About this file

This document is an amendment to Solicitation 1333ND24QNB190031 for Cafeteria Food Services at the NIST Gaithersburg Campus in Maryland. The amendment revises the campus population in the Facility Information Sheet and publishes the slides and attendance sheet from the pre-quotation conference. The solicitation response date remains unchanged as April 26, 2024. The amendment also provides responses to questions from offerors, including details on 2019 cafeteria revenue and historical information on catered events. No additional compensation is available for the required 45-day badging process, and offerors should propose appropriate timelines for any necessary marketing and build-out. Pricing for catering is to be on a per-person basis, with no specific minimums. This is a small business set-aside under NAICS code 722514, with a 1-year base period and four 1-year option periods anticipated. Award is expected on or about May 31, 2024, with services starting August 1, 2024.

1. There have been a couple of scenarios referenced in regard to cafeteria revenue in order to prepare a complete and feasible business plan. Would it be possible to have more detail of revenue history (2018, 2019) to consider with the projecons from the 2015 study? Cover Counts and total revenues per meal period for example would be greatly appreciated.

a. We will provide number of customers and average check for breakfast and lunch periods for 2019.

2019 Breakfast Lunch Average Check $ 3.51 $6.14 Number of Customers 378 768

b. The above aligns with the previous stated conservave esmate of 1,000 customers or ckets per day.

2. Can we have more detail and informaon on the actual catering events from the most relevant recent years of operaon for catered events? Having a breakdown of sales per meal period and type (i.e. coffee and beverage breaks, recepons, etc.) would be very helpful along with numbers of atendees and per events and types. The previous informaon stated 200 atendees per event and around 8 events although a projecon of 7,000 top 10,000 atendees per year could be expected.

a. The conference program (pre-covid) attracted 7,000 – 10,000 attendees annually for as many as 100-125 individual conferences. Each event may require coffee and lunch service and may require breakfast, reception fare and/or dinners. Time for these events may be varied and service may be required during evening or weekend functions.

The largest conferences held on the campus are seasonal, occurring at the height in August and April. While there have been, since 2011, marginal increases and decreases in the attendees at these events, the average over the four years, exclusive of the years in which Covid restrictions reduced activities across campus, has stayed relatively flat.

The following table depicts the number of attendees for a given year:

Year Number of Attendees Number of Events Average Size Largest Size

2016 8,867 99 90 654 2017 8,455 103 82 894 2018 7,929 91 87 412 2019 10,459 90 116 453

b. Average Number of Conference, Meeting and Event Attendees per Year (Based on the

Historic Data above): 8,928

c. Estimates for anticipated events during the performance of this requirement can be found in Exhibit 04 Facility Information Sheet.

3. Finally, would we be able to present a sample menu outside of the page limit as an addendum so that we can properly showcase our abilies to plan and market menus for this opportunity?

a. The page limit should be sufficient to present a sample menu.

4. The badging process could take up to 45 days. Is there a compensaon for having employees on the payroll for such a long me without income?

a. These should be considered overhead costs and accounted for in the proposal. No addional compensaon is considered at this me.

b. Staff that are US Cizens with clear records typically can be processed and approved within a 2- to 3- week period.

5. How much me would the successful bidder be given to determine the items that would be needed for markeng and the built out of each locaon? Some items may take several weeks to order and install.

a. No me is specified. The vendor should provide the proposed items and melines in their proposal.

6. The Catering pricing is confusing, it lists a quanty on 1 then ask for the unit price and then it wants a total amount price? Some items state a minimum of 4, awhile others state a minimum of 5.

a. In the catering industry, the common food pricing unit is per person. 4 and 5 refer to the actual food selecons, not pricing.

7. Is there any forecast or history of sales, that can we used to determine potenal business opportunies.

a. Refer to the response in Queson #1.
