About this file
This document is a set of questions and answers related to an electrical construction project at the National Institute of Standards and Technology (NIST). The key details are:
The NIST is issuing an Indefinite Delivery Indefinite Quantity (IDIQ) task order contract for electrical construction, with a 5-year ordering period and a total contract ceiling of $9,000,000. This is a 100% set-aside for small business firms. The questions and answers address details such as the use of GFCI outlets, the drilling of historic granite, the replacement of exterior receptacles, and the provision of grounding conductors. The solicitation will be updated to include a bid alternate for a professionally painted aluminum rigid conduit system. The electrical contractor will be required to provide marked-up drawings rather than CAD as-builts for this initial task order.

1. Could you please provide the photos of the electric room and panel?
Photos will be provided and added to the scope as attachment “Panelboard Pictures”.
2. Is the existing conduit run overhead or in the slab?
In the slab per record drawings. There is not guarantee that record drawings match field conditions.
3. Would GFI outlets with USB ports be a better fit for this application?
Yes, scope will be updated to reflect this.
4. Is the use of IMC conduit acceptable for this project?
It is for the painted option. Will update scope to reflect this. Still want the aluminum finish as stated in the scope (e.g., both painted and aluminum finish options are required).
5. It is our understanding the existing granite base is listed as historic and has historical value. Will we be allowed to drill thru the granite to support our conduit and boxes? Or will we be required to drill only thru the outer joint seam?
Drill thru granite is allowed with diamond core bit. The offeror can consult with a granite expert consultant. If applicable, the offeror must reference this consultation in the technical narrative.
6. Dry or core drilling thru the existing historical granite does not seem to be an option.
This will most likely crack the granite. Will a diamond core bit be allowed to be used when penetrating the granite to bring electric from the interior column out to the exterior?
Drill thru granite is allowed with diamond core bit. The offeror must use means and method needed to ensure not cracking of the granite. The offeror can consult with a granite expert consultant. If applicable, the offeror must reference this consultation in the technical narrative.
7. Please verify that all (6) new receptacles will be GFCI type and that no pig tailing from
(1) GFCI will be accepted? The statement of work shows provide a ground-fault circuit-interrupter at the beginning of the circuit run.
One GFCI protecting the whole circuit is acceptable.
8. The statement of work shows to “Replace existing exterior at Columns near stair entrances”. Please confirm this means to replace existing receptacles at columns near stair entrances.
Yes, statement should have referred to existing receptacles at columns. Scope have been updated to reflect this.
9. In the statement of work, it shows that no grounding conductors exist for panel “PB1- 53” Circuits 19, 21 and 23. Please advise that the intent is to provide a new grounding conductor from the electrical panel for these circuits.
No. NFPA 70, 406.4 (D)(2) shall be followed.
10. Attachments “Original Power Library Bldg. 101” and “Circuit Routing Along Granite Base” for additional information. I believe we viewed these drawings at the project walk but they do not appear to be available on the Sam.gov website. Can these drawings be provided prior to the due date?
Attachments “Original Power Library Bldg. 101” and “Circuit Routing Along Granite Base” will be provided.
11. In the provided bid Solicitation, there is only Item No. 0001 $_________ shown for pricing. Since two price proposals are being requested, one based on aluminum rigid conduit system (to include fittings and supports) and one bid alternate based on professionally painted aluminum rigid conduit system (to include fittings and supports) to match existing granite base color. Will this solicitation be updated for the painted option identified as Item No. 0002?
Yes. Solicitation will be updated.
12. Will the B101, “New receptacles at Veranda” project require the assistance of a design engineer for cad /construction drawings or will the electrical contractor be able to provide as-builts that are marked up from the Government supplied drawings?
Electrical contractor to provide mark up drawings. CAD as-builts not required for this initial task order.
