Clauses and Provisions Attachment 1 Subcontractor Consent Form:

Question: Do we need to include letters for every subcontractor we are working with to bid on the project? Including the ones listed in the SOW? Or is this form to only be used for Past Performance entities that we are submitting in volume 2 Factor 2?

Answer: The consent form at Attachment 1 shall “be completed by the major subcontractors/teaming partners identified in your proposal”. Note that any contractors stated in the SOW are for REFERENCE ONLY as the original equipment manufacturers or existing equipment/material, firms known to the Government to provide certain items/services, etc. FAR and solicitation references are provided below.

Per FAR 9.601:

“Contractor team arrangement,” as used in this subpart, means an arrangement in which --

(1) Two or more companies form a partnership or joint venture to act as a potential prime contractor; or

(2) A potential prime contractor agrees with one or more other companies to have them act as its subcontractors under a specified Government contract or acquisition program.

Per the solicitation, ADDENDUM TO FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS, INSTRUCTIONS, 2. Volume II: Technical Quote, Factor 2-Past Performance, paragraph (2), “The quoter shall submit, along with the information required in the previous paragraph, a consent letter (Attachment #1), executed by each teaming partner and/or joint venture partner, authorizing release of adverse past performance information to the quoter, so the quoter can respond to such information.”

Per Attachment 1, the document itself includes the following language:

“In an effort to assist the Government's past performance evaluators in assessing your past performance relevancy and confidence, we request that the following consent form be completed by the major subcontractors/teaming partners identified in your proposal.”

SOW Item 66250 Bridge Window Wiper Replacement:

Answer: There is a window sprayer system that is independent of the wipers.

SOW Item 22410 CCP Electric Pump Conversion:

Question: Paragraph 4.4.4 the SOW is calling for 4 spare breakers, what size breakers are required? Are 3 spare pole breakers required?

Answer: The specification calls for extra spaces, breakers to fill those spaces are not requested.

SOW Item 22410 CCP Electric Pump conversion paragraph 4.4.4 states in part “The panel shall have at least four extra breakers spaces available for future use.”

Question: How can we price without a drawing for 4.4.6. Please provide the drawing.

Answer: Paragraph 4.3 in Item 22410 is modified to add assumption for quoting purposes;

reference SOW changes below. The price schedule has been updated and is attached to this amendment.

SOW Item 15050 Miscellaneous Pipe Repairs:

Question: 4.2.2. Visually inspect and hydrostatical test the following piping from the hull to the first inboard flange/ valve listed in Table 1 below. Hydrostatic test will be for 5 Minutes (plus time to inspect) at 150 LBS using fresh water. Leakage or pipe deformation is unacceptable.

Mark results on Table 1 below and provide to the COR. It was mentioned during the ship check that it may be possible to only do a visual inspection. Possibly remove the paint and inspect.

Getting test equipment to seal against the hull or inside of the piping at 150 PIS may be difficult.

Answer: To insure that piping is still sound enough to continue to operate without emergent repairs hydrostatic testing is required. If a pipe segment cannot be inspected due to the inability to get a good seal or inaccessibility it will be discussed with the COR and marked on Table 1 per the SOW. At that point on the Government will determine any repair actions; all contractors are reminded that any changes to the SOW are authorized by a contracting officer ONLY. Per the SOW, the last line of paragraph 4.2.2 for this item, following Table 1, reads “Provide a CFR for piping found to be un-acceptable”.

Noted that during the ship check that there was some concern of performing this operation. In the Navy it is standard practice to Hydrostatically test all repairs. The equipment is commercial available. The practice of Hydro-ing piping systems has great value to the customer as it can truly identify degraded piping sections and provide objective quality to repairs that a contractor performs.

SOW Item 15200 Sea Valve Inspections:

Question: 4.1.i. Remove all waster pieces and spool pieces installed between the sea valves and the ship’s hull. Thoroughly clean the waster and spool pieces and inspect for deterioration or other defectiveconditions and submit CFR with inspection results. Inspect all fasteners and submit a CFR same as specified above for sea valves. Reinstall waster pieces and spool pieces following successful inspection. It was stated during the ship check that this vessel does not have waster spools. Is that correct? If not then I will refer to the previous question about visual inspection if the hull piping.

Answer: There might be one or two in systems that have been modified and weren’t documented.

Question: 4.1.g. Coat the interior of each steel valve, excluding seating and polished surfaces, with the same epoxy primer used on the underwater body. The inside of the valve body would need to be blasted for the coating to adhere properly. Blasting the valves with the seats in place would not be recommended. Should it be assumed to remove all seats, blast, and paint and then proceed with assembly?

Answer: Yes it should be assumed for each of the valve steel body valves that are over 2" will require blasting, preservation and rebuilding.

SOW Item 55820 Mooring Chock repair:

Question: How do we quote the engineering? Do we assume a lump sum for engineering support?

Answer: Engineering work should be quotable. A lump sum for material and labor hours will be added to the SOW for installation under paragraph 4.1. Reference SOW changes below. The price schedule has been updated and is attached to this amendment.

SOW Item 23100 Reverse Osmosis system Installation:

Question: Request for reference 2.6 FA-311-001 has not been answered. Please provide reference.
