d. Incorporate the questions and answers as shown below.
During the Ship check it was discussed if an alternate route direct route through the fuel tank would be acceptable.
Answer: Alternative routes are acceptable. The SOW will be clarified to address this issue.
Will you please clarify how you will proceed with the piping route for estimating purposes?
Answer: The contractor shall select the most economical route and provide a bid.
Can the use of ABS approved mechanical bulk head penetrations ( i.e. Hermetic ) be used if the routing of the new pipe runs through the overhead and the various spaces as per the current SOW?
Answer: ABS approved mechanical bulkhead penetrations are acceptable where there use is intended.
Item 65280 Grey Water Flow Meter:
Paragraph 3.1 , The vendor shall supply one flowmeter
During the ship check, it was pointed out that the vessel already had a flow meter in use that is acceptable for the required application. Does the contractor still need to provide the flowmeter? Will this be furnished by the vessel?
Answer: This is an option item. If the flowmeter is needed upon inspection of the currently flowmeter, this option will be exercised.
Can you provide NOAA Std Spec 00 50 51 03 Sea Valve Overhaul?
Answer: We can’t locate this NOAA spec. It isn’t listed in the SOW.
Item 23100 Reverse Osmosis System Installation:
Please provide 2.2 Drawing: Starboard RO Unit Installation Diagram
Answer: The drawing was provided as part of the second delivery of references on 7/26/18.
Item 12430 Tailshaft Survey and CPP Inspection:
The OSCAR DYSON spec. doesn’t say anything about shaft alignment and the FAIRWEATHER spec . mentions it but is very vague.
So, we would like some clarification from NOAA as to what exactly they would like to have done in terms of “shaft alignment readings”:
1. Strain gage readings afloat, before and after drydocking, to determine shaft alignment in terms of bearing loads through the line shaft and gear shaft bearings.
2. Strain gage readings in drydock, before propeller removal and after reinstallation, to determine shaft alignment in terms of bearing load through the entire shaft system from bull gear to struts.
3. Optical alignment measurements through the stern tube and strut bearings, in drydock, with tail and tube shafts removed.
We can do any or all of the above. We just need to know what they want.
Answer: Provide strain gage readings afloat, before and after drydocking, to determine shaft alignment in terms of bearing loads through the line shaft and gear shaft bearings. This will be updated in the SOW.
Item 12330 Main Engine Upgrades:
4.3.2 MSI – take exception. We do not supply fluids. We recommend fluids which meet or exceed OEM recommendations, as EMD does not endorse brands, and only recommends chemical makeup, I would suggest asking the ship what fluids they currently use. Each engine holds approximately 150 gal of coolant and lube oil, this does not account for the system (piping, coolers, filter pots ect.) Again I would ask the ship, systems capacity’s.
Provide contractor of type of coolant and oil the vessel uses, and how many gallons should be included in the pricing.
Answer: The contractor shall remove and dispose of the existing fluids. The contractor shall replace the system fluids as follows: 250 gallons per engine of Chevron Delo 100 SAE 40 and 180 gallons per engine of distilled water with Detroit Power Cool 3000 at a ratio of 1 quart per 4 gallons of distilled water. This will be added to the SOW.
Item 12410 Main Reduction Gear Inspection:
Is it the intension for the Contractor to remove all the oil out of the Reduction Gears? If so, how much oil does each reduction gear hold? What brand and type of oil is required to replace it?
Answer: The contractor shall remove, dispose of and replace with 45 gallons on Chevron 80W-90 in each reduction gear. This will be added to the SOW.
Item 15830 5 Year Davit Inspection:
On line 4.3.1.5, Inspect all welded joints: Is this just a visual inspection and without removing any paint coatings?
Answer: Paragraph 4.3.1.5 of Item 15830 will be updated to include up to 40 feet of weld inspection to include paint removal and dye penetrant inspection. All remaining welds shall be visually inspected without paint removal. The contractor shall then recoat the disturbed areas. This will be updated in the SOW.
10910 ABS Survey Support/Coordination:
4.6.5 Please provide a list of the specific tanks that are designated by ABS for inspection.
Answer:

Are we providing drydocking plan with a submittal or prior to the award?
Answer: No, a docking plan is not required with the bid.
What is the amount of fuel to be removed from the vessel? General requirements 4.25 states for “Bidding purposes” assume ship will require 35,000 gallons of fuel removed, stored etc.
Answer: For bidding assume the ship will have 45,000. The General Requirements section will be revised in the spec to reflect this.
Item 10910 ABS Survey Support / Coordination paragraph 4.6.2 notes to remove ALL fuel from the ship, with capacity of 99,500 gallons and assumes to have approx.. 50% of fuel onboard at arrival. (equals approx. 49,750 gallons)
Answer: For bidding assume the ship will have 45,000. Item 10910 will be revised in the SOW to reflect this.
Item 10912: Rafts 9-12, who is DCB Marine (Google found “Dave’s Custom Boats” Are they certified?)
Answer: This is a typo in the spec. It should be DBC Marine Safety Systems.
Item 11100: (4.1.8.1) Locations are undisclosed, how to bid for interferences? Is everything to be CFR’d based on customer locations?
Answer: Interferences will be addressed with a CFR. The SOW will be clarified and re-issued.
Item 12330: MSI to quote engine work by 7/27. MSI does not deal with oil and coolant. Quantity and types of fluid? Storage and Disposal?
Answer: The contractor shall remove and dispose of the existing fluids. The contractor shall replace the system fluids as follows: 250 gallons per engine of Chevron Delo 100 SAE 40 and 180 gallons per engine of distilled water with Detroit Power Cool 3000 at a ratio of 1 quart per 4 gallons of distilled water. This will be added to the SOW.
Can Item 15331 be incorporated for an enlarge shipping cut to accommodate easier rig support for power packs and engine parts?
Answer: The contractor is free to develop access cuts for any item as they see fit.
Vendor issue to look into upper engine bearing replacement (not called out in spec, yet recommended for engine overhaul)?
Answer: The upper bearings will require replacement. The SOW will be revised to include this requirement and re-issued.
Item 12370: No Drawings.
Answer: The tech manual was provided as part of the second submittal of references on 7/27/18.
Item 14430: It's understood that specified parts or vendor no longer in existence, manufacturers or equivalents? (4.1-4.1.2)
Answer: The parts listed in 4.1 will be removed from the SOW. Paragraph 4.2 will remain.
Item 15050: (4.4) Fire station piping is roughly ½” from penetration to accommodate the 14” pipe replacement. Is it necessary to work from penetration as to avoid interferences in adjacent spaces?
Answer: The SOW will be revised to state that pipe shall be replaced from the top of the penetration sleeve up.
Item 15200: Is the valve list 100% accurate and complete? When and by whom was the list generated? Can steel valves be replaced with bronze at our discretion? Would plan on replacing all steel valves 3" and under with bronze.
Answer: The list is accurate and was maintained by the ship. Valves shall be replaced as specified by the list. Material substitution may be submitted via a CFR to the COR.
Item 15331: Can the shipping cut be enlarged to encompass Item 12330?
Answer: Yes
Item 15830: Clarification for inspection type? Visual? Clean paint and check weld? (4.3)
Answer: Paragraph 4.3.1.5 of Item 15830 will be updated to include up to 40 feet of weld inspection to include paint removal and dye penetrant inspection. All remaining welds shall be visually inspected without paint removal. The contractor shall then recoat the disturbed areas.
Item 55900: (Pending reference drawings) what are the access points?
Answer: References were submitted as part of the second submittal.
Item 59301: (4.2) Pipe routing is said to run thru the over head of the specified spaces, it is understood that this was to avoid opening fuel tanks. This ship yard period requires tanks to be opened so can the routing of this piping be changed?
Answer: The spec will be revised to run the pipe either in the overhead or through tankage, whichever is the most economical.
Item 59301: General Piping Info: In regards to piping installs in general, is the use of mechanical piping systems and/or couplings acceptable? For example: Viega and Victaulic products used in accordance with their ABS certificate numbers:
Victaulic: 17-HS1623940-PDA 08/JUN/2017 Viega MegaPress carbon steel: 17-HS1636409-PDA-DUP 09/MAR/2018 Viega MegaPress SS & CUNI: 17-HS1683223-PDA-DUP 24/JAN/2018
Answer: ABS approved piping systems will be allowed for this item if they are suited for the application.
Item 15121: Are we replacing pipe and insulation (Hudson Bay)?
Answer: Pipe replacement is not included. Any Insulation that is disturbed shall be replaced. This will be clarified in the SOW.
Item15200: Provide original drawings along with rep information for AUTONAV Marine Services
Answer: Drawings will not be needed for AUTONAV service. AUTONAV will be measuring the taper fit of the original rudder stock to the vane motors. Paul Wagner is the technical POC at AUTONAV. The contact info is listed on the AUTONAV website. The government already has a contract in place for AUTONAV to provide this service and the shipyard shall facilitate and provide assistance as necessary.
Item 15830: Who is the Contact for VESTDAVIT? Does the paint need to be removed
The OEM for the davit can be contacted via the information listed on their website under US Office.
Item 19920: How many gallons per week generated of sewage? How many people living aboard?
Answer: When the ship is habitable, they will have a crew of roughly 40 people. It is likely that they ship will not be habitable for a sizable portion of the availability depending on how the shipyard schedules work. During that time the crew will be in hotels provided by NOAA.
Item 55900: 4.6 Washed and Dried or Replaced, for bidding purposes reuse or replace?
Answer: For bidding purposes assume washed and dried. This will be clarified in the SOW.
Item 13300 Is operational test prior to docking the vessel is an option?
Answer: Operational testing can be made available prior to the start of the availability, but the ship must be in salt water during that time. The contractor shall notify NOAA of its intent to meet the ship prior to entering dock for testing. This will be clarified in the SOW.
Item 15200 Is it assumed that 3” or less in diameter to be replaced
Answer: No, the cost adjustment for a new valve will be reduced by the time otherwise spent dissembling the valve. It is possible to repair valves under 3”.
c. Offerors shall acknowledge receipt of this SF 30 Amendment of Solicitation by completing blocks 8, 15A, 15B, and 15C.
d. There are no other changes to this solicitation as a result of this amendment. All other terms and conditions remain unchanged.
