Solicitation Questions & Answers
Q1. FACTOR III - Key Personnel (SF33B page 44 of 55) states that the Director role must be equivalent to the Executive Management I labor category. Attachment 3 (RCC Pricing Matrix) only has an Executive Management II labor category and no job description for Executive Management I labor category. Please clarify.
A1. The Director role must be equivalent to the Executive Management II labor category. The “SF33_B” document has been updated to reflect this.
Q2. Section L.12.1.1 Past Performance (FACTOR IV) (SF33B page 44 of 55) states that “Offerors are required to submit past performance references for no more than three (3) contracts similar in scope and complexity to this effort which have been performed within the past five (5) years.”
Does the Government expect the offerors to submit a past performance writeup or submission of the Past Performance Questionnaire submitted by our customer directly to the NOAA contract specialist is only required? Where in our proposal package should we identify the submission of the past performance references?
A2. The Performance Questionnaire is the only requirement and the evaluator should submit it directly to the Government as instructed in Section L. However, as stated in M.4, “Additionally, NOAA plans to rely upon information other than what is submitted by offerors, including the Contractor Performance Assessment Reporting System (CPARS).”
Q3. Section L.12.1.2 Price Proposal (FACTOR V) (SF33_B page 45 of 55) states that “Offeror’s proposal shall include the Pricing Worksheet (Attachment 3).” Will the Government provide a template for Task Order 001 price proposal? Or should the offeror use a self-generated format?
A3. Offerors should use the first tab (Task Order 001 Worksheet) in Pricing Worksheet (Attachment 3) to submit their summary pricing proposal for Task Order 001. This will provide the total proposed price per year for each of the CLINs in Task Order 001.
In addition, because adequate price competition is not anticipated for all regions for these noncommercial services where the estimated value of the IDIQ is greater than the current TINA threshold of $2M, cost or pricing data is required. For instructions on this submission, please reference the solicitation Section L.7, 52.215-20 REQUIREMENTS FOR CERTIFIED COST OR
PRICING DATA AND DATA OTHER THAN CERTIFIED COST OR PRICING DATA (OCT
2010) - ALTERNATE III, OCT 1997, which states in part where no exception has been granted:
“The Offeror shall prepare and submit certified cost or pricing data, data other than certified cost or pricing data, and supporting attachments in accordance with the instructions contained in Table 15-2 of FAR 15.408.”
Solicitation Questions & Answers
There is no required template for the Total Compensation Plan required by 52.222-46, Evaluation of Compensation for Professional Employees (FEB 1993). Offerors should use a self-generated format.
Q4. Section L.12.2.2 (c) Orals Presentation Attendees (SF33B page 46 of 55). States “Offerors may include up to four representatives to the presentation (this includes potential subcontractor representatives). Of the four participants, at least one must be the senior technical member responsible for the design and implementation of the solution.” Please clarify if senior technical member is referred to the Director role or may it be someone else.
A4. The role of the senior technical member, who will participate in the oral presentation, will be left to the discretion of the offeror.
Q5. Can we add labor categories to Attachment 3-RCC Pricing Matrix if we cannot find an existing one that fits? And, are we required to provide labor rates for all labor categories or only for those we request in our budget?
A5. Yes, the offeror can propose additional labor categories. However, offeror MUST provide labor rates for all labor categories in Attachment 3-RCC Pricing Matrix.
Q6. As far as Past Performance References, can we send these forms to references awarded via grants (as opposed to contracts)?
A6. Yes, as long as the reference is recent (within the past five years) and relevant (similar scope and complexity). Sections L.12.1.1, M.4, and the Past Performance Questionnaire have been revised to reflect this. Please note it is not necessary to re-submit any Past Performance Questionnaires using the updated attachment provided with Amendment 001. The Government will accept Past Performance Questionnaires in either the original form provided with the solicitation or the updated form provided with this Amendment 001.
Q7. I would like to confirm that in responding to solicitation 1332KP20BNEEN000, the only written documents that need to be submitted are the Past Performance (Factor V) document and the Price Proposal. Once these are submitted, NOAA will invite us to discuss the details of our technical approach, past experience, and staffing in an oral presentation. Is my understanding correct?
A7. That is correct regarding the content of the oral presentation. Regarding the written documents: along with the Past Performance Questionnaires and the Price Proposal, please also reference the “Other Documentation” (10 items) listed at the end of solicitation Section L.12. These may be submitted separately through a Business Proposal, or in another format at the offeror’s discretion. No page limit applies to this other documentation.

Solicitation Questions & Answers
Q8. In reviewing the solicitation (1332KP20BNEEN0005), I am confused by the instructions in Sec.
L.12.1 ‘Written Proposal’ (pp.43-44) that state FACTORS I-III (Experience, Technical Approach to Task Order 001, and Key Personnel) are “ORAL PRESENTATION ONLY”, while Factors IV and V are “WRITTEN ONLY”. What, specifically does “Oral Presentation Only” mean in this context? Are those factors NOT to be included in the written proposal, or are those the only sections of the written proposal that are to be discussed in the oral presentation? Could you please clarify?
A8. The oral presentation should only address factors I - III. The written portion should only address factors IV - V as well as the 10 items listed in “Other Documentation” at the end of Section L.12. See answer to Question 7 above.
Q9. I have one additional question concerning Section K: Reps and Certs, specifically K.4 Cost Accounting Standards Notices and Certs. This section discusses the requirement to complete a Disclosure Statement (CASB DS-1 or CASB DS-2) for any contracts in excess of $750,000. But according to 48 CFR 9903.201-1, this policy applies to contracts valued at $7.5M or greater. Can you please clarify the dollar threshold required? Additionally, are we required to fill out the form [if] we don't anticipate exceeding $7.5M during the contract period?
A9. CAS applicability will be determined for each offeror at the time of award. Please reference the following to determine whether a disclosure statement is required, as well as whether CAS would apply, and whether CAS coverage would be full or modified.
https://www.dau.edu/tools/Lists/DAUTools/Attachments/28/CON%20252%20CAS%20Flowchart %20(FULL)_PDF.pdf
Please note the current CAS applicability threshold is $2M, not $750,000. The “Trigger” threshold remains at $7.5M.
Vendors are authorized to propose a different maximum value from what is listed in Section B, clause CAR 1352.216-75 MINIMUM AND MAXIMUM CONTRACT AMOUNTS (APR 2010).
This could be included in “Other Documentation” as described at the end of section L.12, and submitted as part of a Business Proposal volume or other format at the offeror’s discretion.
Q10. Do we need to provide letters of support with the application? I see that we sent several last time, but I don’t see any mention of these in the solicitation.
A10. No, you do not need to provide letters of support, and any letters of support would not be evaluated by the Government per Section M.

Solicitation Questions & Answers
Q11. Do we need to provide Bios/Resumes for staff? Again, we included them last time, but I don’t see mention of these in the solicitation.
A11. Bios/Resumes for staff are not required and would not be evaluated per Section M. However, the oral presentation should sufficiently discuss the qualifications of proposed key personnel per Factor 3, as well as “ how the Offeror intends to organize staff and manage” Task Order 001 per Factor 2.
Q12. Do you have any sort of submission checklist that would show what all needs to be included in the submission? I didn’t find anything online.
A12. There is no submission checklist. Please refer to Section L of the RFQ for complete instructions for submission.
Q13. In the PWS document, under “C. National Capabilities to Support Regional Needs” (Page 20), 4 items are listed: “Threaded Station Data”, “Error Reporting and Tracking”, “Daily Updates of Cooperative Observing (COOP) Stations” and “Value Added Data and Information Access Support”. Of the 4 items mentioned, the first 3 seem to be applicable to a particular RCC . What does item #4 apply to? Does it apply to all RCCs or a particular RCC?
A13. For the four requirements under National Capabilities to Support Regional Needs, any offeror may include in its proposal any, all, or none of these four requirements, but only one region (per requirement) will be selected to complete the work for that requirement. Please note that the fourth requirement listed is a new requirement.
