About this file

This is a Scope of Work document for the City of Dallas Water Utilities Department regarding Contract Number 26-122E for an energy study and biogas beneficial use project at the Southside Wastewater Treatment Plant (SWWTP). The project will evaluate SWWTP's current and projected power demand through 2045, assess existing power suppliers' capacity and reliability, review the current Combined Heat and Power (CHP) agreement with Ameresco, and identify potential alternatives based on capacity, reliability, sustainability, and financial performance. The consultant will also examine biogas production and beneficial use opportunities, including applicable technologies, policy considerations, and financial implications. All engineering services must be completed within one year of contract execution. The project requires regular monthly meetings with DWU, monthly progress reporting, and submission of a comprehensive study report containing technical memoranda on CHP agreement renewal/termination options, facility power supply strategy, biogas production and beneficial use strategy, and regulatory analysis.

The consultant shall produce monthly invoices, project status reports, and decision/action item logs, with all deliverables requiring quality control review and signature approval by a licensed professional engineer. Special services authorized in advance on a direct expense and hourly billing basis may include additional meetings and engineering services, provided they do not exceed the total authorized special services amount. The project will utilize existing information, reports, and available data from DWU, including the Wastewater Facilities and Operations Strategic Plan and the Ameresco Agreement. The Ameresco CHP contract currently expires in 2031 and requires one year advance notice for termination. The consultant must coordinate with power suppliers and Ameresco to understand current system conditions and each party's renewal or termination intentions. Any out-of-scope work performed without prior written authorization from the DWU Project Manager will be considered pro-bono and uncompensated.

26-122E Scope of Work 1 March 2026

CITY OF DALLAS

WATER UTILITIES DEPARTMENT

SWWTP Energy Study and Biogas Beneficial Use Contract Number 26-122E

Scope of Work

PROJECT DESCRIPTION

Southside Wastewater Treatment Plant (SWWTP) is currently served by multiple power sources, including TXU/Oncor, TXU/Brazos, and an onsite Combined Heat and Power (CHP) system operated by Ameresco under an existing agreement. Under this agreement, SWWTP supplies biogas, purchases generated electricity at a fixed rate, and pays for supplemental natural gas when biogas production is insufficient.

The current contract expires in 2031 and requires one-year advance notice for termination.

This project will evaluate SWWTP’s current and projected power demand through 2045; assess the capacity, reliability, and operational considerations associated with existing power suppliers; evaluate the existing CHP contract and renewal options; and identify and assess potential alternatives based on capacity, reliability, sustainability, and financial performance. The project shall also examine biogas production and beneficial use opportunities, including evaluation of applicable technologies, policy and market considerations, and financial implications.

The overall objective of this project is to secure a reliable and resilient long-term power supply for SWWTP, reduce lifecycle energy costs, and maximize the beneficial use of biogas. The project will provide recommendations regarding the future of the SWWTP CHP contract, the plant’s overall power supply strategy, and biogas production and beneficial use strategy.

All engineering services shall be completed within one (1) year of the contract date.
