About this file
This is a Small Business Enterprise (SBE) Good Faith Effort Documentation Form (BEH-FRM-607.SAW) issued by the City of Dallas for the SWWTP Energy Study and Biogas Beneficial Use project in Texas. The form is required from respondents who do not meet the contract-specific SBE goal at the time of submission or when specifically requested by the City for compliance review. Respondents must document their identification and segmentation of subcontracting opportunities, provide evidence of intentional and timely outreach to available SBEs with a minimum response window of seven business days, and submit detailed records of all SBEs contacted including contact dates, quotes received, quote amounts, and reasons for selection or rejection. The form requires attachment of proof of outreach such as email notices with timestamps, call logs, distribution lists, and bid solicitation requests, along with documentation of the date range of outreach activity from initial notice through final follow-up.
Respondents must certify that they evaluated commercially reasonable subcontracting opportunities consistent with DRIVE policy, did not artificially consolidate or restrict scopes of work, and that all SBEs listed were verified to hold active certification in the applicable NAICS code for the scope of work. Only SBE firms performing under a Commercially Useful Function (CUF) may be counted toward the SBE goal. The form requires documentation of any assistance provided to SBEs, including bonding or insurance guidance, clarification of plans or specifications, flexible scheduling, supplier or material sourcing assistance, and work breakdown into smaller components. Respondents must provide a summary comparing proposed SBE participation percentage to the contract-specific goal and, if the goal is not met, describe specific impediments encountered despite genuine outreach efforts.
