NMSAS Research Vessel Vendor Questions and Responses

1. Can the deadline for response be extended until 8/30/24? The additional two weeks are to secure required commercial quotes for this project, including the shipping.

Government Response: The closing date of the solicitation will be extended from August 16, 2024 at 2:00 PM Central Time to August 30, 2024 at 10:00 AM Central Time. As a result of this extension, vendors will have until August 22, 2024 at 10:00 AM Central Time to submit questions and comments in response to the solicitation.

2. Does the shipping to Pago Pago, AS need to be Jones Act Compliant or can a foreign carrier be utilized?

Government Response: As per 46 U.S.C. § 55101(a) and (b), the coastwise laws apply to the United States, including U.S. island territories and possessions. The coastwise laws do not apply to American Samoa, the Northern Mariana Islands, and the U.S. Virgin Islands.

3. Three standards are required in Section 1 of the Statement of Work. In the case of conflict among the standards please clarify which standard has priority.

Government Response: The order of precedence is: Subchapter T, then ABYC, and then NOAA.

4. Does the vessel need a Certificate of Inspection (COI) for Subchapter T?

Government Response: No, a Certificate of Inspection (COI) for Subchapter T is not required.

5. The Buoyancy requirement in Section 3 is unclear as it relates to the standards of Section 1. Will a vessel meeting USCG Subchapter T stability rules be acceptable to satisfy this requirement?

Government Response: Vessels meeting only Subchapter T will not satisfy the requirements. Both Subchapter T and the three bulkheads per hull are required. These issues are not mutually exclusive.

6. Will the owner furnished equipment be installed after delivery or will it be sent to our shipyard for installation by our team?

Government Response: The life raft outfitting requirement has been removed from the revised Statement of Work.

7. Should the vessel be shrink wrapped for shipping to Pago Pago?

Government Response: Yes, the vessel shall be shrink wrapped for shipping to Pago Pago.
