Reuben Lasker Intermediate Dry Dock 1305M224Q0280 Vendor Q and A
Item 10104 – Preservation of Underwater Body
Question 1
Is the intent of line 4.4.1, application of two coats AC, intended for areas prepared in 4.3.3 (10% spot) or also to areas prepared in 4.3.2 (100% sweep)?
Answer:
Two coats of AC shall be applied for the areas where the existing AC paint has failed (10% spot).
Question 2:
In line 4.5.1 NOAA requests AF coating application to the centerboard trunk. Is the intent that only the centerboard trunk areas accessible below the fully raised centerboard be subject to coating application? Is this region (below the raised centerboard) to be prepared in accordance with the methodology identified in 4.3.2 (10% spot blast) or 4.3.3 (100% sweep)? Will mechanical prep or hand sanding of this area be a suitable alternative to sand blasting or sweeping, and if so, to what percentage of this area should this region be prepared for coating?
Answer:
Yes, the centerboard will be raised to the highest level (maintenance position) and the same high-pressure wash applies to this area. Mechanical preparation or hand sanding is a suitable alternative if there are access issues. The area is easily accessible once the centerboard is raised. A full sweep of high-pressure wash is normally performed. This area is included in the previously listed 10% spot.
Question 3:
Line 4.5.1 states that the first coat of AF must be applied over the last coat of AC while still tacky. If the intent of 4.4.1 is to only apply AC to spot prepared areas identified in 4.3.3, then is the intent of line 4.5.1 for the contractor to apply a mist coat of AC to the entire underwater body? Should AC only be applied to areas prepped in 4.3.3?
Answer:
No mist coat. AC should be applied to the areas prepped in 4.3.3.
Question 4:
Line 4.3.2 requests brush off blasting from 2ft above the top of the boot top. Are we correct in our understanding that no coatings are to be applied above the top of the boot top in this item?
Answer:
Yes, no painting or preservation above the boot top is included in this work item.
Item 10112 – Freeboard Preservation
Question 5:
Regarding lines 4.2.2 and 4.3.2, please provide a specific percentage of the freeboard area that you would like the contractor to prep freeboard surfaces per reference 2.3 and/or 2.4.
Answer:
10% preparation and preservation of the areas that have failed.
Question 6:
Regarding 4.3.2, please provide a specific percentage of desired paint coverage.
Answer:
Same 10% as what is listed for failed areas.
Question 7:
Does line 4.3.3 mean to say “areas painted in 4.3.2”?
Answer:
Yes. Areas painted in 4.3.2.
Question 8:
Does line 4.3.3 mean to say “areas painted in 4.3.2”?
Answer:
Yes. Areas painted in 4.3.2.
Question 9:
Is it fair to anticipate that line 4.3.5 will require 100% coating application to the freeboard and specified areas including the port side stack, and bulwarks, omitting the anchor pockets?
Answer:
4.3.5 says to give an entire single coating of 3 mils DFT to the remaining areas of the freeboard, Port side stack, and bulwarks. The anchor pockets are included in this area but are to be black and not white.
Question 10:
Line 1.1 identifies the scope of this region to include from the boot top to the top of the bulwarks. Please confirm that Line 4.3.5, identifying “bulwarks” only intends for coating application to be applied to the top of the outboard sides of the bulwarks.
Answer:
It says “To paint the freeboard from the boot-top to the bulwarks including the port side of the stack.”
This means all the white color going from the up to and including where the white ends on the top of the bulwarks. (It’s just all the white color on the hull/freeboard when you look at the ship in a picture with the exception of the deck house)
Question 11:
Line 4.3 does not reference sand sweep in the UW Hull item. Please clarify, will these regions be included in the scope of coating application identified in 4.3.2, and if so, does the percentage (requested by the contractor) include sufficient surface area to cover both spot prep areas of the freeboard and the sand swept areas prepped in Item 10104? Will the above boot top regions receive coatings identified in 4.3.3? Please clarify desired coating application to these above boot top regions sand swept in Item 10104, or modify Item 10104 line 4.3.2 to omit these areas as part of the sweep blast.
Answer:
There is no crossover between these two work items. The boot top is covered in 10104 and the freeboard is covered in 10112.
Item 10102 UNDERWATER BODY INSPECTIONS & REPAIRS
Question 12:
In paragraphs 4.7 and 4.8.1, it states to provide the services of an American Bureau of Shipping (ABS)/USCG representatives to witness the inspections required by this work item. Is NOAA paying for the services of ABS and the shipyard is to schedule ABS/USCG to attend and witness the inspections?
Answer:
NOAA pays for the services of ABS. Offeror shall schedule and ensure they perform the inspections in the presence of the ABS Surveyor.
Item 10109 GROUND TACKLE MAINTENANCE AND PRESERVATION
Question 13:
In paragraph 4.3, will NOAA accept a sand sweep (SSPC-SP-7) and a spot sandblast (SSPC- SP-6) of the two anchors and the four shots of anchor chains as an alternative to the SSPC-SP- 12 or Ultra High Pressure (UHP) water jetting to WJ4/SC1?
Answer:
Yes, that is acceptable.
Question 14:
In paragraph 4.5 it states to paint the anchor chains and hardware per item 4.5. Where is item 4.5? Is the shipyard to paint all of the remaining anchor chains per paragraph 4.5? How many shots of anchor chain are on each side? In paragraph 1.1, it states to paint both anchors and the first two shots of chain from the Port and Starboard ground tackle? Is the shipyard to prep and paint only two anchors and four shots of chains or all of the anchor chains?
Answer:
Yes, the painting is for 2 anchors and 4 shots of chain. The intention is to paint the visible exposed areas.
The entire chain was preserved 2 years ago and not required for an intermediate DD.
Item 10110 BOW THRUSTER INSPECTIONS, SERVICING GROOMING
Question 15:
In paragraph 4.14, it states to install GFM control system display units, control modules, and related equipment. Paragraphs 3 and 3.1 for Government Furnished Material (GFM), is states NONE. Is NOAA supplying this equipment for the shipyard to install?
Answer:
No display units will be provided. This paragraph is removed from the amended SOW rev 1.6.
Question 16:
The shipyard has been in contact with the Tee White Gill Company and they stated this control system has already been installed in the Reuben Lasker. Is this true? Could NOAA confirm if the control system needs to be installed or has this work already been done?
Answer:
No display units will be provided. This paragraph is removed from the amended SOW rev 1.6.
Question 17:
Is the work in paragraphs 4.1.2, 4.13 and 4.15 to perform inspections, servicing, grooming, operate, and adjust the control system, still needed to be done if the control system has already been installed in paragraph 4.14?
Answer:
Yes, OEM technician is required to groom the control system.
Question 18:
In paragraph 4.2, it states to perform electrical checks on the bow thruster motor and references
2.4 (5-5 thru 5-7). The Bow Thruster Manual RL-568-01-00001-10 doesn’t cover the bow thruster motor. On other vessels of this class, they had a separate manual for the bow thruster motor. Can NOAA supply the Manual for the bow thruster motor (maybe RL-568-02)?
Answer:
The bow thruster motor data is located in tech manual 0120-202-01-00001-030A. I have excerpted the motor pages from the manual and will include it separately.
Item 10115 CLEAN AND TEST HEAT EXCHANGERS
Question 19:
Paragraph 4.5, it states to rod out the tubes to remove accumulated sea growth. Can NOAA verify that the heat exchangers are tube type heat exchangers or are the plate type heat exchangers?
Answer:
Rod out = clean off the plates.
Question 20:
Are these four heat exchangers on the engines or are they above the engines on the deck above?
Answer:
Plate heat exchangers located on the deck above.
Question 21:
Can NOAA supply a manual on the four heat exchangers if they are the plate type heat exchangers and not a Caterpillar Engine Heat Exchanger mounted on the engines?
Tech manual will be provided with these answers. 256-01-00003-010 Rev_-_ Heat Exchanger
Question 22:
Are two of the heat exchangers one size for the two Caterpillar Engines 3500C and the other two heat exchangers another size for the C32 Caterpillar Engines?
Answer:
All the same size.
Question 23:
Can NOAA supply the Make, Model No. and Serial No. of the four heat exchangers for this item?
Answer:
Tech manual will be provided with these answers. 256-01-00003-010 Rev_-_ Heat Exchanger
Question 24:
If these are plate type heat exchangers, could NOAA tell the shipyard how many plates are in each heat exchanger?
Answer:
Tech manual will be provided with these answers. 256-01-00003-010 Rev_-_ Heat Exchanger
Item 10124 MISCELLANEOUS PIPING REPAIRS
Question 25:
Paragraph 1.1, it states to provide 100 hours of labor and $15,000 of material. Is the shipyard to give NOAA only the total amount of 100 hours of labor and $15,000 of material onto the bidder’s sheet?
Answer:
Paragraph 1.1 is changed on v 1.6.
Question 26:
Is the shipyard to add the cost of the pipe repairs in paragraphs 4.2, 4.3, 4.4, 4.5 and 4.6 to the 100 hours of labor and the $15,000 of material?
Paragraph 1.1 is changed on v 1.6. Bid the work in the paragraphs.
Item 20202 TAIL SHAFT AND RUDDER REMOVAL, INSPECTIONS, AND REPAIRS
Question 27:
In paragraph 5.6.3, clad welding 15% of the interior of stern tube to repair pits seems to be extremely large amount of clad welding. Can NOAA give the shipyard an amount of areas to clad weld with dimensions of these amounts of areas to clad weld?
Answer:
15% is the normal amount of clad welds performed on FSV stern tubes.
Question 28:
In paragraph 5.6.4, can NOAA give us more detail of the repairs to be done in these two areas (how much area in each spot to repair?) Where are the areas on the stern tubes to be repaired (location, weld seam areas, frames, bulkheads)? Can NOAA supply the repair plan because there is no reference 2.15?
The work spec has been changed to reflect reference 2.13 as the stern tube repair plan.
