Solicitation No. 133ND21QNB150136 Questions & Answers

Q1. Pg. 28, Section 1, e. I. – Are batteries that fail prior to their scheduled replacement or prior to the annual inspection qualify as preventative maintenance replacements for the purpose of this bid?

A1. Response: As indicated in the section identified, “Failed batteries on the system and failed batteries as a result of testing shall be replaced.” This section is identified as “fire alarm system preventative maintenance items”. So, yes, batteries that fail are considered preventative maintenance and should be replaced as part of this service (bid).

Q2. Pg. 28, Section 1, e. III. – What is the count of multi-criteria smoke detectors with CO elements that are expected to be replaced within this 5-year contract cycle?

A2. Response: The multi-criteria smoke detectors for Notifier are the I-Quad Smoke Acclimate Detectors identified in Attachment 1 – Appendix A on the NIST Boulder/Fort Collins Sites - Total Device Count spreadsheet with a date of 12/2020. The spreadsheet identifies a quantity of 33 I-Quad Smoke Acclimate Detectors. As of 1/13/2021 this quantity is 39 I-Quad Smoke Acclimate Detectors. During this contract 5-year period a quantity of 27 of these I-Quad Smoke Acclimate Detectors will need to be replaced due to the expiration of the CO element in each.

Q3. Pg. 33, Section 4, b. Does “maintenance” of the wet chemical extinguishing system in the hydrostatic testing and recharge?

(Elaboration of question) We understand that the wet chemical system will be due for hydrostatic testing (once every 12 years) during this next contract cycle. Our question is whether the definition of “maintenance” in this section would mean that the successful bidder would need to include that testing on the containers and hose assemblies or if this will be a chargeable call that will be billed against the T&M service CLIN.

A3. Response: The referenced section identifies maintenance to be performed in accordance with the 2021 edition of NFPA 17A, Section 8.3. This section of NFPA 17A indicates the following:

8.3.3.2 * Where maintenance of any wet chemical containers reveals conditions such as, but not limited to, corrosion or pitting in excess of the manufacturer’s limits; structural damage; fire damage; or repairs by soldering, welding, or brazing, the affected container shall be hydrostatically tested in accordance with Section 8.5 or replaced in accordance with the instructions of the manufacturer or the listing agency.

All of Chapter 8 in NFPA 17A is titled Inspection, Maintenance, and Recharge. Section

8.5 addresses hydrostatic testing. Specifically, section 8.5.1 indicates the following:

8.5.1 The following parts of wet chemical extinguishing systems shall be subjected to a hydrostatic pressure test at intervals not exceeding 12 years:

1) Wet chemical containers

2) Auxiliary pressure containers

Solicitation No. 133ND21QNB150136 Questions & Answers

3) Hose assemblies

8.5.1.1 Parts of wet chemical extinguishing systems that meet the following criteria shall be exempt from the hydrostatic pressure test requirement of 8.5.1:

1) Auxiliary pressure containers not exceeding 2 in. (0.05 m) outside diameter and less than 2 ft (0.6 m) in length

2) Auxiliary pressure containers bearing the DOT “3E” marking

In summary, any of this required hydrostatic testing is considered maintenance and is included in the testing and maintenance services of this contract as part of the appropriate

CLIN.

Q4. Appendix C – When are the 12-year hydros due for the CO2 tanks listed within attachment C?

A4. Response: The 12-year hydrostatic tests for the CO2 cylinders are due during Option Year 1 (7/1/2022 – 6/30/2022) of the contract. This is shown as CLIN 1001FC on page 8 of 111 of the solicitation. None of the other Period of Performance years have this CLIN.
