION 14: Is a base coat required?
RESPONSE 14: As provided in Statement of Work, a minimum of two coats shall be used. Depending on the epoxy system used, the first coat may be considered a base coat.
QUESTION 15: What is the expected start date and required completion timeframe?
RESPONSE 15: The Period of Performance to complete the services is anytime between 03/01/25 and 04/30/25.
